14 Facilities Design & Construction Center (FDCC) About FDCC Provides long-range facility planning, design services, and construction management for new acquisition and major improvements to shore infrastructure. 14

15 PROJECT HISTORY 2000: CG approached MA State Historical Preservation Officer (SHPO) about demolition of WPB/ANT Service bldg. Resulted in a signed agreement for demolition of ANT/WPB bldg in Aug : CG internally approved 2 phase project to recap both WPB/ANT Service building and the Group Operations Building. (Now the Sector Ops building.) These project were never funded. 2008: Scope Revalidated. Scope of work is for phase 1 (ANT, WPB, & Station Activities.) Project includes the demolition of the WPB/ANT Service building. 2013: $14.25M appropriated for Project 2015: Additional $7.75M appropriated for Project 15

16 FDCC PLANNING ACTIVITIES Refreshing 2008 Planning Documents Re-consulting regarding the demolition of the ANT/WPB bldg 23 Dec 2014: Consulting letters sent to MA SHPO, Town of Falmouth, Mashpee Wampanoag Tribe, Wampanoag Tribe of Gay Head-Aquinnah. 23 Jan 2015: MA SHPO requests CG establish revised 2002 MOA. 15 May 2015: MA SHPO gives guidance on draft MOA and requests that copy be sent to Falmouth Historical Commission and Falmouth Historic District for review. Falmouth Historic Commission recommended we have a public meeting to discuss demolition of WPB/ANT Building 16

17 WPB / ANT SERVICE BUILDING BACKGROUND WPB/ANT Service Building Constructed in 1917 for Lighthouse Service (merged with USCG in 1939) as a storehouse Construction Foundation unreinforced concrete, shallow spread footings Floor and roof construction - concrete with steel beams encased in concrete Exterior walls load bearing brick masonry, 2 wythes thick Service ANT Building Elevation and Cornice Detail, dated

18 WPB / ANT SERVICE BUILDING STRUCTURAL Foundation: Settlement cracks at foundations (at least three locations) Exterior Walls: Significant damage and cracks due to settlement and water penetration (freeze / thaw cycles) Cornice joints deteriorated and caused water penetration Loss of exterior mortar joints Roof: Long-term roof leaks caused corrosion on steel roof beams Spalling in concrete Concrete spalled at second floor and roof Exterior cornice falling off the building Other Exterior: Windows and Doors past useful life Water Intrusion Still encroaching from roof Tidal Floodwaters Photo Left: Netting above to catch falling cornice debris 18

20 WPB / ANT BUILDING BLDG SYSTEMS Building Systems: HVAC System: Equipment inadequate in providing sufficient heating to some areas Plumbing: Not enough restroom fixtures per state code Fire Protection: Code would require fire sprinklers due to area and space usage Fire alarms do not meet codes and accessibility standards Electrical: Electrical switchgear located within floodplain Electrical systems near end of useful life 20

21 SUMMARY Building can not be economically rehabilitated to meet any Coast Guard mission. Physical / Anti-Terrorism Force Protection Standards Accessibility Requirements A rehabilitated building still does not meet: Flood plain issues Building is slated for demolition in conjunction with new project Next Steps: Mr. Hylton will discuss the historical consultation process and how the public can influence the MOA Mr. Rau will present the preliminary conceptual design for this project. 21
