38 MULTIFAMILY : PROCESS Building Owner/Trade Ally completes and submits PUD Multifamily Application packet with PUD Uniform Bid Sheet & W-9 PUD reviews, issues ESA (Energy Services Authorization) effective for 90 days Contractor does the work, calling for In-Progress inspections as needed When complete, contractor submits signed ESA to PUD PUD verifies the installation, identifies any deficiencies, and provides incentive payment once the work has passed All work must be pre-approved (except individual condo weatherization) 38
