2 RFP Questions and Answers 1. Is the 60 day time limit going to stay even if it is energized? The contract states that the 60 day time frame is essential for structure replacements to these transmission lines. Once a determination is made (per each transmission line) as to whether any clearances are to be granted or not, it would be up to the contractor to submit a request for extension. However, the bidder is not to anticipate anything beyond the 60 day time frame and is to follow the contract time-lines. 2. If the contract is extended beyond the 60 days, would that change the start of liquidated damages? If an extension is granted, the liquidated damage dates would also change to follow the time allowed for the extension. 3. Will the poles be drop shipped close to the location? The structures (poles) for Feeder 22 are currently scheduled to be shipped to GRDA s Pryor Warehouse. It might be possible to have the Vendor drop ship these poles to the contractor s facility. The poles for Feeder 32 are currently located at the Vendor s facility in Claremore, OK. It is expected that the contractor will arrange for hauling the structures from Claremore, OK. 4. Who is supposed to handle the gates for access? Subtotal E of the Unit Bid Price Schedule allows payment for up to 40 (16 ) gates. The Contractor shall furnish and install the gates and be paid as per the Unit Bid Price. 5. Which section is to be completed first? A request for a clearance beginning April 1, 2014 on Feeder 22 from Pensacola Substation to Miami Freehauf Substation has been submitted for approval. It is anticipated that the work required for Feeder 22 is to be completed first. A request for a clearance beginning May 1, 2014 for Feeder 32 has been submitted. The possibility exists that work can occur on both Feeders concurrently, especially if one or both of the lines have to remain energized. 6. Where would we get an outage out? I do not understand the question. If the question is would an outage be possible for certain aspects of the work, GRDA is working very closely with our System Operations to be able to deenergize the lines as much and as long as possible. No certainty exists for the lines to be deenergized. 7. Will the structure go back in the spot? Structures are to be placed as per the Plan & Profiles for each Feeder. Predominately, the structures would go back in the same locations as the existing structures. 8. What is the spacing of the old structures versus the new structures? The pole-to-pole spacing is the same for existing versus new. 9. If an outage is given, would it be just during the day and have to be restored each evening? Has not been fully determined by System Operations. 10. How should we bid the de-energized work? Will outages be permitted daily, weekly, monthly?

3 An adder has been included in the revised Unit Bid Price Schedule to provide additional payment if the Feeders can be de-energized on a daily or weekly schedule. If each Feeder can be de-energized on a daily or weekly basis, the switching would occur early in the morning, but would need to be re-energized as the line load increases. Re-energizing would vary due to line loading. 11. Can the contractor have multiple crews working on different areas at one time even if one area is energized and the other de-energized? Yes. 12. Does GRDA see the outages happen on both Feeders at the same time? It is currently being analyzed for either one Feeder or both Feeders to be de-energized. However, as stated at the Pre-Bid meeting, a clearance request has been submitted for Feeder 22 for the month of April and a clearance request for Feeder 32 has been submitted for the month of May. 13. Do the existing poles have bearing plates on them? The original structure drawings do not indicate a bearing plate or bog shoe attached to the structures. 14. Can the poles be cut off at level? It is anticipated that the structures are to be installed in the existing structure locations. Therefore, these poles would have to be removed. Any structure that does not need to be entirely removed, such as when the replacement structure is not to be installed in the existing structure location shall be removed as described in the Technical Reference and Unit Bid Price description. This may allow for some of the poles to be removed to a minimum depth of 2 feet below grade. All voids are to be filled with suitable backfill material and compacted as noted in specifications. 15. Would there be some flexibility on the 60 days if the lines are energized? The bidder is to anticipate a 60 day time line for construction. 16. Would it be possible to use the existing suspension clamp and armor rod when replacing structures on energized line? It would be preferable to utilize the existing suspension clamp and armor rods and just repinning the shoe to the insulators. However, the insulators are to hang plumb after structure installation. 17. On one of the transmission crossings, it looks like there is fiber being added on a span, is that correct? Yes 18. Who decides what gates need to be installed? Most gate installation that GRDA would agree payment as a Unit Bid Price would occur within the right-of-way boundaries. The Field Inspector would need to approve the gate installation.

4 19. There is a discrepancy in the number of GR1 & GR2 units compared to the number of structures being replaced. Will the contractor be installing grounds on poles other than those being replaced? There was a revised Unit Bid Price Schedule that was submitted prior to the Pre-Bid meeting. Attached to this question/answer supplement is a revised Unit Bid Price Schedule that includes the correct number of grounding to be installed and an Adder for Daily or Weekly clearances. 20. Would it be possible to de-energize crossing transmission lines? Only can be determined on a case-by-case basis. If the undercrossing line is owned by GRDA, a brief scheduled outage may be possible. However, if the transmission line is a radial feed or owned by another utility it is unlikely any outage will be possible. 21. In the event a pole won t pull. Will the contract have the option of setting the new pole in line next to the existing pole? The new structures are to be installed as per the Plan & Profile. The new structures are to be installed 90 to the transmission line right-of-way. 22. On the direct embed pole details. Is the depth and quantity based on 1 pole or 2 poles? Are these depths based on the 10% plus 2 rule or rock set depths? The drawings indicate the depth of each structure. The depth and quantity are based on individual pole depths. These depths are greater than 10%+2 feet and differ from structure to structure based on the Geo Tech information supplied to the Engineers.
