2 Purpose of the Kansas Disaster Assistance Program Assist communities affected by a disaster We are uniquely qualified to assess damage to structures We give of our time and talents freely Provide assistance to the Kansas Division of Emergency Management Assessing and analyzing disaster-related damage to structures quickly Provide documentation to KDEM, Governor and FEMA Augment local Building Codes/Inspection Department resources during and after a disaster Assist communities in planned reconstruction

9 History History Active program since 1992 Joint effort by the two organizations Need based on tornadoes that struck Hesston in 1990, Andover and Haysville in 1991 Training since 1995 Provided thousands of volunteer hours to Kansas communities in need

12 Disaster Assessment The purpose of disaster assessment is to provide information related to: The extent of damage A description of damage The impact on the community/individual family

13 The Disaster Assessment Process

14 Levels or Events of Recovery or Assistance Initial Assessment-Windshield: by local Disaster Assessment-Rapid: by KAT Follow - up Assessment: by architects and engineers Post - Disaster Assistance and Planning: by planners, architects, engineers, landscape architects, etc. 14

15 Declaration process-local Local notifies Kansas Emergency Management (KDEM) and report information collected from rapid assessment Local jurisdiction requests state assistance through the KDEM

16 What s next after the local asks KDEM for assistance? The data collected in the windshield assessment is reported to KDEM KDEM staff and KAT Coordinators deploy to the affected area; or No further action is necessary.

17 Kansas Assessment Team (KAT) KAT develops the Preliminary Damage Assessment and KAT is: AIA Kansas and Heart of America certified disaster inspectors Administrative support KDEM 17

18 Event #2: Local/State Individual Assistance Assessment KAT collects field data through inspection teams KAT collects data on the number of homes, apartments, mobile homes, and businesses that have been damaged

19 KAT determines safety of structure and applies appropriate placard

20 Collect appraisal information, condense assessment data, collect insurance information, prepare maps, etc.

21 Information is mapped to determine limits Information is input to final document and additional information added and checked

22 Declaration process-kdem When Rapid Assessment by KAT is complete PDA information is reviewed by KDEM and a recommendation is given to the Governor whether to request federal assistance and identify what programs are to be implemented Governor requests federal assistance

27 Overview of Chapter Two The process following an event Disaster occurs and Governor declares State Emergency Management notifies State Cocoordinators they call Regional Co-coordinators Regional Co-coordinators go to site to evaluate and determine needs HOA & AIA contacts certified inspectors and assistants with information Those who are available are sent to the site

28 Qualifications for Participants Requirements for Inspectors ICC Certified Building or Combination Inspector (or 5 years experience) Licensed Kansas Architect Licensed Kansas Professional Engineer (primary need in structures) Inspection Team Normally three people Requirements for Administrative Assistants 1 year experience in the office of building/codes, inspection, architect or engineer
