1 REGION OF WATERLOO JOB DESCRIPTION TITLE: MAINTENANCE PLUMBER / JOB CODE: GAS TECHNICIAN 2 (WRH) DIVISION: FACILITIES DEPARTMENT: CORPORATE RESOURCES MANAGEMENT & FLEET SERVICES REPORTS TO: SUPERVISOR, UNION: CUPE LOCAL 1656 MAINTENANCE (WRH) REVISED: November 10, 2009 GENERAL PURPOSE: Performs preventative, demand, and corrective maintenance as well as rejuvenation and restoration work, primarily as it relates to plumbing systems, devices, and fixtures, as well as heating, ventilation, and air conditioning (HVAC) systems, devices, and appliances, to ensure safe and secure buildings for tenants. MAJOR RESPONSIBILITIES: Works alone or with other members of the team to perform HVAC and plumbing maintenance tasks on building operating systems, including equipment, devices, and appliances. Refers only the most complex problems to supervisor for guidance or direction. Repairs and replaces plumbing system components and fixtures, installs new water and sanitation systems in buildings or adds onto existing systems. Performs maintenance tasks in a variety of Regional housing portfolio buildings, including the repair or replacement of components on mechanical operating equipment associated with HVAC systems, ranging from changing filters to replacing electrical motors, servicing humidification systems, replacing bearings on blowers, replacing belts, lubricating moving parts, troubleshooting and solving gas train problems within established Technical Standards and Safety Association (TSSA) requirements. Repairs and upgrades existing services. Troubleshoots and assesses equipment and building material needs. Determines and procures parts and materials needed directly from vendor or Materials Management, in accordance with Regional purchasing by-laws and procedures. Participates in discussions where relative trade experience enhances the evaluation of a situation; offers remedies and/or alternatives based on past experience, trade practices, and code requirements. Works with WRH staff and supervisor to establish work scope and time lines, and to identify work restrictions. Cooperates with WRH property management staff and tenants to perform and accomplish maintenance duties, scheduling work to minimize impact on tenants, WRH staff, and occupants of neighbouring properties. Liaises with tenants and WRH staff in the buildings and works in an organized, safe manner, keeping the tenants and the public in mind at all times.

2 - 2 - Organizes and sets up own work site; schedules the use of special equipment and materials. Initiates work and follows through to job completion, including site clean-up; reports and conditions which should be investigated or corrected as a result of work carried out or observations made; prepares reports as required; tracks expenses to associated work and completes paperwork. Participates in the development and implementation of a comprehensive plumbing preventative maintenance program, which includes all plumbing systems, fixtures, valves and shut-offs, hot water storage tanks, cushion tanks, water softeners and systems, sump pump systems, hot water heating systems, and sewage systems. Participates in the development and implementation of a comprehensive HVAC preventative maintenance program, including natural gas, propane, and electrical heating systems, portable air conditioners, corridor air make-up systems, unit heaters, ventilation fans and dampers, and various related control systems. Cooperates with WRH staff to perform maintenance and participate in updating programs, such as fire and life safety. Works closely with contractors on new plumbing or HVAC installations or warranty work, as required. Assists other Facilities Maintenance staff, as-required, in maintaining the WRH housing portfolio through repair or replacement of various building elements, such as caulking, roofing, doors, windows, screens, rain gutters and down spouts, operating hardware, door lock sets, minor carpentry, and louvers. Provides support for other members of the maintenance team during vacations or other absences. Performs other related duties as assigned. RESPONSIBILITY FOR MATERIAL/FINANCIAL RESOURCES: Ensures that Regional equipment, resources, vehicles, cell phone, and tools (valued at approximately $40,000) used for own work are maintained in good and safe working condition. Reports need to repair or replace Region-owned tools or equipment to supervisor. Recommends need to acquire specialized tools or equipment to supervisor. Procures material directly from suppliers using a Regional P-Card with limits of $2,000 per transaction and $6,000 per month.

3 - 3 - NATURE AND IMPACT OF ERROR: Failure to adhere to building codes, TSSA requirements, and proper installation and maintenance procedures could result in the failure of plumbing or HVAC fixtures, appliances, or systems; flammable, explosive, or mechanical hazard to self, co-workers, tenants, or the public; and could result in premature failure of equipment, extensive damage to or loss of facility, evacuation of occupants, or severe injury or multiple deaths. Failure to ensure that tools and equipment are properly maintained could result in equipment breakdown, delays to other s work, possible unnecessary financial loss to replace tools and equipment, and potential injury to self and others. Errors or inefficiency in work performance and quality of work performed could severely impact facility operation and building or equipment downtime, resulting in unnecessary inconvenience or hardship for tenants; possible evacuation of tenants, creating a need to temporarily house them elsewhere; and /or depreciation of the Region s assets. Poor judgment could leave the facility subject to longer periods of downtime, additional damage, and possible increased risk to the health and safety of self, co-workers, tenants, and the public, as well as litigation against and embarrassment to the Region. Risk could be as extreme as death in hazardous conditions. RESPONSIBILITY FOR SUPERVISION OF STAFF & OTHERS: N/A CONTACTS & HUMAN RELATIONS: Internal: Receives general direction and guidance from, and discusses reprioritization of work due to emergencies or unforeseen circumstances with, Supervisor, Maintenance (WRH). Has some contact with other Facilities Maintenance staff to perform job duties. Has direct contact with WRH staff in order to respond to inquiries or requests for assistance, develop scopes of work, schedule/coordinate work, and provide updates on job progress. External Has contact with tenants and the general public throughout the WRH housing portfolio and neighbouring properties. Has contact with building inspectors, TSSA inspectors, contractors, and sub-contractors regarding building and grounds repairs and maintenance. Exchanges detailed information regarding supplies with, and receives technical support from, vendors and suppliers.

4 - 4 - EFFORT (Mental/Physical): Work is performed in accordance with Regional policies and procedures of Corporate Resources, related bylaws, ISO 14001, pertinent trade licences, as well as relevant Provincial and Federal legislation, including the Occupational Health and Safety Act, TSSA requirements, and building, fire, and electrical codes. Maintains current and updates status with trade. Sets up and organizes own work site using own judgment or in consultation with Supervisor, Maintenance (WRH). Completes work with minimal supervision and refers only the most complex problems to supervisor for guidance and direction. Work is checked by tenants, WRH property management staff, building inspectors, and TSSA inspectors. Work is performed in isolated or occupied environments, including tenants suites, mechanical rooms, electrical rooms, and building common areas, requiring the incumbent to be aware, organized, and work safely, keeping the tenants, staff, and the public s comfort and safety in mind. Must handle simultaneous demands on a regular basis. Work requires constant standing and moving about to perform repairs. Manual dexterity is required to use tools, test equipment, and instruments on a daily basis. Repairing and servicing equipment and using power tools also requires heavy visual concentration, attention to detail, and operation of machinery/equipment on a regular basis. Work requires auditory attention to alarms and motor and equipment sounds. Climbs ladders, scaffolds, roofs, and stairs, and uses mechanical lifts of up to 12m. Work encompasses a variety of movements, including kneeling; awkward positions; as well as bending, stooping, and crouching. Lifts and carries building materials and supplies usually weighing 30 kg and occasionally up to 40 kg. WORKING CONDITIONS: Work is performed inside 70% of the time and outside 30% of the time, in all types of weather conditions, or on various job sites, including confined areas, construction sites, in or around buildings, equipment rooms, and outside roof areas; is subject to travel to various locations; and is often performed from a vehicle. Incumbent is regularly exposed to dust, dirt, sharp tools and equipment; hazards from moving vehicles, equipment and parts; odours; irritants from cleaners, solvents, epoxy paints, and other chemicals used; and potentially exposed to highly hazardous or biological materials and infectious waste. Wears safety boots and standard issue uniform; wears appropriate protective clothing and equipment, including safety gloves, safety glasses, hard hat, hearing protection, and fall arrest equipment. Uses hand-held gas analyzers as required to perform specific duties of the job. Responds to emergencies and urgent matters evenings and weekends, potentially requiring incumbent to work alone in isolated areas. Due to the nature of the position, incumbent has contact with difficult and irate individuals within a culturally, socially, and physically diverse housing portfolio. Tact and courtesy are required when in contact with the general public and tenants, including children, the elderly, and individuals who may be mentally or cognitively impaired.

5 - 5 - KNOWLEDGE, SKILLS, & ABILITIES: Knowledge of reading, writing, and arithmetic skills, normally acquired through attainment of a Grade 12 secondary school education; Journeyperson status as a Plumber (306A); certification as a Master Plumber Gas Technician II certificate or equivalent; plus three years of institutional, commercial, and/or residential experience in building maintenance and construction as a Plumber with Journeyperson status and as a Gas Technician II. Eligibility for certification as a Master Plumber. Knowledge of Regional policies and procedures, related by-laws, ISO 14001, building, plumbing, electrical, and fire codes, as well as Federal and Provincial legislation, including the Occupational Health and Safety Act, and a working knowledge of TSSA and associated requirements. Valid CPR certification and Emergency First Aid training. Communication and human relations skills to deal with tenants, WRH and other Regional employees, the public, suppliers, contractors and sub-contractors; to use courtesy and tact when exchanging information with tenants, the public, children, the elderly, and the mentally ill and cognitively impaired; and to participate as an effective team member. Ability to work independently with limited direction. Ability to use a computer, with working knowledge of word processing, spreadsheets, , and other proprietary software. Must provide an acceptable Police Records Check to ensure suitability to work in environments which contain vulnerable populations, such as Waterloo Region housing units. A valid class G driver s license and acceptable driving record are required in order to operate a Regional vehicle. Ability to support and project values compatible with the organization. Language and Communications (Verbal and Written) Ability to read and interpret schematics and electrical, mechanical, structural, and architectural drawings; read and apply technical manuals, reports, instructions, and Material Safety Data Sheets. Ability to complete work orders, time sheets, and material requisitions. Ability to explain job requirements or delays to, and resolve conflicts with, a variety of audiences, including tenants, WRH property management staff, co-workers, and supervisor; and to exchange information and receive technical guidance over the telephone.
