10 Why is Technical Consultancy Necessary for WPP Construction? For new project owners, it can ensure that the optimum, cost effective and most productive plan will be realized For experienced project owners, independent technical consultancy will be added strength to the owner s existing team and will also be a valuable tool in front of lenders, insurers and subcontractors In all cases, it is added value to any project, providing consultancy, on site services and documentation of a trusted, established name in the sector, not only improving a project s life cycle, but making it more trustworthy in the operational time 10

11 Time schedule Quality Design - Implementation Inconsistencies Communication and Interfaces Accidents 11

12 Time schedule Weather conditions especially in wind sector are causing most delays Faulty planning sometimes resulting to technically impossible targets to meet Often authorities are causing further delay due to bureaucracy The result is delays in payments, extra costs, disputes, loss of production 12

13 Quality Quality is an important factor connected to the life of the plant Often owners focus their efforts more in the main parts and less in secondary issues, resulting to future (short or long term) problems Subcontractors might undertake projects outside their expertise, in order to achieve a better contact, with immediate result to quality of work Possibility of accidents, time delays, poor turbine performance, even outages during operating period 13

19 Design - implementation inconsistencies In the designing period best solution might have been planned, but on site, things can be different. Equipment on site might not meet the contractual criteria Equipment might be damaged or used Transporting, storing or installation equipment and methods can be unsuitable for the specific project Wrong installation, inadequate or faulty equipment may cause reduced efficiency to the project, or even worse, a possible accident 21

24 Communication and interfaces In a complete construction with multiple teams and subcontractors, everyone can blame it on the other, when something will go wrong It is a very common fight, what are the limits of each specific work, either it is installation or procurement Often missing or misleading communication during construction can stall work for days Lack of clear boundaries as well as communication method and skills, causes negative conditions, arguments and delays 24

25 Accidents Accidents happen and they affect equipment in the easy cases, or people in the worst cases Health and safety on and off site is something often neglected, mostly by smaller contractors There is a way of handling all equipment and actions on and off site, in a safe and fast way but it is often unknown Safety is often considered as a legal necessity and thus is underestimated, causing loss in time and money even if no one is hurt 26

32 How does OE Services support and mitigate problems during construction phase? Technical advisor works for the owner but technically works for the project Everyone wants to have the best of their project: Owner wants a productive, low cost power plant that will work for years Supplier wants to provide a fast and efficient service in order to get a good reference and move to the next project Lender wants to know what s going on and if he will get his money back All subcontractors want to get more work 32

33 How does OE Services support and mitigate problems during construction phase? A consultant may help by Planning a feasible time schedule and monitoring it; dynamic process Providing consultancy in all fields by bringing in experts from a big pool around the world Being on site and supporting site management at all times Preparing reports to keep track and recording all activities Adding experience to project and project owner 33
