1 U. S. COAST GUARD TRACEN YORKTOWN YORKTOWN, VIRGINIA SCOPE OF WORK FOR PROJECT REPLACE ROOF, SIDING & WINDOWS AT BUILDING 62 1

2 1.1 SCOPE OF WORK: SECTION SUMMARY OF WORK The project will consist of installing a new roofing system over the existing tar and gravel roof on the maintenance building 62 at the Coast Guard Training Center in Yorktown, VA. The project also includes replacing the windows and replacing vinyl siding. The material specifications are shown on the drawings. 1.2 CONTRACTING OFFICER'S REPRESENTATIVE: The term COR is an abbreviation for Contracting Officer's Representative. The COR shall be designated by the Contracting Officer. 1.3 LOCATION: The specified work shall be performed at Building 62 located at U.S. Coast Guard Training Center Yorktown. 1.4 SITE VISIT: All bidders must visit the location of the work and to become familiar with all existing conditions under which the work is to be performed. Failure to do so will not relieve the successful bidder from furnishing required equipment, materials or complete performance of all work required. Visits to the site will be scheduled by the project manager, Bonnie Baffer, telephone (757) , fax (757) , Bonnie.L.Baffer@uscg.mil. 1.5 HOURS OF WORK: All contractor activities shall be conducted only between the hours of 7:00 AM and 5:00 PM Monday through Friday excluding all Federal holidays. If the Contractor desires to work outside these hours he shall submit a request to the COR for approval not less than 48 hours in advance. 1.6 VERIFICATION OF DIMENSIONS: The contractor shall become familiar with all details of the work, verify dimensions and site conditions, and advise the COR of any discrepancies prior to commencing work. 1.7 WORK SEQUENCE: The contractor shall phase work to minimize disruption to Coast Guard personnel. 1.8 PERFORMANCE OF WORK: 2

3 The contractor shall commence work within 30 calendar days after receipt of purchase order. The exact start date shall be coordinated with the COR, depending on weather conditions. The work shall be complete within 120 days of award. Work may not begin until the progress schedule, safety plan, and material submittals are approved. A preconstruction conference will be held before start of work. 1.9 CONTRACTOR USE OF PREMISES: The contractor will be working within an operational installation. The contractor shall perform and conduct all work to minimize interference with any operations and become familiar with and obey base fire and security regulations. The contractor will be allowed to use the Subway shop in building 46 only PARKING: The contractor is authorized parking spaces during the performance of work. Overnight parking is not authorized except for dump trucks and other large equipment INSPECTION: The contractor shall keep the COR fully informed of contract operations and plans so that the COR may arrange to be present at various times when work is being performed. All work will be inspected and accepted by the COR Final Inspection and Acceptance: When the work is complete and ready for final inspection, the contractor shall notify the COR to schedule final acceptance UTILITIES: Electricity and water will be provided at no cost by the Government from normal building services. Additional hookups or temporary connections shall be the responsibility of the contractor and shall be removed by the contractor upon completion of work TOILET FACILITIES: The contractor shall provide temporary toilet facilities for the workers STORAGE FACILITIES: The Government will provide an area of exterior storage for the contractor's use during the course of work. Materials stored overnight shall be covered with a tarpaulin in these areas. The Government is not responsible for receipt and the security of storage areas SUBMITTALS: 3

4 Color chips, catalog cuts and material data safety sheets (MSDS's) for all products used and a construction schedule for the project shall be submitted by the contractor to the COR. The contractor must provide bond, insurance, construction schedule, and a safety plan before beginning work METHODS OF MATERIAL QUALIFICATIONS: To demonstrate that all materials and equipment to be incorporated into the work conform to specifications, the contractor may use any of the following methods: Certificates of compliance with specification requirements signed by an authorized officer of the manufacturer, processor or approved trade association involved. Such certificates shall show the name and address of the contractor and the name and locations of the project Labeling by the manufacturer on unbroken/unopened containers: Official marking or labeling by recognized, grading organization or national code association indicating compliance Certification by ASTM, BOCA, UBC, NEC, UL, NFPA or other nationally recognized testing or certification agencies TEMPORARY PROTECTION: The contractor shall provide temporary protection and take precautions as necessary to ensure that no debris, material, wiring, equipment or personnel shall endanger the safety of government personnel, guests, and equipment CLEAN UP: At the completion of daily operations, all debris shall be removed from the facility being worked at. At the completion of work in one area, all debris, rubbish and contractor equipment shall be removed prior to beginning work in another area. Care shall be taken to avoid the soiling, defacement, or damage of adjacent construction and all such soiling, defacement, or damage shall be removed or repaired at no cost to the Government prior to final acceptance of the work DISPOSAL OF REMOVED MATERIALS: All material removed by the contractor shall become the property of the contractor and shall be disposed of off site in accordance with all applicable federal, state and local laws and regulations. Trash must not be placed in government owned refuse containers located on base. Scrap metal shall be segregated by type (steel, copper, aluminum, etc.) and placed in the recycling staging area on base. The materials may be recycled by the contractor if weight tickets are provided to the government. 4
