Public Works is on track to complete over $5M in road maintenance and repairs, and $3.5M in transportation, flood control, and stormwater capital improvements during our summer/fall construction season. Selected Road Maintenance. Prelevel 17 miles using 16,000 tons of asphalt at total cost of $1.2M. Chip Seal 85 miles of roadway at total cost of $1.7M. New delivery model uses two oil spreaders, first year costs on par with previous years at ~$20,000 per mile. Max production rate 7 mi/d, up from 4 mi/d. One week less production time. Striping 1,700 lane miles of roadway. $0.9M Mowing 6,000 pass miles of shoulder mowing. $0.5M Chip Seal crews start up Zell Road. Major Repairs A slide alongside Mosquito Lake Road separated a culvert, causing unsafe road shoulder. Repair complete Graveline Road washout near Ferndale was caused by a plugged culvert last winter. 2 Capital Projects. Airport Drive Subsurface Repair-Phase 2 Unstable peat soils beneath the road surface were stabilized last year. The damaged road surface will be overlaid and the curb/gutter and sidewalks replaced this summer. Oceanside Construction has been awarded the contract. Work will occur between May 21 st and June 5 th. Oceanside $70,000. Uretek, $142,000. Total cost $250,000. Complete. Preparing to stabilize the road base under Airport Drive and the finished product. Lake Whatcom Blvd Speed Sign Ordinance reduced the speed limit along a portion of Lake Whatcom Blvd to 25 mph. A new radar speed sign will remind northbound drivers to slow down. Installation-Sept Engineer Est. $20,000. Total cost $30,000. Speed sign location on Lake Whatcom Blvd. Railroad Quiet Zone-Cliffside Drive Quiet zones are slated for Cliffside Drive and Cove Road crossings. Cliffside Drive was anticipated to be completed in BNSF contested design, going to hearing. Both anticipated for construction in The duration of the projects will be 3-4 days. Engineer Est. $35,000. Total cost $50,000 for each crossing. 2

3 Road Closure Gates Permanent gates will allow for safe and rapid road closures and re-opening at a commonly flooded section of Marine Drive, reducing the burden for law enforcement and emergency responders. Installation-fall Engineers Est. $40,000. Total cost $50,000 Proposed gate design Floodwaters over Marine Drive Everson-Goshen Road/Smith Road Roundabout Illumination Additional lighting at the Everson-Goshen Rd. / Smith Road roundabout will increase night time visibility at the intersection, improve safety, and reduce accidents. Installation-fall Engineers Est. $4,000. Total cost $5,000 Mosquito Lake Road/North Fork Nooksack River Bridge No. 332 Cap Repair Replace deteriorated timber cap at east end of bridge with new steel I-beam cap. Contractor & contract amount: work will be completed by County Forces Estimated total project cost: $100,000. Complete. Massey Road/Sumas River Bridge No. 291 Rehabilitation Replace girders and upgrade guardrails to remove load restriction on this existing 31-foot channel girder bridge. This work will remove the load restriction and the structurally-deficient designation on this bridge. Contractor & contract amount: work will be completed by County Forces Estimated total project cost: $210,000 Start Date: October of Girder procurement delays until July Hannegan Road/Ten Mile Creek Bridge No. 236 Replace an existing 31-foot channel girder bridge with a 64-foot pre-stressed, reinforced concrete bridge. Contractor & contract amount: Razz Construction, Inc. for a contract amount of $1,117, Estimated total project cost: $1,600,000. Start: August 20, 2018 (immediately after the Northwest Washington Fair). On schedule* End: late November *A signed detour will be in place during construction: Ten Mile, Noon and Central Roads for local traffic; Axton Road, Guide Meridian and Pole Road for trucks. 4 Roberts Road/Anderson Creek Bridge No. 249 Replace an existing 69-foot channel girder bridge with new 83- foot pre-stressed, reinforced concrete bridge. Contractor & contract amount: Strider Construction, Inc. for a contract amount of $1,565, Estimated total project cost: $2,000,000 Start: late June Contract dispute delays until May End: late November 2018 Ferry Structural Steel Repair Project Repair and replace various structural steel at Gooseberry and Lummi Island terminals. Contractor & contract amount: Abhe & Svoboda, Inc. for a contract amount of $413, Estimated total project cost: $650,000 Start: late August End: End of September Lummi Timber Dolphin Repair Project Repair two interior timber dolphins at the Lummi Island terminal. Contractor & contract amount: Carlson Construction Inc., for a contract amount of $68, Estimated total project cost: $100,000 Start: August End: August 2018 (contract only includes 5 working days). Complete. High Creek Sediment Management Reduce flood risk and improve habitat by constructing two sediment traps and restoring the historic channel. Engineer s estimate: $975,000. Total project cost: $1.8 M. Start: July 9 End: September 30. In Progress. 4 A long-standing sediment problem is addressed at High Creek.

5 Marine Drive Levee Repair Restore 1,075 feet of damaged levee along the east bank of the Nooksack River upstream of Marine Drive. Engineer s Estimate: $200,000. Total project cost: $293,000. Start: May 29 End: July 31. Substantially complete. Breach in Marine Drive Levee and cross-section of repair. Agate Bay Stormwater Improvement Phase I Lake Whatcom Watershed The Agate Bay Stormwater Improvement Project - Phase 1 will provide stormwater treatment for approximately 40 acres in the Agate Bay Neighborhood. Primary goals include reducing the phosphorus runoff entering Lake Whatcom. Improvements include three new stormwater treatment vaults, new stormwater conveyance systems and ditch enhancements. Contractor: Colacurcio Brothers, $570,410 Total project cost: $750,000 Start: July 9. End: mid-september. In progress. New treatment areas and facility locations, Agate Bay Installing stormwater treatment vault and sediment erosion control on Northshore Drive. 5

6 Birch Bay Stormwater Improvements Third stormwater retrofit for North Cottonwood neighborhood, Hazel Lane from Sunset Street to Maplecrest and down the east side of Maplecrest. Completes the stormwater improvements identified in the Birch Bay Central North Subwatershed Master Plan. Start: October 15. Out to bid by end of August. Stormwater improvements, Birch Bay Birch Bay Drive Beach Restoration and Pedestrian Facility $11.5M. 100% design, permits pending. Deferred to Fall,
