1 SHORT LISTING OF CONTRACTORS FOR REPAIRING AND RENOVATION OF THE BUILDING OF THE INSTITUTE AT PLOT NO C- 37, SECTOR -62,NOIDA WITH REGARD TO PRESS NOTICE ISSUED IN HINDUSTAN TIMES, HINDUSTAN & MINT ON (A) Brief of the Project The Institute of Company Secretaries of India (ICSI), a statutory body set up under an Act of Parliament i.e. the Company Secretaries Act, 1980 (Act No. 56 of 1980) has a building constructed over above mentioned plot having total area of 1375 sqmts. The building is of RCC framed structure (basement, GF + 3 floors) with total construction area of 20,330 sq.ft. The building will be utilized for offices of the Institute. The Institute invites pre-qualification applications from reputed firms/contractors for repairing and renovation of the entire building and the summary of the proposed work is as under: 1. Estimated Cost Rs 600 Lakh (tentative) for Furnishing & related interior works, exterior repairing works including structure rehabilitation, and structural glazing. 3. Total construction area a) Basement sq. m. b) GF sq. m. c) 1st floor sq. m. d) 2nd Floor sq.m. e) 3rd Floor sq.m. 4. Description of the Proposed work Total sq.m. or sq.ft. Repairing & Renovation work - Structure rehabilitation of the outside members of building, front Facade glazing & ACP cladding, Texture paint (external face), waterproofing of basement with allied civil works, fire fighting / alarm system, Toilet renovation of the entire building, Removal of Porta cabins from terrace, CCTV works, Access control works for all floors, fixing of MS grill at windows, Furnishing work includes fixed furniture like workstations, storages, tables & interior works includes flooring, false ceiling, internal and external electrical works including facade lighting, sanitary work, tiling, panelling, Partitions, Electrical wiring and switches, 1

2 electrical fittings,, DB's, electrical panels, data and voice cabling including hubs etc, outside civil works in facade, driveways, canopies etc, signage etc to make the interiors complete. 5. Period of completion The work is to be executed in phased manner. The estimated completion period is 6 months from the date of issue of LOI. (B) Terms and conditions for pre-qualification for short listing of contractors Contractors who fulfill the following requirements shall be eligible to apply: a. Should have satisfactorily completed at least one similar work costing not less than 80% of the estimated cost during the last five years ending in August 2018 or two works of 50% in last five years ending in August Similar work means: i) complete interior works including repairing, civil works, toilet renovation, structural rehabilitation, structure glazing, electrical and fire alarm and fire fighting works. The Contractor must have completed similar works in single contract in Central Govt/ Autonomous Bodies / PSUs/Corporate sectors (One work of 80% or two works of 50% of estimated value). b. Should have Annual financial turnover of Minimum 100% of the estimated cost in last three years ending in March c. Should not have incurred loss in any last two financial years ending 31st March, d. Should have a solvency of minimum 100% of the estimated Cost certified by their bankers. e. Working Capital as per audited Balance sheet should be minimum 2.0 times of the estimated cost as on 31st March 2018 (to be supported by certificated duly certified by Chartered Accountant). Applications received after cut-off date and time will not be considered. The sealed applications will be opened on at 04:30 pm at aforesaid address. The representatives of the applicants, if they wish, may remain present while opening of the 2

3 same. If any applicant wish to inspect the site, Mr. Abhishek Raj (Asst. Engineer) may be contacted in working days during office hours. He may be contacted on ( ) Application for pre-qualification should be accompanied by a) Type of firm, i.e. proprietorship, partnership, private limited, limited company, etc. along with list of its directors, b) List of works ( repairing/renovation/ furnishing)completed during the last five years giving the size ( covered area), cost, location and dates of commencement and completion for each work with performance certificates and detailed address of the contact persons along with their telephone numbers and - IDs. Inspection, if required, will be done by the Institute for assessment of quality/ performance of the work executed. c) Photographs of minimum one of the recently executed project of which certificates are enclosed and best project done. d) Details of works in hand. Inspection, if required, will be done by the Institute for assessment of resource management, work culture, feedback from the clients and experience of co-coordinating services with architecture. e) Copies of (a) PAN Card, (b) Sales Tax registration certificate (c) VAT/ GST/WCT registration certificate, (d) Service Tax registration Certificate. f) List of equipment and machinery. g) Names and qualifications of professionals and technical personnel who have been in the employment for more than two years. h) Workshop, office, warehouse details. i) Proof of registration /empanelment with Govt/PSU/Reputed organizations. 2. A list of arbitration cases, projects abandoned and legal cases pending in the courts involving the applicant together with the status of the cases may kindly be furnished. 3. If it is found at the later stage that any information furnished by applicant is incorrect or has suppressed any material fact, the applicant shall be liable to be debarred from tendering/taking up of the work in full or in part. The Institute may verify the particulars furnished by the applicant independently including the inspection of completed works. 4. The Institute reserves right to reject any or all applications without assigning any reason whatsoever. Mere submission of application does not entitle for qualifying the short listing process. 5. The short-listed/qualified applicants only will be issued tender documents for participating in tender process. The submitted EOI will be evaluated on the basis of documents/information furnished as also if necessary, after physical examination of the probable bidders office/workshop/ & projects successfully executed by them. The criteria followed by the Institute will be at its sole discretion and will not be open to question. 3

Overall impression based on photographs and data submitted, references, reputation of firm, resource management, work culture, feedback received from the clients and experience of co-coordinating services with architect may also be taken on which basis short listing will done. The photographs of the completed projects along with addresses and telephone no. of the clients to be submitted for scrutiny by the Institute if needed.the Institute has right to visit the above said works for quality and other checks and enquire about performance of the contractor, if necessary. 7. The applications will be evaluated based on the criteria attached (Annexure I). The short listed /qualified applicants only will be issued tender documents (both technical bid and commercial bid) for participating in tender process. This decision and basis of judgment and arrival of short listing cannot be contested and neither Institute would share this data with any individual/organization/bidder and institute's decision based on these criteria of short listing suitable Contractors/firms cannot be challenged/contested in any forum /Court.
