4 Instructions/General Information City of Lakewood,, Lakewood California Construction and Demolition (C&D) Debris CALGreen Re-Use and Recycling Program The California Green Building Code (CALGreen, 2016), requires projects to divert 65% of all solid waste generated from landfill, using waste prevention, recycling and re-use. CALGreen went into effect on January 1, 2017 and sets forth recycling requirements for most construction and demolition (C&D) projects. To meet the requirements of this law, City of Lakewood requires permit applicants working on construction, remodeling and/or demolition projects within City limits to practice waste prevention; reuse, recycle or salvage; and, least preferred, landfilling. Waste Reports/Thresholds for Reporting The thresholds for planning and reporting job site waste diversion are: All Commercial additions or alterations. All Residential additions or alterations that add floor space/increase size. All Demolition of any structure or size requiring a permit. All New Construction (pursuant to the Green Building Code). All Soil Excavation & Land Clearing. Reporting Forms For all projects within City limits meeting or exceeding the above listed thresholds, submission of the following reporting forms are required: 1) Form A: Project Information 2) Form B: Pre-Project Worksheet 3) Form C: Post-Project Summary. Form A: Project Information Submitted prior to the issuance of building permits; Identifies project type and description of project; Certifies the implementation of CALGreen requirements. 5 CALGreen Frequently Asked Questions Where can I find a copy of the CALGreen Building Code? The California Green Building Standards Code (CALGreen) is part 11 of Title 24, California Code of Regulations. The CALGreen code is available on its website, along with other parts of the California Building Standards Code. The applicable sections for residential construction can be found in Section and in Section for most non-residential new construction. Sections and addresses additions and alterations diversion requirements. What are the effective dates of CALGreen's waste diversion requirements? CALGreen became mandatory on January 1, This was concurrent with other parts of the 2010 Building Standards Code (Title 24). The 2012 Supplement is effective July 1, The 2013 CALGreen became effective January 1, The 2016 CALGreen is effective January 1, What are the code s waste diversion requirements? Effective January 1, 2017, in all jurisdictions including those without a C&D ordinance requiring the diversion of 65 percent of construction waste, the owners/builder of construction projects within the covered occupancies will be required to divert 65 percent of the construction waste materials generated during the project. The code also allows a disposal reduction option that can be met when the project s disposal rate is less than 2 lbs. per square foot for non-residential and high rise residential or less than 3.4 lbs. per square foot for low-rise residential. Which types of construction occupancies are covered under CALGreen? The code applies to various occupancies and types. Please see the code for general requirements for each type. For specifics on the code's scope, see Section Also, Section for a list of steps that can be used to determine which sections apply to each type of occupancy. Will City staff review my Waste Management Plan (WMP)? Yes, staff will review the WMP and determine whether it fully complies with the CALGreen s diversion requirements. Once the WMP has been approved, any subsequent changes must be submitted and preapproved in writing by City staff prior to beginning construction. The WMP must be submitted and approved by the Public Works Department as a condition of obtaining a building permit. **It should be noted that it is the applicants and/or sub-contractors responsibility to ensure that the correct material type is indicated on each C&D receipt. What is the benefit if I use EDCO Disposal to haul away materials? If you use EDCO Disposal, the City s authorized waste hauler, you do not have to complete a detailed accounting of the types and quantities of construction and demolition debris that is generated from your project. EDCO Disposal will handle your project s debris in such a way as to comply with the CALGreen requirements. It is your responsibility to let EDCO Disposal know you are contracting for C&D Recycling Service, so that the material is properly handled and the waste diverted. You will still need to obtain weight tickets from EDCO Disposal indicating the type and weight of the material collected from this project. If I do not use EDCO Disposal, can I haul my own materials? Yes, you can haul your own materials as long as you use your own forces (employees) and own the equipment (vehicle & roll-off bin/box). Proof of ownership and insurance is required prior to starting any work (i.e. registration, photo of vehicle and name of company on vehicle and roll-off). If using your own vehicle to haul materials, it must be on private property, not on the public right-of-way. You will still need to obtain weight tickets indicating the type and weight of the material collected from the project.

6 Frequently Asked Questions Why is there a recycling requirement? The California Green Building Code (2016 Cal Green) requires diversion of Construction and Demolition (C&D) waste from residential and non-residential projects. C&D represents a significant part of the solid waste stream. The majority of the C&D material can be reused or recycled, conserving natural resources and saving valuable landfill space. Who can I hire to haul waste? EDCO Disposal is the exclusive hauler of all solid waste for the City of Lakewood. EDCO has all of the necessary licenses, permits, and insurance to conduct business in Lakewood. EDCO can be reached by calling (562) Can I use a hauler that is not authorized by the City? No, all projects must use EDCO Disposal, the authorized city hauler. Use of an unauthorized hauler will be considered illegal hauling and may put your building permit in jeopardy. Can I self-haul material? Self-hauling is permitted in certain instances. Uncontaminated, non-hazardous materials generated on the job site, such as: Concrete, asphalt, and masonry Wood material Drywall Cardboard and mixed plastics Fixtures (doors, windows, toilets and sinks) Trees, stumps, rocks, soil and vegetation Metal (aluminum, steel, iron and copper) How to Comply Step 1 Pick up the required forms when applying for a building permit: Waste Management Plan Forms Self-Haul Option (if applicable) Step 2 Complete the Waste Management Plan identifying hauler and C&D materials generated. Step 3 Submit the Waste Management Plan to Public Works for approval during the plan check process. Who Must Comply? The following projects must comply** with the diversion requirements and submit a Waste Management Plan (WMP): Residential All new construction of permitted structures All demolition of permitted structures Additions and alterations to residential buildings that increase the structure s conditioned area, volume or size Step 4 Request C&D recycling service from EDCO Disposal (562) or make arrangements to self-haul materials. Step 5 Keep the approved Waste Management Plan on the job site for the duration of the project. Step 6 For the duration of the project, separate materials into dedicated bins OR arrange for recycler to pick-up and separation of mixed material. Self haulers must keep all documentation (such as weight tickets & receipts). Step 7 At the conclusion of the project, submit signed Final Report Form and all weight tickets and receipts (if applicable) to Public Works. State Law requires that construction and demolition projects divert* 65% diversion of all non-hazardous construction materials from landfills. 8 Construction and Demolition Debris Waste Management Plan RESIDENTIAL and NON RESIDENTIAL PROJECTS DIVERSION REQUIREMENTS REQUIREMENTS Requirements Pursuant to the California Green Building Code (2016 CALGreen), the City of Lakewood requires diversion of construction and demolition waste from residential and non residential construction and demolition projects. The project types and diversion requirements are: PROJECT TYPE New Construction (all permitted structures) CRITERIA RESIDENTIAL Low Rise (3 stories or less) High Rise (4 stories or more) REQUIRED DIVERSION A) Equal to or greater than 65% diversion, OR B) Disposal of less than or equal to 3.4 pounds per square foot A) Equal to or greater than 65% diversion, OR B) Disposal of less than or equal to 3.4 pounds per square foot Additions (all permitted projects) Any addition that increases the building s conditioned area, volume or size [requirements only apply to and within the specific area of the addition] Equal to or greater than 65% diversion Alterations (all permitted projects) Demolition Only (all permitted structures of any size) Any alteration that increases the building s conditioned area, volume or size; does not include maintenance repair or additions [requirements only apply to and within the specific area of the alteration] Structure is defined by the CA Building Code as that which is built or constructed. 9 Construction and Demolition Debris Waste Management Plan RESIDENTIAL and NON RESIDENTIAL PROJECTS INSTRUCTIONS INSTRUCTIONS Pursuant to the California Green Building Code of 2016 (2016 CALGreen), the City of Lakewood requires diversion of construction and demolition (C&D) debris from residential and non residential construction and demolition projects. You have received this packet because your project must meet the recycling standards identified by the 2016 CALGreen thresholds. The contents of this packet constitute a Waste Management Plan. This packet is designed to track the amount of C&D debris diverted or disposed for your project and is to be submitted to Lakewood Public Works to demonstrate compliance with CALGreen requirements. A Waste Management Plan must be submitted to Lakewood Public Works and approved, otherwise your demolition/building permit will NOT be finalized. Step 1: Complete Forms A and B Form A is the PROJECT INFORMATION form. This form asks for basic project information, such as type, description, size, valuation, and applicant contact information. Form B is the PRE PROJECT WORKSHEET form. This form asks for estimated amounts of debris that will be generated by the project. Option 1: If you are electing to contract with the City's exclusive hauler (EDCO Disposal) and/or facilities from the Facility Info list who will handle recycling compliance on your behalf, complete Form B (simple form). Option 2: If you will be handling all waste management activities (through the use of your contractor's own bins or extensive reuse of material), complete Form B1. Estimate the weight of the C&D debris, by material type, that will be recycled, reused, salvaged, disposed and/or transformed from your project. If the contractor owns their own roll off, dump truck, trailer, or pickup truck, then proof of ownership and insurance is required (i.e. registration, photo of vehicle and name of company on vehicle or roll off). If using your own vehicle to haul materials, it must be on private property, not on the public right of way. You must complete either Form B (simple form) or Form B1. Step 2: Submit Forms to Public Works Forms A and B (or B1) must be submitted and approved before you can obtain a demolition or construction permit from the City of Lakewood. Step 3: Complete POST PROJECT SUMMARY FORM C At least 5 business days prior to final inspection, submit a completed FORM C to Public Works at kvivanti@lakewoodcity.org. Weight tickets must be attached whether you use EDCO Disposal or your contractor's own bins to haul away. *NOTE* A FACILITY INFO list showing nearby companies that accept C&D materials for recycling is included in this packet. This list was developed to assist you in finding local facilities to use as an alternative to disposal. If you use a certified mixed C&D processing facility, your project will meet the diversion requirements. EDCO Disposal is the only hauler authorized in the City of Lakewood. You must use this hauler if contracting for waste removal services. The City does not allow roll offs from any disposal company other than EDCO Disposal. For your convenience, there are electronic versions of the forms that will automatically calculate waste generation, disposal, and diversion based on the data entered. EXEMPTION: If you believe your project cannot achieve the required diversion, you must complete and submit Form D, the EXEMPTION REQUEST form, to the City explaining the circumstances, and requesting an exemption from the requirements. To estimate GENERATION (1), enter estimates either in volume (cubic yards, CY) or weight (tons, T) for each material type that will be handled by the project. If you do not know weights, you must calculate the weight by multiplying the volume by the conversion factor, then dividing the pounds by 2,000 to get tons. After generation is estimated, enter the estimate for DIVERSION (2) for each material type that will be handled by the project. This can be split between recycling and reuse/salvage. The difference between generation and diversion is DISPOSAL (3). If no diversion will take place for a material type, then disposal will equal the generation amount for each material type.
