1 TOWNSHIP OF HOWELL TECHNICAL SPECIFICATIONS Concrete Sidewalk & Curb Replacement INTENT The project consists of the removal and replacement of concrete sidewalks and street curbing and other related concrete work at various locations in the Township. INDEMNIFICATION To the fullest extent permitted by law, the contractor shall indemnify and hold the owner and the Township and their agents and employees from and against all claims, damages, losses and expenses, including but not limited to attorney s fees arising out of or resulting from the performance of the work, provided that any such claim, damage, loss of expense (a) is attributable to bodily injury, sickness, disease, or death, or to injury to or destruction of tangible property (other than the work itself) including the loss of use resulting therefrom and (b) is caused in whole or in part by any negligent act or omission of the contractor, any subcontractor, anyone directly or indirectly employed by any of them or any one for whose acts any of them may be liable, regardless of whether or not it is caused in part by a party indemnified hereunder. COMMENCEMENT OF WORK The contractor agrees that he shall commence work no later than 30 days after the effective date of agreement. And any additional contract/purchase orders. TIME FOR COMPLETION It is hereby understood and mutually agreed, by and between the contractor and the Township that the contractor provides a continuous workforce on the project, except when weather conditions prohibit. 1

2 The contractor shall discontinue work when temperatures prevent proper curing of concrete and will promptly commence work when temperatures permit, as directed by the Township Director of Public Works. All site work to be completed Monday-Friday 7:00 am 4:30 pm, except Township holidays (no weekend work). Completion of project required no later than 120 days from award of contract. CONSTRUCTION METHODS All construction shall conform to NJDOT Standard Specifications for Road and Bridge Construction, 2007, as amended. TOWNSHIP DIRECTOR OF PUBLIC WORK S AUTHORITY All order and directions contemplated under the contract documents and relative to the execution of the work shall be subject to concurrence by the Township Director. The Director shall determine the amount, quality, acceptability, and fitness of the several kinds of work and materials which are to be paid for under this contract and shall decide all questions which may arise in relation to said work and the construction thereof. The Director shall decide the meaning and intent of any portion of the specifications and of any plans or drawings where the same may be found obscure or be in dispute. Any differences or conflicts in regard to their work, which may arise between the Contractor under this contract and other Contractors performing work for the Township shall be adjusted and determined by the Director. The Director shall also review all work performed during the two year guarantee period following repair/replacing. The Director s estimate and decisions shall be final and conclusive. ACCESS TO WORK The Township Director and the Director s representatives with jurisdictional interests shall have access to the work at all times for their observation, inspection and testing. The Contractor shall provide proper and safe conditions for such access. TESTS AND INSPECTIONS The Contractor shall provide the Township Director with a forty-eight (48) hour notice of readiness prior to all required inspections, tests or approvals is covered without written concurrence of the Director, it must, if requested by the Director, be uncovered for observation. Such uncovering shall be at the Contractor s expense unless the Contractor has given the Department of Public Works Director timely notice of the Contractor s intention to cover such work and the Director has not acted with reasonable promptness in response to such notice. Neither observations by the Department of Public Works Director nor inspections, tests, or approvals by others shall relieve the Contractor from his obligations to perform the work in accordance with the Contract Documents. If any law, ordinance, rule, regulation, code or order of any public body having jurisdiction requires any work to specifically be inspected, tested or approved, the contractor shall assume full responsibility thereof, pay all costs in connection therewith and furnish the Director the required certificates of inspection, testing or approval. FINAL INSPECTION 2

3 Upon written notice from the contractor that the work is complete, the Director will make a final inspection with the Contractor and will notify the Contractor in writing if all particulars in which this inspection reveals that the work is incomplete or defective. The Contractor shall immediately take such measures as are necessary to remedy such deficiencies. SAFETY AND HEALTH REGULATIONS In addition to other safety and health requirements of the contract documents, the Contractor shall comply with the U.S. Department of Labor Safety and Health Regulations for construction promulgated under the Occupational Safety and Health Act of 1970 (FL91-596). The contractor shall comply with the State of New Jersey High Voltage Proximity Act as amended September 1966 and any subsequent amendments thereto. The contractor shall comply with the Construction Safety Code of the New Jersey Department of Labor and Industry. MAINTENANCE AND PROTECTION OF TRAFFIC & PUBLIC The contractor shall maintain traffic around and through the construction site in a reasonable and safe manner. All roads shall remain open to local residents at all times during construction. Contractor shall supply all necessary warning signs as designated under the manual of Uniform Traffic Control Devices. Open walks and trenches are to be poured within 24 hours. Unfinished areas are to be secured with safety fencing. No open areas over weekends. Contractor equipment is to be removed from worksite by the end of each workday. Township Public Works facility may be used for equipment storage. NOTIFICATION OF RESIDENTS It is the responsibility of the contractor to notify the residents at each address where work will be performed. Notification will be by way of a flyer hand delivered to each residence at least 48 hours prior to the commencement of work. Flyers may NOT be placed inside mailboxes. A copy of the flyer must be provided to the Township Director or his representative before delivering them to the residences. SPECIAL CONDITIONS The contractor must attend a pre-construction meeting with the Township Director of Public Works at least two weeks prior to the start of work. The contractor is responsible for any damage or vandalism of wet, unset concrete. CLEARING AND GRUBBING Clearing and Grubbing shall consist of removing all natural and artificial obstacles and material from the construction areas and such other areas as may be specified. The above work includes, if 3

4 applicable, the removal and resetting of street and road signs, fences, guide rail, removal of trees, shrubs and grubbing and any other structures as directed by the Township of Howell. Existing improvements, adjacent properties, utility and other facilities and trees and plants that are not to be removed shall be protected from injury or damage resulting from the contractor s operations. The area shall be cleared of all vegetative matter such as trees, logs, stump, and roots of downed trees, brush, grass, weeds and all other objectionable material within the contract limits. When or where any direct or indirect damage or injury is done to public, or private property, by or on account of any act or omission, neglect or misconduct, on the part of the contractor in the execution of the work, such property shall be restored by the contractor at his expense, to a condition equal to that existing before such damage or injury was done, or he shall make good such damage or injury in such other manner as may be acceptable to the Township of Howell. No separate payment will be made for clearing and grubbing. Compensation for clearing and grubbing including all labor, equipment and materials shall be included in the bid price of each item requiring same. REMOVE EXISTING CURB, WALKS AND APRONS (WHERE ORDERED) The contractor shall remove existing curb, walk and apron sections where ordered by the Township of Howell. The work includes the saw cutting of adjoining pavement, the protection of adjoining curb and walk sections, the removal and disposal of curb, walk and apron sections and other associated work. METHODS All work shall be in accordance with good quality workmanship and shall be done in a manner that minimizes disturbance to adjoining pavement, curb, driveway aprons, lawns and other improvements. Measurement for payment shall be based on the actual lineal feet of curb and square feet of walkway apron and pad sections ordered removed and satisfactorily removed. Payment shall be based on the unit price bid per lineal feet, or square foot and as listed in the bid form. Saw cutting of the existing pavement will be required where existing concrete curb is removed and should be included in the unit price bid per lineal foot for curb removal. EXCAVATION AND BACKFILL The work includes all excavation, backfill, grading, compaction, and associated work necessary for the construction of the improvements as shown on the plans or required to complete the work as contained in the contract documents. 4

5 Excavation, fill and backfill work includes transportation, backfill, selection, placing and compaction of the various classes of fill described under other applicable sections of these Specifications and the disposal of unsuitable or surplus materials at approved locations provided by the contractor. EXCAVATION AND CLEARANCES The excavations shall be made to conform with the lines of the finished structures wherever practical. The excavations shall not be carried below the required subgrades. The trench in which pipe, manholes or inlets are to be constructed shall be excavated from the surface and to such depths, and widths (not less than 12 inches nor more than 24 inches greater than the maximum external dimension of the structure) as will give suitable room for bracing and supporting, pumping and draining, and for removing from the excavation any material which the Township of Howell may deem inadequate for foundation. Any surplus material shall be distributed on the site or removed as directed by the Township of Howell. All excavations shall be of sufficient width to permit work to be done competently and safely. The length of the trench to be opened or the area of the surface to be disturbed and restored at any time will be limited by the Township of Howell with regard both to expeditious construction and convenience to the Township of Howell. New trenches will not be excavated if previous trenches are in need of backfilling or labor is needed to restore the surface of the ground to a safe and proper condition. All excavations for pipelines shall be clear of boulders, rocks, masonry or other similar material which shall be excavated to a level at least six inches below the bottom of the pipe, and shall be fully refilled with approved material mechanically compacted to provide a stable subbase. Rock or boulders shall be removed from sides of trenches to 12 inches minimum outside the wall or the pipe, unless permission to do otherwise is expressly given. Gravel or stone bedding shall be provided, placed and compacted to the minimum depths when indicated on the plans. The bottom of the trench shall be excavated where the earth is suitable for good foundation to the form and size of the lower portion of the pipe or other structure, so that there shall be full and adequate support for the structure which is to be built on it. Ample excavation shall be made under and around the pipe joints for joining and to relieve the bell of shearing forces. UNAUTHORIZED EXCAVATION Special care will be taken with the final six inches of all excavations. In no case shall the excavation be carried below the required subgrade by machine and backfill used to establish the required grade. Where the excavation has been carried below subgrade, the contractor shall, at his own expense refill such areas with compacted ¾ inch graded gravel or crushed stone to insure the stability of the structure or pipe. If the contractor excavates below the required subgrade for structures, the over excavation shall be filled with material subject to the requirements of the Township of Howell and may include 4500 psi concrete if so ordered by the Township of Howell. SHEETING AND BRACING The contractor shall fully comply with the applicable requirements of Federal OSHA. Where necessary for safety or to prevent disturbance, damage or settlement of adjacent structures, pipelines, utilities, improvements or paving, excavations shall be sheeted and braced. Any damage to new or existing structures occurring through settlement, water or earth pressure, or other causes due to inadequate 5

6 construction procedures of the contractor in any manner, shall be repaired by the contractor at his own expense. DEWATERING AND PROTECTION FROM FLOODING The contractor shall dewater the excavations promptly and continuously throughout the progress of the work and shall keep the excavations dry at all times until the structures to be built therein, are completed. Where work is to be performed below groundwater level, the contractor shall provide, operate and maintain dewatering facilities sufficient to maintain the excavation free from groundwater for the time required to complete the work in the proper workmanlike manner. The contractor shall protect uncompleted work from flooding during storms or from other causes. All pipelines or structures not stable against uplift during construction or prior to completion shall be thoroughly braced or otherwise protected. All necessary precautions shall be taken to prevent disturbance of, and to properly drain, the areas upon which concrete is poured, and upon which pipe is to be laid. All concrete shall be kept dry for one month after pouring. BACKFILLING EXCAVATIONS The contractor shall backfill excavations around structures, underneath paved areas, sidewalks, and other areas sensitive to settlements with bank run sand and gravel which shall be compacted to 90 percent of its modified proctor density determined in accordance with ASTM Specifications D T. All lumber, braces, construction articles, and rubbish shall be carefully removed from behind walls of structures. Unless otherwise specified, all trenches or excavations shall be backfilled and compacted to the original ground surface or to such grades as shall be required. The backfilling outside building walls shall be done in accordance with good practice to prevent after settlement around all structures and pipelines, and with appropriate equipment to protect same from damage. The Township of Howell reserves the right to make such selection of the material for various portions of the backfill as may be required for the satisfactory execution of the work. Backfill shall not be placed on ground that is frozen, nor shall backfill material be permitted to freeze during placing and compaction. Only such backfill material as is described herein approved by the Township of Howell shall be used. All boulders, rocks, trees, stumps or other unsuitable material shall be disposed of at approved locations off the site at no additional cost to the Township of Howell. As soon as practical after the pipe or masonry has been placed and the concrete has acquired satisfactory strength, as determined by the Township of Howell, the backfilling shall begin and shall be expeditiously completed. The contractor shall utilize approved mechanical vibratory compaction equipment to thoroughly consolidate backfill. The backfill shall be installed in approved lifts and compacted to achieve maximum consolidation and minimize subsequent settlement. All backfill in embankments shall be thoroughly compacted by rollers of approved size, type and weight for the particular fill materials. ADDITIONAL EXCAVATION AND FILL 6

7 Wherever undisturbed material found at the grades shown on the plans for the structural floors, footings or pipe inverts is not satisfactory in the opinion of the Township of Howell, the contractor shall make any additional excavations directed by the Township of Howell, and shall refill excavations to the required grade with compacted suitable fill material. The fill material shall be as specified under other applicable sections of these specifications. Fill material shall be spread in uniform horizontal layers that when compacted shall not exceed 8 inches in thickness. Each lift shall be compacted to 95%- of the modified proctor density in accordance with ASTM D T. The moisture content of the fill material shall be changed when necessary to attain the specified density. Changing of the moisture content of the fill material shall be accomplished by aerating the soil or by adding water to the fill as required. If wetting or drying is required, each lift shall be thoroughly mixed to ensure a uniform distribution of moisture. Compaction shall be accomplished by equipment designed for compacting the type of fill being used as approved by the Township of Howell. The contractor shall establish operating procedures to obtain uniform coverage of the area being compacted. During construction, the surface of the fill shall be graded to permit runoff of surface water at all times. BACKFILLING TRENCHES No trench or other excavation shall be backfilled until the structure or pipeline in it has been examined and approved. Immediately after inspection and approval the trench or other excavation shall be carefully backfilled with the suitable select excavated material and/or other material as detailed or ordered. Whenever the Township of Howell deems the excavated material unsuitable for backfilling the contractor shall furnish acceptable material as may be ordered by the Township of Howell. No large rock or frozen earth shall be put in the trench. Suitable material shall be used to fill evenly on both sides of the pipe and carefully tamped or rammed so as not to disturb the pipe joints, at the same time making the filled trench thoroughly compact until the filling reaches one foot above the top of the pipe. When the backfilling has been carried to one foot above the top of the pipe, it shall be thoroughly rammed with tools having faces of 25 to 36 square inches and weighing not less than 20 lbs. Rock in pieces weighing more than 50 lbs. shall not be put in the trench. All spaces between suitable pieces of rock shall be thoroughly filled by backfilling in alternate layers of rock and earth. All sheeting shall be withdrawn, unless otherwise ordered to remain in place in writing by the Township of Howell. As the trench is refilled, the sheeting and timbering shall be removed in such manner as to avoid the caving of the trench. The void left by the sheeting shall be carefully refilled by ramming or as otherwise directed. CONSTRUCTION SAFETY The contractor shall comply with the Construction Safety and Health Regulations: of the Occupational Safety and Health Administration, Title 29, Chapter XVII, Part 1926 or latest revision. PROTECTION OF EXISTING PIPELINES AND STRUCTURES Care shall be taken not to relocate without the consent of the Owner any sewers, drains, culverts, water or gas pipes or structures near them that could affect their stability. All utilities shall be securely hung, braced or supported in place until the work is completed. Whenever it is necessary to interfere with said structures or pipelines, the contractor shall maintain their services at his own expense and repair all 7

8 damages caused by his act or neglect of the work. The integrity of all pipelines and structures shall be maintained throughout the construction and same shall be left in an equivalent condition or improved condition after completion of construction. Adequate precautions shall be taken to prevent settlement of existing improvements. In case water, gas pipes, conduits, or other utilities become broken in the prosecution of the work, the contractor shall give immediate notice to the proper authorities and shall be responsible for any damage to persons or property caused by such breaks. If house connections or service pipes supplying water or gas are broken during construction, the contractor shall immediately repair them at his own expense. Delays, such as would result in adjoining buildings having to do without water or gas for a needlessly long period, will not be tolerated. The Township of Howell reserves the right to remedy such delays by ordering outside parties to make such repairs at the expense of the contractor. Is so directed in writing, the contractor shall make permanent changes in the location of water and gas mains if they are obstructing the new structures to be built. The cost of such changes will be paid for as extra work based on the valuation made by the Township of Howell and depend on his decision as to whether the work done is or is not included in the work required and bid for by the contractor under the contract. In rendering all such accounts the contractor shall itemize both the labor and material involved and provide other information as may be required by the Township of Howell. UNDERGROUND OBJECTS AND UTILITIES If drawings are-provided, information as to the location of the existing utilities shown on said drawings has been collected from various sources, but the result of such investigations as shown on the contract drawings are not guaranteed as to accuracy. The contractor is particularly directed to the fact that underground objects or material location, elevation, or type is not warranted to be approximately correct (nor can they be assumed to be the only subsurface objects or materials which may be encountered in the work). The contractor shall make all necessary investigations to satisfy himself as to the existing conditions prior to bidding work. Payment for excavation and backfill including all labor, equipment and material shall be included in the prices bid for the various items included in the bid form and requiring the same. The contractor is herein advised that the excavation of existing pavement for the removal of curbs, walks and aprons shall be limited to a 1 maximum width in roadways. DENSE GRADED AGGREGATE BASE COURSE The contractor shall furnish and install dense graded aggregate base course, where ordered by the Township of Howell for road base, backfill, bedding, or for other purposes required by the Township of Howell. The work includes furnishing, installation and compaction of the material as required. MATERIALS 8

9 The contractor shall provide dense graded aggregate in conformance with Subsection of the New Jersey Department of Transportation Standard Specifications for Road and Bridge Construction, latest revision. Separate measurement and payment will not be made for dense graded aggregate utilized for sidewalk nor for roadway pavement repair. Payment shall be included in the prices bid for those items as listed in the bid form. CONCRETE CURB (ONLY WHERE ORDERED) The contractor shall furnish all labor, materials and equipment and shall construct concrete curb at the locations shown on the drawings or as ordered. Curb shall be constructed to the size shown on the detail, the locations and to the prescribed lines and grades as indicated on the drawings or as ordered by the Township of Howell. The subgrade shall be smooth and even and compacted. Concrete for curbs shall, have a minimum compressive strength of 4500 psi after 28 (twenty-eight) days and shall be manufactured in accordance with the latest revisions of ASTMC-94 Specifications for Ready-Mix Concrete and shall originate in a ready mixed plant that has been certified and approved by the National Ready-Mixed Concrete Association. The contractor shall submit to the Township of Howell, a copy of the certification prior to the delivery and placing of any concrete on the project. Coarse aggregate proportions shall be to the latest revisions of ASTMC-33 Concrete Aggregates Size No. 57 or 67. Concrete will be air-entrained and the amount of air shall be five percent plus or minus one percent. The minimum length of sections shall be ten feet with a preformed bituminous expansion joint filler one-half inch thick installed every 10 (ten) feet. The intermediate plates shall be left in place until the concrete has set and then carefully removed leaving a void through the entire cross-section of the curb or curb and gutter. The finish shall be float finish with corners rounded. The curb at all driveway openings shall be depressed to a point one and one half inches above the finished pavement. Curb openings shall be in such width as shall be determined by the Township of Howell. The rear top corner of this curb shall have a radius of one-fourth inch and the front top corner shall have a radius of one-fourth inch. All work shall be done in a neat and workmanlike manner as directed and approved by the Township of Howell. Payment for construction of curb shall be made based on the unit prices bid per lineal foot for the respective items, as contained in the bid form. Bid price shall include the cutting and removal of adjoining pavement, if any, all excavation, backfill, preparation of subgrade as required, installation of new curb or 9

10 curb and gutter and restoration of any areas disturbed, and shall include all labor and material to complete the work in a neat and workmanlike manner. CONCRETE SIDEWALK The contractor shall perform all work necessary to install new aprons or sidewalk at the lines, grades and in locations as shown on the plans, or ordered by the Township of Howell. MATERIALS AND WORKMANSHIP Sidewalks shall have a 4 foot and/or variable width and a minimum thickness of four inches. Sidewalks shall be constructed at the locations and to the prescribed lines and grades as indicated but sidewalks shall be constructed after the adjacent curb has first been installed. The subgrade shall be smooth and even and shall be compacted by rolling and dense graded aggregate shall be spread to a depth of not less than four inches. Concrete for sidewalks and aprons shall be NJDOT Mix-Class B air-entrained 4500 psi concrete, and shall be manufactured in accordance with American Society for Testing and Materials, C-94 (latest revisions) Specifications for Ready-Mix Concrete, and shall originate in a ready-mixed plant that has been certified and approved by the National Ready Mixed Concrete Association. The contractor shall submit to the Township of Howell, a copy of the certification prior to the delivery and placing of any concrete on this project. Coarse aggregate proportions conform to American Society for Testing and Materials, Concrete Aggregate C-33, Size No. 57 or 67. Concrete will be air-entrained and the amount of air shall be five percent plus or minus one percent. Concrete shall be placed to true grade. The finish shall be with a wood float; followed by brushing with a set of soft-haired brush to a neat workmanlike surface. Expansion joints onehalf inch wide shall be provided at intervals of 20 feet and filled with performed bituminous expansion joint filler. Dummy Joint shall be cut perpendicular to the line of the sidewalk at intervals equal to its width. Exposed edges shall be neatly rounded to a radius of one-half inch using a steel edging tool. Payment for the construction of concrete sidewalks shall be made based on the unit price bid per square foot for each item as listed in the bid form for all work ordered and satisfactorily constructed. The bid price shall include the preparation of the subgrade, dense graded aggregate subbase, installation of the new sidewalk, and all labor, material and equipment necessary to complete the work in a neat and workmanlike manner. PAVEMENT PREPARATION The contractor shall, prior to the installation of the surface pavement, clean all pavement and adjacent gutters free of dirt, debris, loose pavement, excess patch material, remove and clean any pavement extending from driveways and walks to the general elevation of the surrounding pavement and sweep 10

11 clean the pavement surface to the satisfaction of the Township of Howell. No paving shall be started until the entire length of pavement preparation is acceptable to the Township of Howell, including adjacent concrete gutters where same exist, and adjustments to manholes, valve boxes, and/or other utility boxes. Payment for pavement preparation shall be included in the prices bid for each item requiring same. TACK COATING The contractor shall furnish and install tack coat as specified herein only after completing the preparatory work specified under other applicable sections of these specifications or more specifically after pavement preparation, joint and crack preparation, and cleaning and sweeping pavement as well as other preparatory work that may be required by the Township of Howell. MATERIALS Tack coat shall be grade RS-1 emulsified asphalt as specified in Section of the New Jersey Department of Transportation Standard Specifications and be applied at a rate of 0.02 to 0.05 gallons per square yard as outlined in Section 402 of the New Jersey Department of Transportation Standard Specifications or as required by the Township of Howell. MEASUREMENT AND PAVEMENT Payment shall be included in the prices bid for each item requiring same. BITUMINOUS STABILIZED BASE The contractor shall furnish and install bituminous stabilized base course to the grade and within the limits as shown on the drawings or as ordered by the Township of Howell as specified herein in a neat and workmanlike manner. MATERIALS AND METHODS The bituminous stabilized base shall not be placed until the subbase or subgrade is thoroughly rolled and compacted to the lines and grades required and the work area limits are compacted to a minimum of 95 percent modified Proctor density to the satisfaction of the Township of Howell. Bituminous stabilized base course shall conform to the New Jersey Department of Transportation stone Mix No. I-2 and shall be placed in layers not exceeding 3 inches and to the compacted thickness as shown on the drawings. The material shall leave the plant as a temperature sufficient for workability under prevailing conditions. However, the temperature of the mixture when laid shall not be less that 250 degrees F. The material shall be laid in one lift, using a Jersey Spreader Box or other equipment approved by the Director, and the thickness shall be sufficient to obtain a compacted thickness as indicated on the plans. Rolling 11

12 equipment and procedures for compacting the base course shall comply with NJDOT standard Specifications. All trucks transporting bituminous concrete stabilized base material shall be covered with canvasses. Also, no stabilized base material can be laid unless the temperature is above 40 degrees F, and rising and the subgrade is free of frost. Traffic may be carried if necessary, on the base course for the minimum time necessary to maintain traffic control. The contractor shall be responsible for the maintenance of the base course at all times it is exposed to traffic. Immediately prior to construction of subsequent pavement surface thereon, the base course shall be cleaned of all loose and foreign materials and all damaged areas shall be repaired to the satisfaction of the Township of Howell. After the bituminous concrete base course has been placed, all manholes, valve boxes, catch basins, and driveway entrances (where curb exists) shall be ramped with stabilized base in a manner satisfactory to the Township of Howell. If prior to the placing of the surface pavement, material has to be removed because it has broken up, the contractor shall remove the bad areas to the limits as specified by the Township of Howell. Once this area has been dug out, the contractor shall furnish and lay bituminous stabilized base and compact as specified above utilizing string lines and other approved slope and grade controls. Payment for furnishing and installing bituminous stabilized base for pavement repair shall be included in the unit price bid per square foot for pavement repair as listed in the bid form. The unit price shall include the fine grading of the subgrade, the cost of furnishing and construction of the completed base, maintaining, cleaning, repairing of the completed base, all materials, labor equipment and all else necessary to satisfactorily complete the work specified above, including tack coat where necessary. NOTE: No pavement shall be placed until adjacent underground piping has been placed and approved by the Director, and all grade adjustments to manholes, inlets, valve boxes, etc. to future finish grade have been completed. BITUMINOUS CONCRETE SURFACE & LEVELING COURSE The contractor shall furnish and install bituminous concrete surface course to the grade and within the limits shown on the drawings or as ordered by the Township of Howell as specified herein in a neat and workmanlike manner. MATERIALS AND METHODS Bituminous concrete surface and leveling course shall be type FABC and shall conform with the requirements of Mix No. I-5, of the New Jersey Department of Transportation Standard Specifications. Construction procedures, producing of bituminous concrete, equipment to be used, and procedures for laying the materials shall conform to Section 404 of the N.J.D.O.T.S.S. All equipment specified in the above Article must be of the proper type and in satisfactory working condition and used where required. For instance, all trucks carrying bituminous concrete must be properly 12

13 covered, and a three wheel roller and a tandem roller must be used for compaction of bituminous concrete. Where the air temperature is below 50 degrees F, all trucks transporting bituminous concrete surface course material shall be heated and covered. Also no surface course material can be laid unless the temperature is above 40 degrees F, and rising, and the prepared surface of the base course is dry and frost free. And material delivered to the paver is at, or above, the prescribed minimum laydown temperature. The FABC bituminous concrete surface course and leveling course shall be installed on tack coated surfaces as specified in other applicable sections of the specifications and all paving shall be done during daylight hours. Paving at night is specifically prohibited. Leveling course of FABC may be ordered by the Township of Howell to fill in depressions and create crowns on the road surface. No leveling course shall be utilized without authorization of the Director and no materials installed beyond the specified quantities shall be compensated unless ordered in writing by the Township of Howell. Payment for furnishing and installing bituminous concrete surface course for pavement repair shall be made based on the unit price bid per square yard for pavement repair or driveway repair as listed on the bid form. The unit price bid shall include the cost of all materials, equipment, labor and other associated work including pavement preparation and cleaning roads as required above to the satisfaction of the Township of Howell. Payment for this item shall also include compensation for tack coat. TOPSOIL, LIME, FERTILIZER AND SEED (ONLY IF ORDERED) The contractor shall strip, stockpile and replace topsoil throughout the site as required to complete the work as intended by the plans or as required by the Township of Howell. The work also includes the furnishing and placement of additional topsoil to provide a 4 inch minimum covering throughout the area to be seeded and throughout those areas disturbed by the contractor. TOPSOIL Topsoil as required shall be furnished by the contractor at no additional cost. A minimum thickness of topsoil of 4 inches will be required. Topsoil shall be thoroughly cleared of all sticks, roots, branches, coarse sods and other deleterious matter, and all stones larger than 1 inch in diameter before it is spread. Topsoil shall not be handled or spread when it is in a frozen or muddy condition, or otherwise unsuitable for handling. No topsoil shall be spread before completion of all construction in the area or before all fills are fully stabilized. Before spreading topsoil, the subgrade shall be cleared of all stones more than 2 inches in diameter, all coarse roots, sticks and debris. Any portions of the subgrade which have been compacted to a hard surface shall be pulverized to a depth of 3 inches by plowing, or other methods 13

14 acceptable to the Township of Howell. FERTILIZING AND SEEDING Ground limestone shall be evenly applied to all areas to be seeded at the rate of 4.5 pounds to every 100 square feet of surface, and shall be thoroughly and evenly mixed with the soil to a depth of 3 inches below finished grade. All areas to be seeded shall be fine graded to remove all ridges and depressions and the surface shall be cleaned of all stones greater than 1 inch in diameter, and other debris. After preparation for seeding, and at least nine days before seeding, an approved commercial complete fertilizer with a minimum content of 5% nitrogen, 10% phosphoric acid, and 5% potash shall be incorporated into the soil at a rate of two pounds per 100 square feet, to a depth of two inches. The soil shall then be thoroughly watered. Seed shall later be spread and raked into the prepared soil at a rate of 0.4 lbs. Per 100 sq. ft. Seed shall be rolled with a water ballast roller. All dates and schedules for seeding operations shall be as approved by the Township of Howell. Seeding shall be done in favorable weather, in the Fall where possible and in early Spring if necessary to complete unfinished areas. Seed to be furnished shall be composed of the following unless otherwise approved. Proportion By Weight Pure Live Seed Content Kentucky Blue Grass 25% 75% Red Top or Perennial Rye Grass 15% 84% Domestic Chewing Red Fescue 45% 70% Bent Grasses or Creeping Red Fescue 15% 70% The seed shall contain practically no seeds of noxious weeds and shall be delivered mixed in uniform sealed bags showing weights, analysis and vendor s name. Payment for topsoil, lime, fertilizer and seed shall be made based on the unit prices bid per square yard for those items as listed in the bid form. CLEAN-UP AND RESTORATION 14

15 The contractor shall throughout the course of the work maintain the site in a presentable condition to the satisfaction of the Township of Howell. The contractor shall be responsible for all periodic clean up and coordination of cooperative efforts of all subcontractors. All contractors involved in the work shall cooperate fully with direction by the Township of Howell. Periodic clean-ups shall include, but is not necessarily restricted to, storage of equipment and material, removal of rubbish, and any material which may either become unsightly or impede progress of the work or cause unsafe conditions. In general, the site shall be maintained in a neat and orderly fashion at all times. At the conclusion of the work the contractor shall remove all unused material, equipment and debris, excess fill and unwanted evidence of construction. During the final clean-up period, the contractor shall restore all areas damaged due to construction activity. Each contractor shall be responsible for damage due to his operations; however, the general contractor shall assume the overall responsibility for any damage. All contractors and subcontractors shall cooperate with the general contractor in this regard. Grass, shrubs, walks and other site related work damaged during construction shall be restored to the satisfaction of the owner. The contractor is responsible to leave the site in a condition intended by the plans and all areas shall be left in a state equal to or better than that existing prior to the start of the contract. Payment for all clean-up and restoration related work shall be included in the prices bid for all work. DETACHABLE WARMING SURFACE The contractor shall furnish and install Detachable Warming Surface as per the manufacturers direction and in accordance with FHWA and Access Board and or as ordered by The Township of Howell as specified, in neat and workmanlike manner. MATERIALS & METHODS The Detachable Warning Surface shall be manufactured for the purpose of installation in wet cement and be made to meet all current standards. Contractor shall provide a sample and spec sheet for approval prior to installation. Payment for Detachable Warning Surface shall be made based on unit price bid per square foot. 15
