1 CITY OF KINGSTON REPORT TO MUNICIPAL HERITAGE COMMITTEE Report No.: MHC TO: FROM RESOURCE STAFF: Chair and Members of Municipal Heritage Committee Lanie Hurdle, Commissioner, Community Services Sheldon Laidman, Acting Director, Planning & Development DATE OF MEETING: March 31, 2014 SUBJECT: Application for Heritage Permit under the Ontario Heritage Act and Application for Heritage Property Grant Yonge Street File No. P & HG EXECUTIVE SUMMARY: An Application for Alteration under the Ontario Heritage Act (OHA) P has been submitted to request approval to repoint the masonry of the northeast corner along the Yonge Street façade of the existing dwelling in accordance with the City s Policy on Masonry Restoration in Heritage Buildings. Staff have no concerns with the approval of this application as presented. An Application for Heritage Property Grant has also been submitted in association with the above noted proposed work. The application meets the eligibility requirements for a grant, subject to the standard requirements, and staff support the provisional approval of the grant application. RECOMMENDATION: THAT it be recommended to Council that alterations to a designated property at Yonge Street, BE APPROVED in accordance with details described in Application P , which was deemed complete on February 21, 2014, with said alterations to include repointing the approximate 200 square feet of affected stonework of the northeast corner along the Yonge Street façade of the existing dwelling. 1

All masonry work be done in accordance with the City s Policy on Masonry Restoration in Heritage Buildings; and THAT Heritage Property Grant application HG be provisionally approved, subject to the standard requirements pertaining to the completion of the works and the release of funding. 2

4 MUNICIPAL HERITAGE COMMITTEE Report No.: MHC March 31, Page 4 - OPTIONS/DISCUSSION: Proposal: The subject property is located at the corner of Yonge Street and King Street West, on the west side of Yonge Street. The first available record of the dwelling is in the 1858 census of Portsmouth and the property was designated under Part IV of the Ontario Heritage Act in The current application consists of a request to repoint approximately 200 square feet of affected stonework on the northeast corner of the building. The mentioned corner is comprised of coursed rubble and rusticated ashlar quoins with original lime mortar joints, with some locations having been patched with Portland cement. The proposed scope of work includes the removal of existing mortar to sound material and the ashlar quoins being chipped out by hand using thin chisels, with all repointing being done using a lime based heritage mortar. The eavestrough, which is partly causing the poor condition of the limestone, will also be repaired and re-affixed to the fascia board (this meets the definition of maintenance and does not require approval under the Heritage Act). The subject application is being processed concurrently with a Heritage Property Grant application (our file HG ). The applicant has requested $2, to cover a portion of the cost of the restoration and repointing of the limestone. Reasons for Designation: The subject property was designated under Part IV of the Ontario Heritage Act (OHA) in 1980 by the By-law The cultural heritage value of the property is described as: This building is on part of the large plot of land John McLeod and Richard Logan bought in 1837 to establish a shipping business to transport stone from the quarries opened in Previous Approvals: P installation of vinyl window units (denied) Comments from Agencies and Business Units: The following bulleted five Departments reflect responses to technical circulations: Building: No concerns. Property Standards: No concerns. Engineering: No comments received. Environment: No concerns. Planning and Development Department - Built Heritage: The proposed scope of work includes the repointing of affected areas pursuant to the City of Kingston s Policy on Masonry Restoration in Heritage Buildings. The policy outlines the following guidelines to ensure restoration work does not compromise the heritage value of the building: Removing the old mortar, usually to a depth of twice the width of the mortar joint, or more, until sound mortar is reached and then filling the joint with new mortar. To minimize the risk of damage to the masonry units (bricks or stones) the process of cutting out should only be done with either hand tools or pneumatic tools that are made and sized for the task. 4

5 MUNICIPAL HERITAGE COMMITTEE Report No.: MHC March 31, Page 5 - For typical walling constructed of Kingston limestone, the mortar mix is usually 1 part white Portland cement, 1 part lime putty or hydrated lime and, 6 parts aggregate (sand), which is referred to as a 1:1:6 mix. The proposed scope of work conforms to these guidelines, which ensure the work will be completed in a manner which complements the remainder of the building and which ensures structural stability in the historic building. The restoration will be completed professionally by Edgewater Stonemasons. Staff are satisfied that the work will not have an adverse impact on the cultural heritage value of the building at Yonge Street. It should be noted that the area being repointed is larger than that noted in S.4 (h) of the Procedural By-law for Heritage, which says that an area to be repointed which is less than 10% of the surface area can be delegated to staff. Staff recommend approval of the OHA application and provisional approval of the Heritage Property Grant application for the work proposed. Conclusion: Upon review of all of the pertinent information, staff conclude and recommend that Application P should be approved, subject to the necessary condition, as there are no objections from a perspective of built heritage and no concerns have been noted by the relevant internal Departments. Staff also recommend that application HG be provisionally approved, subject to the standard requirements pertaining to the completion of the works and the release of funding. As per Section 33(4)(b) of the OHA, notice of the decision must be served on the property owner and the Ontario Heritage Trust.
