1 SPECIFICATION FOR REFURBISHMENT OF OFFICE APARTMENT - KRUGERSDORP JC Legal Aid South Africa is an independent statutory body established by the Legal Aid Act, 1969 (Act 22 of 1969), replaced by the Legal Aid South Africa Act 39 of Its aim is to render legal aid to indigent persons as widely as possible within its financial means, including providing legal representation and advice at state expense as contemplated in the constitution. Legal Aid South Africa is a high performance organization delivering its constitutional mandate to provide legal assistance to the poor. The Legal Aid SA hereby invites suitably qualified and reputable service providers to submit proposals for the provision of construction of offices 1. Service Required :- 1.1 Number of office should be as per the draft plan. 1. Ground floor: 6 (six) offices 1 (one) Paralegal Office 1 (one) Legal Practitioner Civil Lv1 1 (one) Telecom room 1 (one) Bathroom: Disability 2. First Floor: 15 (fifteen) offices 15 (fifteen) cubicles (Candidate attorneys) 2 (two) Consulting room 3 (three) Admin Offices 3. Second floor: 7( seven) office 2 (two) Consultation room 8 cubicles (Legal Practitioner). Page 1 of 6

2 1.2 Partitioning, Painting & Ceiling Partitioning of all offices Supply and install glass on 2 doors With partitioning rhino light must be plastered in all joints and all board areas to cover the partitioning boards Painting preparation e.g. sanding and patching of cracked walls/drywalls Painting of all offices, public areas, kitchens, stores rooms and bathrooms Painting of staircases wall, ceiling, and slaps for all floors Ceiling repair on second floor Plastering where necessary Supply and install door handles where necessary Create a wheel chair ramp at the main entrance Supply and install floor tiles where necessary 1.3. Type of paint to be used Walls: Plascon Cashmere Y5-B Ceiling slap: Plascon Acrylic White Reception area to be painted in two paints bottom part Grey and top Plascon Cashmere Y5-B All offices to be painted with Plascon Cashmere Y5-B2-3 on three walls and one wall facing the door with corporate paint which will be provided to the service provider All passages and rest rooms to be painted with Plascon Cashmere Y5-B All material to be used must be SABS approved 1.4 Electrical Work Supply and install (Size in meters as per approved plan) double power skirting (Metallic Grey in colour) In all offices power skirting must be installed to suite the occupant s furniture, and install central light switch for all the lights and air conditioning circuits (Three phase control Contacts must be installed for both circuits) Supply and install (Quantity as per approved plan) light fittings (3x4FT florescent low bright fittings), Crabtree light switch and bulbs Supply and install UPS socket outlet Distribution Board De-install existing UPS & relocate it to a new premises GP wires to be used for power skirting, trunking or/ conduit to be used where it essential (No wires should be run without conduit or trunking) All admin office (8) must have a UPS socket outlet and a normal socket outlet Only normal socket out should be installed in passages, and public area Page 2 of 6

3 1.4.9 Label all circuits e.g. lights etc Installation of infrared motion sensor for light circuits in all offices, kitchen, restrooms, public areas and boardroom except receptions Service provider must issue a COC on completion of work (Model: Major tech PIR 33) detection range: 360 degree Ceiling mounted 1.5 Fire detection system Supply and installation of fire detection system as per regulation standard, and as per plan Service provider must issue a COC on completion of work 1.6 Information Technology (IT) service required Installation of a server switch plus 80 (Eighty) network points in offices and other areas 1.7 Plumbing Maintenance of plumbing as per floor plans 1.8 Installation of carpets Type of carpet and floor strips paint to be used Limited to Van Dyck Flortime, colour Raven Floor strips to be painted with Plascon B6-E1-3 (Smokey Wings) or Plascon B6-E1-2 (Ocean Liner All material to be used must be SABS approved Branded rug for the main entrance with the Legal Aid SA Logo 1.9 Installation of blinds with Legal Aid SA corporate colours Frosting of all office glass material Maintenance of air conditioners Maintenance of all current air conditioners on all 3 floors Access control Biometric access control at the Reception area Transfer of our current biometrics system to the new premise. 4 1.13 Maintenance of CCTV monitoring system Maintenance of current CCTV monitoring system Refer to Annexure A, B, and C & D i.e. Office floor plans 1.15 BRIEFING SESSION A briefing session will be held at Krugersdorp Office, 3 rd Floor ABSA Building, Corner Kruger & Human Street, Krugersdorp on Thursday 23 November 2017 at 10H00. Attendance at this briefing session is not compulsory; however, it will give prospective bidders greater clarity on our needs CLOSING DATE The closing date for the submission of proposals is 11h00 on 08 December All proposals should be submitted on or before the time and date specified and placed in the Legal Aid SA tender box, which is located in the to Legal Aid House, 29 De Beer Street, Braamfontein Note: Workmanship warranty must be provided All material to be used must be SABS approved Certificate of compliance must be provided Please note that this is not an instruction to proceed with supply of any goods or service unless the quotation is approved and a purchase order is supplied to you. 5 2. Disqualification Criteria 2.1 Service provider must submit a Valid COIDA Certificate 2.2 Service provider must be CIDB Registered. The Contractor must be Grade three (3) Rating, must provide a proof failure to submit will result in the bid being disqualified. 2.3 Bidders must be registered on National Treasury s Central Supplier Database failure to provide will result in the bid being disqualified. 2.4 Service provider must provide three contactable references using the below format, failure to provide below information will result in the bid being disqualified. Company Name Telephone number address Contact Name Nature service performed of Project Value 3. Functionality Evaluation All qualifying bids would be evaluated for functionality. The table below contains the weights for each functional requirement component. No Functional Element Weighting 1. Implementation and handling of the project to ensure that there are no disruption Capacity to deliver, proven relevant experiences of 90 refurbishment of offices, resources, Recommendation on previous and present projects should be included in the proposal, Total 100 Page 5 of 6

6 Bidders who score less than 80% of the 100 points for functionality will be disqualified, and will not be evaluated further. The bids that would have achieved 80% or more from the Functionality Evaluation will be further evaluated on the 90/10 points system where 90 points are for Pricing, and 10 points are for preferential procurement requirements. 4. Terms and conditions: Quotation should be vat inclusive where applicable. Quotations must be valid for a minimum period of 30 days from the date of issuing. The full costs must be disclosed and no variances will be entertained. Evaluation: 90/10: Price = 90 and B-BBEE status level of contribution = 10. All SDB forms must be completed and returned together with the quotation. A valid BBEE status level verification certificate or a sworn affidavit confirming the level of turnover and level of black ownership in case of EME or QSE must be submitted. The service provider must be able to issue COC for Plumbing Work, Electrical Work and Fire detection on completion of the projects Bidders must be registered on National Treasury s Central Supplier Database. LEGAL AID SOUTH AFRICA RESERVES THE RIGHT NOT TO MAKE ANY APPOINTMENT AND SHALL NOT ENTERTAIN ANY CLAIM FOR COSTS THAT MAY HAVE BEEN INCURRED IN THE PREPARATION AND THE SUBMISSION OF THE PROPOSALS.
