Please reference the issued Specifications. Please provide all the Division 01 specifications listed in the Table of Contents. a. Division 01 Specifications are currently in progress and will be issued with 60% Construction Documents on June Please issue all other specifications listed in the Table of Contents as To Be Issued. a. Final Specifications will be issued with 100% Construction Documents 3. The Specifications that were issued are labeled as Original Issue. None of the Specifications have dates next to Released for Construction. Furthermore, the bottom right of the page denotes this set of Specifications as Design Development. Are these Specifications intended for construction, or will subsequent Specifications be issued? a. Specifications will be released for construction for the 100% Construction Document Issue. 4. If this set of Specifications is intended for construction, please edit the specifications to be specific for this project. Several specification sections are unedited and reference multiple standards, products, and requirements in the same lines. a. Final specification edits will be completed for the Released for Construction Set, to be issued with 100% Construction Documents. RFP GICC GATEWAY CENTER ARENA (ADDENDUM NO.1) Page 1

2 5. The documents (including drawings) reference seismic requirements throughout. If there are no seismic requirements, please note there are no seismic requirements, and/or remove reference to seismic requirements. a. Refer to the Structural Drawings for Seismic Design Criteria. Also, refer to the Statement of Special Inspections, issued on 5/23/18 and submitted to the City for Foundation / Site Permit review, and included with Addendum #1. 6. The issued drawings are labeled as Design Development. Please confirm these drawings are Issued for Construction. a. The only drawings issued for Construction are the Site / Foundation documents, originally issued on 3/07/18, and revised and reissued on 5/23/18. The remainder of the documents will be released for Construction for the 100% Construction Document Issue. 7. Please reference the document Reference Plans. The floorplans for both Level 0 and Level 1 are different from the floorplans shown on _Zone Plans _FullHtWalls and VEF28_Delete Wall Furring_0. Please clarify and coordinate the documents. a. The file Reference Plans represents the proposed Value Engineering plan, which reduces the building gross square footage relative to the original Design Development Scope. The VE plan has been approved by the Owner, and is currently being incorporated into the Construction Documents. 8. Please reference the document Reference Plans. The floorplans for both Level 0 and Level 1 are different from the floorplans shown on _GatewayCenter_DesignDevelopmentDrawings. If we are to use Reference Plans as the floorplans to bid, all of the other drawings contained in the Design Development Drawings (Mechanical, Electrical, Plumbing, AV, Kitchen, etc.) do not show accurate information. Please coordinate and clarify. a. The file Reference Plans represents the proposed Value Engineering plan, which reduces the building gross square footage relative to the original Design Development Scope. The VE plan has been approved by the Owner, and is currently being incorporated into the Construction Documents. 9. Please confirm the issued Site and Foundation Permit Set has been reviewed and approved by the AHJ and are suitable for construction. a. The 3/07/18 Site and Foundation Permit Set has been submitted to the City. For the LDP and Foundation Permit, several comments from the City required document revisions. In addition to the requested revisions, the documents were revised to coordinate with the VE plan revisions. Documents were issued on 5/23/18 and will be re-submitted to the City for LDP and Foundation Permit approval by 5/25/ The Design Development Drawings have the Civil and Structural sections crossed off and say Refer to Subsequent Document Issue. It is assumed that this means the Site and Foundation Permit Set and the Structural Set, issued separately, supersede the DD Set. However, the DD Documents are not replaced one-for-one by these Sets. 3 Site and Foundation Permit Set contains drawings that are not marked off in the DD Set, such as Architectural and Plumbing drawings. Please confirm the drawings we are to use to bid. a. The scope intent for the current pricing is to be based on the 1/24/18 Design Development drawings, supplemental information listed in the file "180508_GatewayCenterScopeClarifications", including the 3/7/18 Site / Foundation Permit Documents, the 2/14/18 Structural Pricing Set, and other documents as listed in the Scope Clarifications List. 11. Please reference the Site and Foundation Permit Set, Sheet S Under the Purpose of Issuance, PU-1 states: These drawings are preliminary and issued for pricing and interim review. These drawings are not to be used for bidding, permit purchasing or construction purposes. PU-2 states: All structural elements (foundations, columns, beams, trusses, and slabs) in the drawings are preliminary and are subject to change as the design progresses towards the Construction Document phase. However, the vertical text near the sheet number says Issued for Construction. Please clarify if these drawings are issued for construction, to be used for bidding and construction, and confirm if the structural elements will be subject to future revisions. a. Intent of the foundation / site civil package, issued 3/07/18, was for Land Disturbance Permit, and for bidding of the site and foundation scope. As such, civil sheets, and the foundation portion of the structural scope, were released for construction. The Structural general notes were revised for the 5/23/18 revised site / foundation set. 12. Please reference the RFP. On Page 2, Item #1 states there must be one Original and five Copies of proposals submitted. Page 2, Item #3 states there must be the (assumed one) Original and one Copy of a proposal submitted. Page 8, Item #1 states one Original and five Copies of proposals are to be submitted. Page 16 states one Original and five Copies of proposals are to be submitted. Page 21 states only one copy of the proposal form is required, and does not mention any copies are required. Please clarify the number of Original and Copies of proposals required and standardize the language throughout the document. a. One (1) marked Original and five (5) marked Copy 13. Please reference the RFP. Page 3, Item #11 states to provide copies of Workers Compensation Insurance and Commercial General Liability Insurance. The location of the request implies this information is due at bid time. Page 9 states Workers Compensation Insurance, Comprehensive General Liability Insurance, Automobile Liability, and Umbrella Liability Insurance are due within 10 days of Notice of Award. Page 36 references Contractor s performance, payment, erosion control and maintenance bonds and Certificate. a. Within ten (10) days of Notice of Award, and at all times that this contract is in force. 14. Please reference the RFP. Page 5 is dedicated entirely to show Exceptions and Comments regarding the bid or any other items. Page 8 is the RFP Document Requirements and Checklist and Item 7 references the Exceptions Sheet as a document to be included in the bid. Page 21 states that a Conditional or Qualified proposal will not be accepted. Please RFP GICC GATEWAY CENTER ARENA (ADDENDUM NO.1) Page 3

4 clarify if the proposals are allowed to be conditional, qualified, or contain exceptions, and standardize the language throughout the document. a. Bid may contain conditions and any conditions shall be noted in their entirety utilizing Page (5) of the RFP. However, the bid shall be complete in terms of cost for scope of work identified in the proposal documents. 15. Please reference the Contract for Construction and Incorporated General Conditions. Page 38, Section 2.2 states the Contractor shall include furnishing of any power, permits and licenses required of the Contractor, fuel heat, light, cooling and all other utilities as required by this Contract. Please clarify the intent of this statement and clearly describe which permits, licenses, utilities, power, etc. the Contractor shall be responsible for. a. The City of College Park will be responsible for the cost of providing temporary and permanent power for the project. The Contractor shall be responsible for all other items of cost listed in Section Please reference the Contract for Construction. Page 49, section states the Architect shall render written or graphic interpretations necessary for the proper execution of progress of the Work with reasonable promptness on request of the Contractor. Since it is stated several times throughout the document that time is of the essence for this project, please define the timeframe that is considered reasonably prompt. a. The Architect will endeavor to provide written or graphic interpretations in response to Requests for Information issued by the Contractor within five (5) business days of receipt. 17. Please reference the Contract for Construction. Page 49, section does not clearly define the timeframe for payment. Please define the payment timeframe. a. The City of College Park will make payment to the Contractor no later than thirty (30) days after the receipt of a properly completed Payment Application. 18. Please reference the Contract for Construction. Page 44, section notes that any information distributed to the Contractors regarding conditions below ground are for disclosure only and the Owner does not guarantee the information s accuracy and shall have no liability. Page 50, section Claims for Concealed and Unknown Conditions this language contradicts previous provisions and states there will be an equitable adjustment for below surface unknown conditions. Please clarify which statement is accurate for this project and standardize the language throughout the document. a. The contractor shall base their bid on documents provided by the City. Should the below surface conditions vary from the information provided, the contract sum may be equitably adjusted per terms contained in Section Please reference the Contract for Construction. Please furnish the following documents / information, which were referenced but not included in the RFP or any other documents distributed as part of the bidding process: Page 25 General Requirements, Supplementary Conditions: none were found, Page 39 Construction documents prepared by TVS Design on, 2018, attached hereto and incorporated herein as Exhibit B. : Blank space is in the contract (Please provide the date); RFP GICC GATEWAY CENTER ARENA (ADDENDUM NO.1) Page 4

All Documents have been provided 20. Please reference the Contract for Construction, Article 15.8 Participation in Federal Work Authorization Program. Will this be a federally funded project and require Page Requirement for Federal CDBG Construction Documentation? Will Davis-Bacon wages apply to this project? a. Davis-Bacon wages will not apply to this project. 21. Please define which items / scopes of work are OFOI, OFCI, and CFCI. a. Reference Transmittal_RFI - PRE101 (Responded and Closed) included in original RFP Documents. 22. Is a testing firm already selected for the project? If not, who will be soliciting proposals for the testing and special inspections? a. No testing firm has been contracted at this time. An RFI will go out once a Contractor is selected 23. Regarding the above captioned project, could you clarify as to whether signage will be integrated into the Scope of Work? Attachment A indicates: Room Identification and Wayfinding Signage to be Contractor furnished Has a sign contractor already been designated Attachment B would suggest the requirement for exterior signage The primary RFP does not reflect any aspect of signage a. All signage will be under the contract of the General Contractor per the design documents. The signage company will be contracted directly by the General Contractor.
