4 Professional Service Contracts Award is based on qualifications Require either a one step or two step process based on contract dollar value. Contracts up to $50,000 one step process. CCDOA selects the A/E and negotiates a contract. Contracts over $50,000 two step process. 1) CCDOA requests BCC approval to negotiate a contract. 2) CCDOA requests BCC approval to award the contract.

7 Request for Quotes (RFQ) Contract value up to $25,000 2 quotes required, 1 from a disadvantaged business $25,000 to $100,000 4 quotes required, 2 from disadvantaged businesses

8 Request for Quotes (RFQ) RFQ package is prepared Contract terms and conditions Design documents RFQ distributed to contractors Pre submittal conference Quotes must be received by the due date (usually 1 to 2 weeks)

13 Design Bid Build No charge to access bid documents Bid documents can be reviewed to determine project scope The website lists all entities that have accessed the bid documents For subs, attendance at pre bid conference presents opportunities to talk with other contractors

14 Design Bid Build Bids must be received by the due date and time (usually a 4 week bid period). Bids can be sent by mail or handdelivered. Bids cannot be faxed or ed. Bid forms must be filled out completely and clearly. Do not add documents not specifically requested by the bid docs.

15 Design Bid Build Bid is awarded to the lowest responsive and responsible Bidder Construction contracts <$1,000,000 can be signed by the Director Construction contracts >$1,000,000 must go to the BCC for approval to award

16 Construction Contracts Construction Manager at Risk (CMAR) Typically not used for projects less than $500,000 Qualification based selection process

17 CMAR Selection BCC approves CMAR solicitation Request for Proposals (RFP) to provide CMAR services is publicly advertised early in the design phase Proposers submit proposal documents in response to the RFP Selection committee prepares short list

18 CMAR Selection CMAR firm is selected based on interviews (80%) and CMAR fee component (20%) BCC approves award of preconstruction services contract

19 CMAR Preconstruction CMAR participates in the design process Cost estimating Scheduling Constructability review CMAR prepares the Guaranteed Maximum Price (GMP)

20 CMAR GMP Preparation Subcontractor selection CMAR must publicly advertise notice of subcontractor selection process Subcontractors must 1 st complete a prequalification application Prequalified subs will prepare a cost proposal based on the contract documents

21 CMAR GMP Preparation To encourage S/M/W/DBE participation, CMAR s host an Outreach Event prior to the advertisement for the prequalification process Outreach Event provides information to S/M/W/DBE firms about project scope and gives overview of prequalification and proposal processes

22 CMAR GMP Preparation Once the Owner and the CMAR have successfully negotiated a GMP, the BCC must approve the award of the construction contract If the Owner and the CMAR cannot negotiate a GMP, the Owner can publicly bid the project
