Ths moton s made on the bass that the sze, texture and color of the unque type of burnshed CMU that s proposed wll have a vsual appearance smlar to that of lmestone panels, whch are allowed per the Fa~ade Chart up to 50% of each buldng fa~ade. All facades of buldng wll be completely updated or replaced and the proposal has been evaluated as a new structure n terms of the fa<;:ade revew gven the scope of the proposed updates. The applcant has proposed a materal (CMU) not typcally allowed by the fa<;:ade ordnance n the percentages proposed but that does resemble a materal (lmestone) permtted by the ordnance n larger amounts. Recommendaton Provded the applcant comples wth the recommendatons noted n the fa<;:ade revew letter, approval of the Prelmnary/Fnal Ste Plan s recommended. Followng the approval of the Plannng Commsson, the applcant should address the comments ndcated below and n the fa<;:ade revew letter and submt plans for Stampng Set approval. Revew Standards Ths project was revewed for conformance wth the Zonng Ordnance wth respect to Artcle 15 (B-3 General Busness Dstrct) and Artcle 25 (General Provsons), and any other applcable provsons of the Zonng Ordnance and Buldng Code. The percentages of materals proposed for each fa<;ade are as shown on the table below. The maxmum percentages allowed by the Schedule Re2:ulatng Facade 11aterals of Ordnance Secton 2520 are shown n the rght hand column. Materals n non-complance wth the Facade Schedule, f any, are hghlghted n bold. Ths project s consdered an alteraton n accordance wth Secton of the Fa<;ade Ordnance. 8 As shown above the mnmum percentage of Brck s not provded on all facades and excessve percentages of Burnshed Concrete Masonry Unts (CMU) are proposed on all fa9ades. A Secton 9 Waver would be requred for these devatons from the Fa9ade Ordnance. The archtect has specfed a unque type of Burnshed CMU that due to ts sze, texture, and color wll have a vsual appearance smlar to lmestone panels. Samples of ths materal and the Flat l\1etal Panels have been provded. Lmestone s allowed up to 50% by the Fa9ade Chart, as compared to 10% for Cl\1U. However, the proposed percentages of Burnshed CMU sgnfcantly excess 50% all facades. n the case of the front (east) and south fa9ades the area of Burnshed Cl\1U s adequately delneated by wndows, doors and other materals. However, on the north fa9ade a large expanse of Burnshed CMU occurs. Consderng that the north fa9ade s hghly vsble from Haggerty Rd. we beleve addtonal artculaton of ths fa9ade s warranted. We would suggest that ntegraton of addtonal features and/or materals consstent wth the east facade be consdered. The drawngs do not clearly ndcate the materal proposed for upper polons of the south and west facades. On the south fa9ade ths area s hghly vsble from Haggerty Road. t s recommended that ths area receve materals consstent wth the adjacent wall (Burnshed Cl\1U). Also, the materal proposed for the exstng roof equpment screens s not clearly ndcated on the drawngs. Recommendaton - t s recommended that the applcant provde addtonal artculaton of the north fa9ade and clearly dentfy the materals to be used on the unspecfed areas of the south and west fa9ades and no the roof equpment screens. We beleve that wth adequate attenton to these comparatvely mnor tems the proposed desgn wll be consstent wth the ntent and purpose of the Fa9ade Ordnance and may then qualfy for a Secton 9 Waver. f you have any questons regardng ths project please do not hestate to call. Necc AlA, dated 31 August 2013, as related to your revew and comments of submtted desgn and constructon documents wth specfcatons for the alteraton to the exstng brck wall materal, we wsh to submt the followng: 1. n the attached drawng of the buldng exteror, as requested, we have delneated those areas of exstng buldng walls and equpment screens that were not ndcated n the orgnal package. 2. The upper wall of the South Elevaton s at present exstng EFS surface. We are leavng ths wall EFS due the fact there s no structural elements n ths area to support th weght of a masonry materal. We wll repar the surface of ths area and pant/seal to match the new panel brck masonry color. 3. We have revewed the North Elevaton as requested, whch to s totally face brck. The new panel brck wll cover the same area. BUT as requested we have provded addtonal artculaton, by the addton of 4 shadow wndows n ths area to break-up the wall surface. t s hopeful that these elements wll meet wth you approval as n complance wth the Cty of Nov requrements.
