2 REGULATIONS, STANDARDS AND SPECIFICATIONS FOR THE INSTALLATION OF STREET LIGHTING SCHEDULE G 1.0 GENERAL DESIGN 1.1 Street Lighting To Be Provided By Applicant Where the provisions of schedule A require the provision of street lighting, the Applicant shall provide street lighting including all service wiring, bases, poles, luminaires, lamps, photo cells, control equipment, and all related appurtenances consistent with the regulations, standards and specifications set out in this schedule and the requirements of the Provincial Electrical Inspector. Where underground electrical power is to be provided, ornamental street lighting shall be provided on all streets within the Subdivision, perimeter Roadways, and pedestrian Pathways through parks or in instances where total separation between vehicular and pedestrian traffic has been provided. Provision shall also be made for providing power for future lighting in parks by installing the necessary ducts across Highways to the parks property lines as required by the City Engineer. Where overhead electrical power is to be provided, installation of street lights on the poles may be permitted. The Applicant should be aware that ownership of the street lighting systems in Cranbrook is divided between the City, the power company and the Ministry of Transportation and Infrastructure (MOTI). Generally speaking, the ownership is divided as shown in Table G.1 following: System Table G.1 Ornamental street lights with underground wiring Fixtures attached to wooden poles Street lights and street light fixtures attached to poles along Highway 3, 95 and 95a Owner City of Cranbrook BC Hydro MOTI 1.2 Approval of Engineering Drawings Required Prior To Construction Engineering drawings showing detailed design of the necessary works shall be approved by the City Engineer, as well as BC Hydro and MOTI if so required before commencement of construction. 3 Where overhead power is to be provided, it is the responsibility of the Owner to conduct liaison with the power company prior to the submission of the Subdivision drawings to the City Engineer to ensure that pole locations will not conflict with other underground utilities. Further, the Owner shall provide written confirmation from the power company that complete street lighting services can be provided from power poles. Written confirmation of serviceability from power poles shall be submitted complete with design drawings for the Subdivision Roadways and services. Where underground power is to be provided, it is the responsibility of the Owner to liaise with the Power Company prior to the submission of the Subdivision drawings to the City Engineer to ensure that street light locations and power boxes do not conflict with underground facilities or driveways. The street lighting system shall be designed, constructed and installed in accordance with Master Municipal Construction Documents Association, Platinum Edition, Volume II, 2009 and the Master Municipal Construction Documents Association, Design Guidelines 2014 with the exceptions and supplementary specifications set out in this Bylaw. 1.3 Permit Fees To Be Paid By Applicant The Applicant shall be responsible for obtaining all required electrical permits, arranging for all electrical inspections covering his work and paying all fees for such permits. 2.0 EXCEPTIONS AND SUPPLEMENTARY SPECIFICATIONS 2.1 In addition to section 6.1 of the Master Municipal Construction Documents Association, Design Guidelines 2014, the following specifications are required within the City of Cranbrook: Warrants Lighting is required on all streets in accordance with Schedule A of this Bylaw Lighting is required on all urban intersection and rural intersections where warranted. A lighting warrant (defined in the TAC Guide for the Design of Roadway Lighting Chapter 10.4) shall be undertaken to determine the requirements and the amount of lighting (ie; full, partial or delineation lighting). 4 2.1.3 Lighting is required at all roundabouts and mid-block crosswalks Lighting is required at all grade railway crossings where warranted by Transport Canada RTD-10 Grade Crossings Regulations Lighting of walkway and multi-use trails is required in urban areas with high night time usage where part of main trail system is the main access to a facility Lighting of guide signs will not be required where retro-reflective sign sheeting material is ASTM Grade IV or better. Signs be illuminated via sign luminaires where lower grade sheeting is used or where car headlights will not illuminate sign sheet due road curvature. Products Roadway lighting shall be designed using products listed in Schedule R, List of Approved Materials, of this Bylaw. Light Sources and Luminaires 2.2 Section of the Master Municipal Construction Documents Association, Design Guidelines 2014 does not apply within the City of Cranbrook instead the following shall be required: Light sources shall be LED. The designer shall select suitable optical systems which shall most effectively meet the lighting design criteria for the street and sidewalk. Acceptable luminaires shall be as listed in Schedule R, List of Approved Materials, of this Bylaw. Light Loss Factor 2.3 Section of the Master Municipal Construction Documents Association, Design Guidelines 2014 does not apply within the City of Cranbrook instead the following shall be required: Poles For LED luminaires the Light Loss Factor shall be 0.87 (based on GE Evolve Luminaire) unless otherwise approved by the City Engineer. 2.4 In addition to section 6.13 of the Master Municipal Construction Documents Association, Design Guidelines 2014, the following specifications are required within the City of Cranbrook: Where overhead power lines are present, the designer shall verify the height of the proposed or existing lines and provide poles which meet the City of Cranbrook - Subdivision and Development Servicing t Bylaw 3633, 2008 (Consolidated) G.3

5 required clearances to overhead power lines. Maintaining clearances to overhead and underground Utilities in accordance with Utilities Standards, Canadian Electrical Code, Work Safe BC and the BC Electrical Safety Act shall also govern pole location and height Poles may be placed in medians where barrier curb and gutter is provided the posted speed is 50km/h or less and minimum pole setback of 1.5m can be maintained. Breakaway bases shall not be used in medians as poles may be knocked into oncoming traffic Poles shall have an anti-theft device in the pole hand hole Poles shall be supplied with a galvanized finish and a powder coat finish may be added where approved by the City for decorative applications Where standard road cross sections are not available then poles and foundations shall be located to provide at least 0.3 m clearance from the back of curb or roadway or as specified in Table G.2, whichever is greater. Table G.2 Luminaires Roadway Configuration Width 14 m or more and sidewalk adjoining curb Width 11 m or less and sidewalk adjoining curb Sidewalk separated from curb Minimum Pole Centreline to Curb Face Offset 0.5 m 2.0 m 1.5 m 2.5 The first paragraph of Section 6.15 of the Master Municipal Construction Documents Association, Design Guidelines 2014 does not apply within the City of Cranbrook instead the following shall be required: Luminaire shall be as listed in Schedule R, List of Approved Materials, of this Bylaw. All LED luminaires shall meet specific requirements listed in the BC Ministry of Transportation and Infrastructure Electrical and Signing Material Standards and also meet the Roadway Lighting energy performance standard CAN/CSA-C653, Performance Standard for Roadway Lighting Luminaires. Luminaires shall be selected for their photometric efficiency, durability and quality, using optics that minimize spill light on adjacent properties and which significantly limit up-light. Luminaires shall have suitable optics to meet sidewalk lighting requirements. All luminaires shall be equipped with 0-10V dimmable drivers and NEMA ASNI C136.41, 7 pin Dimming Receptacle The color temperature shall not exceed 4000 kelvin. 6 GENERAL Shop Drawings 2.6 Section , sub-section of the Master Municipal Construction PRODUCTS General Shop drawings for pole structures, where required, must be sealed by a Professional Engineer registered in British Columbia. 2.7 Section , sub-section of the Master Municipal Construction All products supplied to be new, and in accordance with Contract Documents. All products must bear evidence of either a mark or a label of a certification agency accredited by the Standards Council of Canada or an approved label issued by the BC Safety Authority. 2.8 Section , sub-section of the Master Municipal Construction All products shall be as listed in Schedule R, List of Approved Materials, of this Bylaw. 2.9 Section , sub-section of the Master Municipal Construction Luminaires Equipment models listed in Schedule R, List of Approved Materials, of this Bylaw shall be confirmed with the City Engineer and the design engineer prior to their order to ensure that they are current. Cut-sheets, equipment make, model and serial number list to be provided to the City and the project engineer by the Contractor. The City Engineer may approve current models Section , sub-section 2.14 of the Master Municipal Construction All luminaires shall be LED. Products shall conform to BC RCSA Specifications and shall be as listed in Schedule R, List of Approved Materials, of this Bylaw. 7 EXECUTION General 2.11 In addition to Section , sub-section 3.1 of the Master Municipal Construction Documents Association, Platinum Edition, Volume II, 2009, the following specifications are required within the City of Cranbrook: When tying into or upgrading an existing installation, maintain the existing lighting system operation during the hours of darkness. Underground Conduit 2.12 In addition to Section , sub-section 3.5 of the Master Municipal Construction Documents Association, Platinum Edition, Volume II, 2009, the following specifications are required within the City of Cranbrook: Conduits shall be blown out with compressed air, from both ends if necessary, then swabbed out to remove stones, dirt, water and other material which may have entered during installation. Luminaries and Photocells 2.13 In addition to Section , sub-section 3.10 of the Master Municipal Construction Documents Association, Platinum Edition, Volume II, 2009, the following specifications are required within the City of Cranbrook: NEMA wattage label shall be visible at the bottom of the luminaire on all fixtures. Place label on the underside of the luminaire for cobra heads and on the neck or top of pole for post tops.
