3 DCLC meeting PRESENTATIONS Local Access Outstanding Questions (34b/Arthur Drive) - Dennis Bickel (PMV) Dennis Bickel gave an update on traffic changes planned in the area, which included the construction overpasses on 80 th Street, 64 th Street, and 36 th Avenue. The 28 th Street farm vehicle overpass will be complete by March The Corporate of Delta, working in collaboration with PMV, is also looking at some sightline and geometric changes to improve sight lines at the intersection of Arthur Drive and 34B Avenue. Questions/Comments Q: There are two distinct issues with the closure of 57B: access for farm vehicles, and access for local residents. The 28 Ave overpass will address farm access but not local resident access. Once 57B is closed, residents will have to cross Arthur Drive at 34B Avenue, a dangerous intersection. Can PMV commit to resolving the sightline issues at Arthur Drive and 34B Avenue before the closure of 57B Street? A: PMV can commit to continue working with Delta to address sightline issues at Arthur Drive and 34B Street. We can commit to keeping 57B open until the 28 th Ave overpass is complete. The Port cannot commit to tying the timing of the improvements to 34B to the closure of 57B. Too many projects are dependent on this: rail sidings are already being worked on, and other projects by the province are also involved. Noted that project commitment is to keep 57b open until farm access is completed and this is tied to the 28 th overpass project, not 34B improvements. Actions DCLC will send a recommendation to Corporation of Delta: making it a priority to work with the Port to improve sightlines at 34B.Roger + Bernita will investigate if there has been any commitments tying the closure of 57B to the improvements on 34B, and bring to next meeting. Updates On The Causeway Environmental Remediation Work - Julie Edgar (construction manager for PMV) See presentation in Appendix I: East Causeway Habitat Compensation- Construction Update Additional Note: Fences will be added around the site sooner than originally planned. This is because there have been issues with dumping and trespassing. The species of shrub and vegetation to be planted in that area have been chosen with care, and there is concern that the dumping of yard clippings could bring in Page 3 of 6

4 invasive species that could take over. Also, there are trespassers accessing the site at night, which causes security and liability issues. There has also been theft of contractor equipment on site. For all these reasons, PMV will put a fence around the site ahead of the planned schedule. Questions/Comments Q: Will the causeway be part of the open house? A: No. With construction going on, liability is too large. When it is completed, we will look at opportunities to bring people, but given the layout, it will have to be in small groups. Container Truck Traffic Committee Report R. Emsley Roger Emsley reported that overall the Port, TSI, Corporation of Delta, and Delta police are putting sincere effort into resolving the issues, and there is progress on several of the suggestions brought forward by DCLC. Regarding trucks running red lights, Delta Police was informed of the problem. They agreed to look into this and bring more enforcement to the intersections of 10 and 17, 60 and 62b St, and River Road and 72 nd, where the problem is most severe. The position at the terminal responsible for moving trucks off the road has been vacant until recently. The new hire will focus on truck movements and other issues related to trucks. The new Traffic Management Plan by TSI also includes key contingency planning measures, as recommended by DCLC. Some progress is also being made on addressing individual truck driver behaviour and vehicle inspection. The Port and TSI have been working together towards a better structure for information sharing, which will allow penalization of bad actors using the truck licensing system. There are obstacles, legal and others, but this is clearly a priority for the Port, which is working on it quite well. Frustration was expressed by DCLC Traffic Subcommittee representative at the occasional lack of collaboration by the Ministry of Transportation, who has still not answered the DCLC letter on truck traffic. Also, it was noted that the RCMP is not represented on the committee, despite having been invited. Highway 10 and 17 are of provincial jurisdiction Of RCMP. Action Roger and Tom, in consultation with Curtis Cloutier (PMV), will work on a letter to the RCMP and circulate to the committee. Lighting issues Discussion Committee members reiterated that there are three main issues still unresolved regarding lighting: light spillage, strobe lights being left on at night, and gantry lights being left on when the arm is up. TSI representatives agreed that these two last issues should not be happening, and will look into the issue further. Community members are encouraged in the meantime to report any such Page 4 of 6

5 occurrence to Deltaport 24-hour Operations Staff line (604) , so that the problem can be addressed in short order. Light spillage is a more complicated issue. The light design for DP3 has been reviewed several times, and the current configuration has been finally selected as best compromise between minimizing spill and number of light posts. Light angles to the north, east and NE have already been decreased to 55 degrees, from the original design angle of 62.5 degree, to decrease light spill. There is a standing work order to adjust angles of light fixtures on DP1 and DP2, to be completed hopefully by the end of the summer. Agreement TSI agrees to review alternative options to current design as new technology emerges. Actions Tom will send a letter to Eric Waltz on behalf of DCLC, accompanied by the lighting subcommittee recommendations. Vic will send copies of his pictures showing gantry cranes boom in upward position with lights on, with time and date to Simon and Mike (TSI). TSI will report back at the next meeting on gantry crane and strobe issues. DCLC Website Purpose of the site was to ensure transparency of the Committee. DCLC members agree that this function is critical to continue until the termination of the committee. The interactive component has not been as useful as planned, partly due to the committee agreeing in its first year to speak as one voice which was incompatible with individual members blogging on the site. Action Committee members will check the site and send comments and suggestions to Mike Schneider. REPORTS Report from Communication Committee Committee published a Did You Know column on truck traffic. Next column will be on habitat compensation. 22 Questions Appendix I: East Causeway Habitat Compensation- Construction Update

23 Appendix II: Port Update to DCLC DP3 Update to DCLC Meeting Date: May 27, 2010 Construction Update The East Causeway habitat compensation work continues to progress well. This includes ongoing installation of sheet pile, excavation, slope protection works, barrier islands, filter stone berm, cobblestones, sand and marsh soil. Riprap and filter stone continue to be imported by barge and surplus excavated materials are being taken to TFN lands for beneficial use there. Planting will begin during the summer. Fencing is required along the causeway to protect the newly created habitat areas. Terminal Update The third-berth is in full operation and TSI has fully adjusted operations to incorporate the new berth and new truck gate. The new truck gate is operating smoothly and has increased fluidity through the terminal. The new berth and truck gate area have also increased truck staging areas from within the terminal area. BCRC Rail Siding Work All of the gradework has been completed and the trackwork will be done by the end of May, with the exception of the final tie-in of the two extended passing tracks, across 57B St., which is scheduled for completion in July or August, once underground utility protection work is completed. Environmental Update On-site Habitat Compensation East Causeway Habitat Compensation: see East Causeway Construction update. Reefs This project is complete Salt Marsh This project is complete. Caisson Refugia This project is complete. Off-site Habitat Compensation (Rose-Kirkland Island) - This project is complete. Other Status Update on AMS Annual Report The SAC will be meeting on May 18 to review the draft 2009 AMS Annual Report. The final report is expected to be completed by late July 2010, and will be posted on the project website and forwarded to the DCLC at that time. Following the finalization of the 2009 AMS Annual Report, the SAC will provide their comments on the 2009 report and results in a May 21, 2010 Page 1 of 2

24 Appendix II: Port Update to DCLC letter addressed to PMV and Environment Canada. That letter will also be made available to the DCLC. Note: Letters from SAC will be part of DCLC agenda package Delta Container Traffic Working Group The Delta Container Truck Traffic Working Group is meeting monthly. Membership has expanded to include ICBC and as well as BC Ministry of Transportation, Commercial Vehicle Enforcement Branch. The working group is happy to share work status documents with DCLC. Please refer to DCTT Issues and Actions Tracking document for details. Public Activities Public Information Sessions Public information sessions have been scheduled at the following locations: June 5, 11am to 3pm at Tsawwassen Town Centre Mall June 12, 11am to 3pm at Tsawwassen Town Centre Mall June 13, 10am to 4 pm at Ladner Village Market Roberts Bank Public Open House June 26, 10am to 3:30pm at TSI Deltaport and Westshore Container Terminal. There will be a tent and booth specifically for the Deltaport Third Berth Project. Bus tours of Deltaport will include a special section relating to the project. Questions from members Question from R. Emsley regarding local access: There are and always were two issues with the closures of 57b. One is access for farm vehicles.the other is traffic between East Ladner and Tsawwassen. Agree completely the 34b/Arthur Drive routing is not at all suitable for farm traffic and the 28 th Ave overpass addresses that.that leaves the regular traffic and that is why 7.8 was in the table of commitments. It was put in there exactly because closing 57b would impact what is a well used route for regular traffic, and thus doing something with the 34b/Arthur Drive intersection was proposed as a solution (not a very good one but the best available if 57b is to be closed and the 28 th Ave. overpass is not for regular traffic)... the question remains what does PMV in cooperation with Delta plan to do about this.
