1 Q&A: The Block/Parsons Alley Construction RFP 1. Is there a Geotechnical Report available? 2. Would it be possible to extend the bid date to a day other than a Monday? 3. Is it possible to extend the date for RFIs? 4. Who is responsible for paying for Geotechnical Testing and Special Inspections the owner or GC? Answer: The General Contractor is responsible. The owner has not scheduled any geotechnical work 5. Is there a specification manual available for this project? 6. Is there a specification for the type of brick pavers (product/mfr) required? Answer: Contractor should plan to reuse the existing bricks on site. See detail 11/L Precast Stairs/Stair treads product data available? Answer: See Detail 1/L There is a note on L-3.00 referencing the CAD file. Can this be made available to the bidding contractors prior to bid? Answer: The CAD file will be available after a bidder is selected.

2 9. I noticed the bid form is broken up into Phase I and Phase II pricing. What is the purpose of breaking this pricing among the 2 phases? Do you anticipate only awarding one of the two phases? Is it owner s intent to award both phases to one contractor? Answer: Phase 1 represents the immediate needs. Phase 2 is the project completion. Both phases will be awarded and will go to the same contractor. 10. Bid Allowances will we be required to include any contingency allowances/rock allowances/unsuitables, etc. or will this be by owner? Answer: The bid form will be adjusted to include a $50,000 contingency (Phase 1: $30,000; Phase 2: $20,000) for unforeseen circumstances. Money will be released to the contractor only when approved by the city. See updated bid form. 11. Is this a classified or unclassified site? t applicable. This is not a unit cost bid 12. Will the water meter fees/tap fees, etc. be paid for by owner or will GC need to include in this bid? Answer: The General Contractor will need to include this in the bid. 13. Is there a unit price bid schedule required to be submitted with proposal? 14. How will owner pay for rock excavation, unsuitable soils, soil replacement, or additional subgrade prep required due to unknown or unquantifiable existing conditions? Answer: See Question # Electrical drawings are shown on cover sheet to be included on a future addendum do you know when these will be issued? We need these before we can advertise to subcontractors please. Answer: See Addendum #1 (Changes to Permit Set)

3 16. Are there any specifications for this project? Where can I locate of download them from?. See notes in Permit Set for specs. 17. Can the CAD file be made available for earthwork takeoff and modeling purposes? We can sign any release that may be required. 18. Is the PVC lateral from Building or 6? Answer: What are the waterline tap sizes? Answer: Tap sizes are based on proposed water line size. 20. Who is paying the water tap fees? Answer: See Question # Is the granite veneer to be cut/dimensioned stone or Ashlar rubble? Answer: Cut Elberton Granite, Georgia Grey 22. What is the size and type of storm pipe that ties into the grate inlet structure on Abbotts Bridge? Answer: 12 RCP. Profile will be added. 23. How long should the GC plan to be demobilized between phases? Answer: There could be a day demobilization period. The reason for this is that the building walls for the new buildings will have to be substantially complete before final improvements can be made. 24. What maintenance and repair should the GC plan for during the demobilized phase?

4 Answer: It is anticipated that the building s contractors will have taken control of the building pads during demobilization. Therefore, it is anticipated that no maintenance and repair will be necessary. 25. Is all work within the boundaries of the street to be included (curb and gutter, sidewalk, handicap ramps, etc.)? Answer: Yes, with the exception of the curb and gutter along SR 120/Abbotts Bridge Road from Hill Street to Main Street. This curb and gutter is included in the adjacent roadway project. 26. What work in each of the four streets is to be included (crosswalks, etc.)? Answer: Header Curb and striping for parking. Crosswalks will be included in the Hwy 120 project. Also, see Question #25 for exclusion. 27. Do the streets receive curb and gutter or header curb? Answer: Header Curb 28. What asphalt profile do the street parking aisles receive? Answer: See7/L Where should utilities be stubbed up? Answer: Utilities not connected in Phase 1 should be capped and marked. 30. Who will make the final utility connections? Answer: The site contractor 31. Is the site work unclassified? Answer: See Question # How do the proposed grades tie into the existing grades near Abbotts Bridge Road in the area of Abbotts Bridge and Main?

5 Answer: The adjacent roadway project construction plans will be made available to the successful General Contractor. The roadway is currently under construction and will require coordination between The Block/Parsons Alley General Contractor and the roadway contractor. 33. Wall demolition clarification--this was discussed yesterday for one wall but the existing wall at NW site is not shown to be demolished. Please verify on drawings what shall be demolished. Answer: The wall at the corner of Hill Street and State Route 120 is to be demolished. 34. NW Corner Retaining wall clarification--appears to show a new retaining wall at NW of site and looks like we will need one with the grades shown on the grading plan. However there is not note or detail/section showing what this is or any wall elevations for bidding purposes. Please advise if this is a retaining wall and provide a detail of construction and tow/bow elevations for bidding purposes. Is it a modular block wall or concrete wall? Answer: There are three (3) retaining walls located on Hill Street. Review the grading plan to determine the wall size. See sheet S-0 for wall details. 35. Hill St Retaining wall clarification -- Can you clarify what these two walls are? Appears to be a retaining wall as will be required according to the grading plan. If this is a retaining wall please provide a detail or section to use along with tow/bow elevations for bidding purposes. Is it a modular block wall or concrete wall? I see sections on S-0 stating Hill St wall-does this to apply to both of these walls? Answer: See Question # Do you have the answers for the RFIs previously submitted? Answer: Yes 37. Can you confirm that the City of Duluth will be making the (3) taps to the existing water line along with all pavement repairs for the (3) lines that tie into Main Street and that this will not be in the GC s scope? Answer: Gwinnett County will be making the taps and installing lines and meters for meters 2 and smaller. 38. Please see 6/L-7.01; Do all (4) of the granite planter boxes receive this Vortex Fire feature?

6 Answer: Yes 39. Can you specify a product/ model no. for GC to price for the Vortex Fire feature? Answer: See the bottom of detail for web site, 48 Vortex Fires in Clear Glass 40. The enlarged plans do not indicate any top of wall elevations for granite veneer cantilevered seat areas; will these be available for bidding purposes to figure wall heights? Shall we assume that these walls are the same height as the adjacent granite planter boxes? Answer: Follow detail 3/L-7.06, Top of wall should be consistent. 41. Detail 6/L7.01 appears to show a trench drain below and to the right of the granite planter typical detail. Can you clarify if this trench drain should be shown on L- 2.00? The only trench drain shown is located near the stairs up to Bldg 300; please verify this. Answer: The only proposed trench drain is at build Please verify if all gas lines and final connections will be by owner utility; GC to provide sleeving only? Answer: General Contractor will arrange for gas lines and final connections to be capped within five feet of each building. 43. See L/7.10; On the side of the plaza between the concrete stairs appears to be a concrete wall with TOW Will this be the same wall detail as shown on 2/L or will this be the Granite Veneer/Built in seating wall (3, 6/L-7.06) similar to the wall to the right of these? Answer: Follow detail 3/L-7.06, built in seating, Labeled on L Latest plan L-7.07 shows pictures of City of Duluth standard for Trash receptacles, benches, and bike racks but no product mfr or model number; please provide. 7 Victor Stanley Bench: Model No. unknown 45. Also L-2.00 drawing seem to show a recycling receptacle (R) but I do not see one noted on L-7.07; please clarify this scope. Answer: Trash and recycle should be included at all locations shown. 46. Please verify that there are only (2) stainless steel bollards for this project per detail 5/L-7.06; the trash enclosure bollards are to be standard painted steel bollards per 6/L-7.05-please confirm. Answer: Correct 47. See Utility plan, L-6.00; location: behind Building 600(plan south). The plan seems to show new sanitary lines, grease traps, and water line work but no specific details, sizes, elevations, etc. Is this scope to be provided by GC or will this come by the future building contractor? If by GC can you provide further details of this scope? Answer: This is in the scope of the General Contractor. 6 laterals, 2 grease traps, and 1 manhole shall be included. Additional detail will be provided. 48. Detail 2/L-7.06 shows a landscape bed drain; however plans show only (3) square 12x12 drains (per 8/L-7.06) along the granite runnel. Please verify location of these landscape bed drain detail 2 so we can quantify for bidding purposes. Answer: Disregard 2/L-7.06 detail
