1 295 Meeting Minutes Project: (FO) ,N501 FHWA: IM-295-3(080) County: Henrico, Chesterfield, Hopewell, and Prince George UPC: August 29, 2013 / 10:00 a.m. Richmond District Auditorium Shane Mann, P.E., DCE, opened the meeting with introductions of the project team. See Power Point Presentation attached. He explained this (Non-Mandatory) is mostly an informational meeting and technical aspects will not be discussed. Technical questions are to be submitted to the CABB system since not all possible bidders may be present. Next, Susan Keen, Project Manager, presented the PowerPoint presentation. She explained the Location Map and Schedule, as depicted on the PowerPoint Presentation. Location Map South of Rte 36 near Fort Lee to North of the Appomattox. See Power point slide. Schedule Aug 01, 2013 Special Advertisement Sept 25, 2013 Bid Letting Oct 2013 Award Nov 2013 Execution & NTP Oct 31, 2016 Fixed Completion Date The number of Additives awarded will not affect the fixed completion date. -Described location of base bid and the locations of the Additives. See Power point slide. Bidding Not sure of the final construction budget. Currently can fund the Base Bid, and additional Additives will be awarded based on final construction budget.

2 You can mix and match options. For example, you can choose asphalt option for Base Bid, then choose concrete option for Additives. Or concrete option for Base Bid, concrete option for Additive B and C, and asphalt option for Additive A and D. It is the contractor s choice which options they bid. *Must provide bids for base bid and ALL Additives. If you do not provide a bid price for Base Bid AND all four Additives, your bid will be thrown out. Addendum - All Guardrail Sections will be eliminated in the Schedule of Items (Base Bid Guardrail, Additive A Guardrail, etc ). These items will be included in the asphalt and concrete options. -Quantities for patching and pavement markings will change for the concrete option. -The units for 7 Unbonded Concrete Overlay will change from Square Yards to Cubic Yards. Addendum will be provided no later than two weeks prior to letting. However, we are hoping to have it ready the following week. Scope Asphalt Patching, 4.25 Overlay, with guardrail removal, re-use, and adjustments. Scope Concrete Patching, 1 PFC and 7 Unbonded Concrete Overlay from MM to MM 10.15, and 4.25 asphalt overlay from MM to MM 8.46, with guardrail removal, re-use, and adjustments. Maintenance of Traffic: Lump Sum Design-Build -Need signed and sealed plans for our review. Engineer must be Advanced Work Zone Traffic Certified. - Must maintain time restrictions. Ramp closures are allowed, and approved detours are provided. Award-See Presentation -Presently have funding for Base bid. -Total Construction budget to be announced after bid closing and before bids are downloaded. -Award will be based on sum of base bid plus all of the additive selections in Alphabetical Order up to the announced construction budget.

3 Questions/Answers Question: Will the slide show be offered to the bidders? Answer: Yes. Will coordinate with CO to get it out. Question: Do the time restriction tables have to be adhered to? Will be hard to open lanes back up in time for the Concrete option. Answer: Yes, tables are to be adhered to. Please submit a CABB question. We will have to review the question with Traffic Engineers and Construction Engineers, since restrictions are based on Traffic volumes and available manpower. Please submit question on CABB. Question: Can we allow for weekend lane closures? Answer: The job is currently designed with the road being opened every weekend. Lane closure time restrictions are based on traffic volumes, but the Work Week in place from Sunday night to Friday morning is based on available manpower. Weekend traffic volumes will need to be evaluated. Please submit question on CABB. Question: Are there going to be more items eligible for fuel adjustments? Answer: Yes. The aggregate and demolition of pavement submitted in a previous CABB question are standard items and are not evaluated for adjustment. However, we are currently assessing which nonstandard items will be eligible for fuel adjustment. Please submit question on CABB. Question: Can we submit a substitute for the Porous Friction Course? Answer: No. Bid on it as it is proposed. Question: How will we know which Additives will be awarded? Answer: The lowest bid up to the construction budget will be awarded. If the budget allows for additives, they will be included in the awards. It is almost like a reverse bid. We are getting the most additives we can for the lowest price. We will announce the total construction budget. If Contractor 1 bids that they can do Base Bid, along with Additive A and B, and Contractor 2 bids that they can do Base Bid, along with Additive A, B, and C, all within the construction budget we have announced, then Contractor 2 will be awarded the project. Question: What order will the Additives be awarded in if additional funding becomes available? Answer: Additive A, then B, then C, then Additive D. You cannot be awarded Additive C without also being awarded Additive A and B. Question: If the alphabetical order of the Additives are also the priority order, why do Additives A-D run North to South? Isn t South more damaged, so we should be starting there? Answer: I don t have a good answer for that. Q. Is there a reason for going from North to South on the project? A. No, we do not have a reason. Question: If Traffic is shifted for patching, do the holes have to be filled every day? Answer: Please submit this question on CABB.

4 Question: Do we submit the Design-Build Lump Sum MOT Plan pre- or post-bid? Answer: Post-bid. Question: What happens if we bid, assuming that our MOT Plan will be approved, and then it isn t approved? That will affect the way we would have bid. Answer: That is the contractor s risk. Follow the Limit of Operations, MUTCD, and Work Area Protection Manual so that we can approve the plan. Question: Do we need to make a separate MOT plan for each Additive? Answer: No. You can submit just one MOT Plan, as a package. You don t have to break it into individual MOT Plans for each Additive. Once awarded, this project will be treated like one job. Question: Are temporary pavement markings included in the Schedule of Items? Answer: No. Striping quantities will be different depending on whether you bid for the asphalt option or the concrete option and how you choose to run your MOT. So they will have to be included in your lump sum MOT price. Question: Is there a Stormwater Pollution Prevention Plan for this project? Answer: No. This is not considered land disturbance. It is a maintenance project. Question: To clarify, for bidding purposes, prices should be included for the base bid and all additives? Answer: Yes, you must include a price for Base Bid and all four Additives. Question: The work description says that some ramps will be overlaid? Will all of them be? Answer: Some will be overlaid with the asphalt option. Grinding also takes place on the ramps. Look at the ramp details and typical sections to look at work for specific ramps. Question: Why is the pavement removal quantity greater than what you put back? Answer: Please submit this question on CABB. There were no informational questions that could not be answered at this time. There being no further questions or comments, Shane Mann, P.E. adjourned the meeting at 10:30 A.M.
