4 TS Security Department Mdular Stucc Prject Prject Summary I. BACKGROUND A. Histrical Backgrund. Established in 1968 as the first tribally cntrlled cllege in the U.S., Diné Cllege is chartered and gverned by the Tribal Cuncil f the Navaj Natin. Diné Cllege is affiliated with, and accredited by the Higher Learning Cmmissin f the Nrth Central Assciatin f Clleges and Schls. Diné Cllege maintains a multi-site system with campuses and centers lcated at six gegraphically dispersed sites in Arizna and New Mexic. B. Prject Lcatin - The prject is lcated at the Tsaile Dine Cllege, west circle drive, directly acrss the cllege family husing. C. Prject Descriptin The Cllege has three mdular buildings which need t be enclsed. The existing exterir crrugated metal, which is als the structural supprt, fr the buildings have hles. As a result, the Cllege is applying stucc ver the existing exterir t weatherize the buildings. II. PROJECT SCOPE OF WORK A. Demlitin 1. Cntractr shall verify all three building measurements ( apprximately 30 x 32 ) 2. Demlitin will be minimal remve existing plywd cverings as required t each building. 3. Cntractr shall remve all existing vents temprarily, t be reused as needed. 4. Cntractr shall remve the gutters, dwnsputs, windw trim, vents arund dr, and utside light fixtures. 5. Trench 8 inches belw grade fr cncrete fundatin arund the perimeter t each building; install ½ inch j-blts t secure treated 2 x6 s arund the perimeter f each building. (2 x 6 s fr fastening OSB plywd ver existing channel irn). B. New cnstructin 1. Cntractr shall install 7/16 inch OSB plywd t the exterir f all three buildings. ½ inch self- tapping screws t be used t fasten plywd t metal crrugated exterir. 2. Cntractr shall install Tyvek cmmercial cvering t expsed plywd. 3. Cntractr shall install ne inch (1 ) fam insulatin arund the exterir walls, and install six inch (6 ) fam pp uts arund drs and windw. 4. Cntractr shall install stucc netting t each building. 5. Extend and install new LED light fixtures ut t sit n the stucc base. Cntractr t use extended mud rings, r apprved material and must meet NEC cdes. (PM shall inspect when the materials are placed, but befre any stucc is applied) 6. Cntractr is respnsible t seal HVAC duct penetratins in t the building. All penetratins must be sealed using prper sealant (i.e.: OSI 10 fl. Oz. beige #455QUAD advanced frmula sealant) Tsaile Security Department Mdular Stucc Prject (September 28, 2018) 4

5 7. Cntractr shall apply the first 3/8 inch basecat t each building. 8. Stucc shall be installed tw cats brwn cat and final cat t be synthetic stucc. Clr scheme is t be apprved by the wner and must match surrunding buildings. Any stucc clr applied t the building withut prir apprval by the Owner is the sle respnsibility f the cntractr and cntractr shall be liable fr any and all csts assciated with the crrectin. Cntractr must cntact the PM / Owner prir t the applicatin f the final cat fr inspectin and apprval 9. Cntractr shall install a weep screeds t each building. Weep screeds shall be installed at the sill plate fr all new stucc installatins, including additins t existing stucc systems. 10. Cntractr shall install cntrl jints every 20 ft. (20 ) 11. Cntractr shall extend stucc exterir t six inches (6 ) belw grade t prevent water frm weeping int the crawlspace. 12. Cntractr shall cnstruct a crawlspace access panel fr the purpse f future plumbing related maintenance t the shwer building nly. Cntractr shall take measures t ensure the panel is watertight. 13. Cntractr respnsible fr transitin between current rfing t extend beynd the thickness f the applied stucc t keep misture frm weeping between the stucc and existing exterir f the building. 14. Cntractr shall install new rain gutter, with dwnsputs fr each mdular building. 15. Cntractr shall remve all cnstructin debris frm the cnstructin wrk site and shall be respnsible fr cleaning the exterir perimeter, windws, drs, and grading the grund arund the buildings s as t smth ut the finish grade up t 6 feet away frm the perimeter. III. PROJECT TERMS & CONDITIONS Nte: The fllwing items cnstitute a general descriptin f the terms and cnditins applying t the Tsaile Mdular Building (3) Stucc Prject. A mre cmplete set f Terms and Cnditins shall be included in a Cntractual Agreement after the Cllege issues a Ntice f Award fr this prject. Native American Preference. Preference in the award f cntracts shall be given t Indian-wned ecnmic enterprises and Indian rganizatins. Ntice f Intent t Award. Upn receipt and review f RFP respnses, and pending the selectin f a qualified Cntractr, the Cllege may issue a Ntice f Intent t Award, and enter int negtiatins with the selected Cntractr t finalize terms and cnditins related t the prject. Ntice f Award. The Cllege will issue a Ntice f Award after terms and cnditins are finalized. Perfrmance and Payment Bnds. Per the Financial Plicies and Prcedures f the Cllege, the Cnstructin Cntractr will be required t prvide perfrmance and payment bnds fr the prject at 100% f the ttal cntract price per bnd. Start Date and Final Cmpletin Date. The Cllege will include in the Ntice f Award an identified Start Date and a Final Cmpletin Date based n the ttal number f calendar days required t cmplete the prject. 6 Cntractual Agreement. The final cntract that will be used between the Cllege and the Cnstructin Cntractr has yet t be determined. The Cllege utilizes a range f Agreements that may be successfully emplyed fr this prject. Ntice t Prceed. The Cnstructin Cntractr will begin wrk n the prject after receipt f the Cllege s Ntice t Prceed. Materials Submissin. The Cnstructin Cntractr will be required t frward prpsed material t the Cllege fr final selectin. Prject Retainage. Per the Financial Plicies and Prcedures f the Cllege, The Cllege will retain 10% f all cnstructin cntract payments as insurance f prper perfrmance f the cntract. Change Orders. All change rders, including time and material change rders, must be apprved by the Cllege and must be in written frmat. The Cntractr will nt be reimbursed fr material purchases unless supprted by a Cllege-authrized change rder, signed by the Owner s Representative (as designated by the President f the Cllege) and the Prject Directr. Cmmercial Labr Rates. The Cnstructin Cntractr shall be required t pay established cmmercial labr rates established by the Navaj Natin. (Fr mre infrmatin, cntact Navaj Labr /6294.) Liquidated Damages. The Cllege will apply liquidated damages at a rate f $ per day fr wrk extending beynd the Final Cmpletin Date. Substantial Cmpletin. The Cnstructin Cntractr will infrm the Cllege when the Cmpany cnsiders the prject substantially cmplete. The Cllege will retain the right t ascertain whether the prject is substantially cmplete. Shuld the prject be cnsidered substantially cmplete, the Cllege will release applicable retainage fr the prject. Certificate f Final Cmpletin. Upn final inspectin f the renvatin and cnstructin f the Mdular stucc prject, the Cllege will issue a Certificate f Final Cmpletin t the Cntractr. Warranty and Assurances. The Cnstructin Cntractr will be required t issue a letter t the Cllege n the Cntractr s fficial letterhead that will prvide legal warranties f wrkmanship, and material used fr the Tsaile Mdular Building (3) Stucc Prject.
