This project is required to have either tilt up or load bearing precast exterior walls and steel frame & joist/deck construction as well as a conscrete foundation system. This work cold be performed by up to three different subcontractors. Please more clearly define the "Structural construction effort". Is is the intent to only identity the tilt-up / precast subcontractor? If not please list all required discipline that form a part of this definition. On: Feb Government Response.. Amendment 0001 revised Solicitation Section , Technical Volume, Factor One Experience and Capability, Paragraph (a)(3) and Paragraph (f)(1)(iii), structural construction effort. Yes, per the Solicitation Section , Technical Volume, Factor One Experience and Capability, Paragraph (a)(3), the three example projects demonstrating the experience and capability for the structural construction effort can be submitted for the prime or a subcontractor. No, per the Solicitation Section , Technical Volume, Factor One Experience and Capability, Paragraph (e)(1), the only formatting restriction is to start the information for each example project on a new page. On: Mar General rfp pages 16 and 47 Please clarify if total small business subcontracting goals are 50% of the TOTAL contract value or 50% of the TOTAL SUBCONTRACTED value. RFP age 16 section indicates it is 50% of the total contract value, and RFP page 47 subsection e indicates that small business goals are 50% of the total contract value. On: Feb Government Response.. A Subcontracting Plan is required in the price proposal for those offerors in phase two submitting offers with a total value exceeding $1,500,000 that are not Small Businesses. The submission requirements for the Subcontracting Plan are in Solicitation Section , Preparation of Subcontracting Plan, and Solicitation Section , Paragraph 1.3.8, Tab 8 Subcontracting Plan. All offerors (both large and small businesses) in phase two are required to submit a Small Business Participation proposal in accordance with Solicitation Section , Technical Proposal, Paragraph 3.1 Factor 4 Socio-Economic Consideration. Amendment one revised the instructions for the Solicitation Section , Paragraph 1.3.8, Tab 8 Subcontracting Plan and Solicitation Section , Technical Proposal, Paragraph 3.1 Factor 4 Socio-Economic Consideration to further clarify these two separate requirements. The Phase-One submission requirements are in the Solicitation Section and the Phase-Two submission requirements are in the Solicitation Section On: Mar Contracting RFP Please confirm that the Government will accept and consider project experience and past performance information from a company's parent firm/affiliate if the proposal clearly demonstrates that resources of that affiliate will participate meaningfully in performance of the contract. Per the Solicitation Section , Technical Volume, Factor One Experience and Capability, Paragraph (f)(5), projects performed by an office of a team member that will not be performing work on this project with its own workforce will be given less consideration than projects performed by the office that will be performing work on this project with its own workforce. 3 Page 3 of 8 Government Response.. If the offeror is a Joint Venture (JV), a copy of the JV Agreement is required to be submitted in Phase-Two. The Phase-One submission requirements are in the Solicitation Section and the Phase-Two submission requirements are in the Solicitation Section On: Mar Contracting para. 5.3 "The design of architectural, LEED, civil, structural, mechanical, fire protection, electrical, and other engineering feature of the work shall be accomplished, independently reviewed, and approved by engineers and architects licensed to practice in their respective professional field, (comma emphasized) and within the State of California." Is the intent of the comma after the word "field" intended to ensure the design is produced here in CA? Or is it the case that -- provided our design partners are all licensed in CA -- that the design may be produced out-of-state? Contracting Attachment 14 Attachment 14, "Sacramento District Architect-Engineer Guide", requires the contractor in the Design Analysis to "Identify any local or state requirements for which storm drainage design must comply." Is it the intent of this project to comply with Title 24 requirements of the California Code of Regulations? LEED para.16 SUSTAINABLE DESIGN AND DEVELOPMENT (SDD), states as follows: "See also Attachment 17, the Defense Logistics Agency (DLA) Sustainability and Energy Efficiency Policy for implementing SDD concepts in the execution of all DLA MILCON projects." Attachment 17 is dated November 12, 2010, and is signed by the former Director of DLA Installation Support. There is a more current version of this policy dated December 4, 2012, which is signed by the current Director of DLA Installation Support. For the purpose of this proposal, should the older policy in Attachment 17 be used? LEED Attachment 17 The DLA Sustainability and Energy Efficiency Policy update dated November 12, 2010, page 3, in the paragraph titled, "DOE Guidelines for Selecting Cool Roofs (Attachment 6)", implies all roofs shall have "minimum R-38 roof insulation value." However Section , Article , "General", requires the contractor to "Apply insulation as required to provide an R-30 rated roof assembly." Which of these two different roof insulation values should be used? LEED Attachment 17 The DLA Sustainability and Energy Efficiency Policy update dated November 12, 2010, page 2, states as follows: "All projects will be designed beyond the minimum standard of LEED Silver with 15 Water Efficiency and Energy and Atmosphere points and 40% better than the current ASHRAE standard 90.1 (current version)." Additionally the

4 Page 4 of 8 solicitation synopsis and the approved DD Fm 1391 both stated that the project is to achieve a LEED Silver certification. Yet Section , Art 11.9, states: "Project will be certified to the "Certified" level." Furthermore Section , Art 16, states: "The Contractor is required to design and construct the project to obtain US Green Building Council (USGBC) certification at the "Certified" rating level of Leadership in Energy and Environmental Design-New Construction (LEED -NC) v3." Finally, RFP Section , Art 5.3, states: "Minimum LEED NC requirements - 40 credits total." Please confirm that the intended goal is basic certification and not a LEED Silver rating LEED A-102 The 5,500 square foot Administrative Annex is depicted in Drawing A-102 as a structurally separate building. According to the "Attainment Levels" chart appended to the DLA Sustainability and Energy Efficiency Policy update dated November 12, 2010 (i.e., Attachment 17), "Administrative Buildings" are required to attain "Minimum LEED Silver NC Certifiable & minimum of 14 energy/atmosphere & water Points..." However the same chart also states that "General Purpose Warehouses" shall attain "Minimum LEED NC points of 12 energy/atmosphere & water Points..." Please clarify whether the Administrative Annex (only) is required to earn LEED Silver and/or whether or not the GP Warehouse -- because it has an Admin Annex -- is required to earn LEED Silver and 14 energy/atmosphere & water Points LEED Which version of LEED -- v.3 (2009) or v.4 (2014) -- should be used for this project? Mechanical RFP If LEED version 3 (2009) is acceptable or intended, please note that it exclusively references ASHRAE 90.1 (2007) and not the "current version". Is it acceptable to use the energy baselines established in the 2007 version of ASHRAE 90.1? Contracting RFP Will this facility be required to comply with California Code of Regulations (CCR) Title 24 energy requirements for design and/or construction? Contracting SF 30 Amendment 0002 Block 14 Block 14 of Amendment 0002 (SF 30) states that Phase II proposals are due by 23June2014 at 1000am. Will the Government consider extending the delivery deadline to at least 2pm (or perhaps even a later date) to better allow

5 Page 5 of 8 for timely courier delivery? A 10am delivery deadline on a Monday morning essentially has the effect of requiring an actual delivery on the prior Friday afternoon to avoid any shipment delivery delays--which in turn requires proposing teams to ship by Thursday evening, 19 June. This effectively reduces the time available to respond to the Phase II proposal to less than 30 days total. (Note: This reduced response period also includes the Federal holiday, Memorial Day) Design Team Leader G-001 thru T-602 Is it possible to obtain the CAD files used to create the Volume 3 (.pdf) drawings provided with the RFP? Contracting SF 30 Amendment of Solicitation 0002 We hereby request that the proposal due date be extended to, at a minimum June 26th at 2:00 PM PT. The current bid date, set for Monday 6/23/14 at 10 AM does not afford offerors a reasonable amount of time to develop a design build solution and then actively solicit subcontractor pricing. The RFP was released the Thursday prior to a Holiday weekend which had effectively shortened the time available. By extending the Bid date the government will receive the benefit of more complete, accurate and price competitive proposal from all offeror's LEED Page 85, states that the Contractor is required to...construct the project to obtain USCBC certification at the "Certified" rating. Whereas the Government attached the USACE LEED Implementation Guide which states that the contractor at minimum the will achieve LEED NC Silver. Please provide clarification as to what Level the Contractor is to achieve LEED certification? Contracting RFP The Justification and Approval (Redacted) document, Item 5a, DOOR LOCK, states: "DLA Defense Distribution Center at San Joaquin, Tracy site has The Installation's Security Officer has also stated that no other company has this door hardware available or can provide this type lock core and no alternatives to the patent license for the Door Lock is available." This is not a complete sentence. Please clarify WHICH door lock manufacturer is preferred Contracting RFP The Justification and Approval (Redacted) document, Item 5b, does not state WHICH forklift charging station manufacturer is preferred.

Will the Government be providing this Guide? General Section page 26, item Section page 26, item Section page 26, item states a requirement for integrally colored concrete. It would save the federal government substantial money to reexamine this requirement. Please state whether a grey concrete with weather sealing would be sufficient General Section Section Will a new wage rate determination be released? Operations CD100 A note on the drawing states, "Fuel station relocated by others..." Where will the fuel station be relocated and is it completely out of our work area?

7 Page 7 of Civil , par Does it matter which half of the optional truck trailer parking area is constructed first? Civil , para.5.9 Will the Government provide PSC grading plan available? I did not find the 100% design submittal attached to the appendix of the RFP Contracting , para Stormwater LID measures need to be provided for this project in addition to the existing Depot Stormwater Retention Pond LID measure? Should the paragraph reference be paragraph 5.9.8? CAD-BIM RFP Is an Autocad version of the existing topographic survey available for development of site plans? Architectural A-202, A-204 Elevations indicate ¼" per foot roof slope which is at variance with Section of roof UFC. Please confirm ¼" slope is required CAD-BIM RFP Are CAD or BIM files available of the survey, site plan and/or building? Architectural Room sheets

8 Page 8 of 8 Warehouse sheets indicate minimum 29' clear required. Please advise where provisions for HVLS fans are to be made. Is 29' clear required below HVLS fan? Architectural E-103 Lighting Plan implies there is already a rack layout anticipated for the warehouse. Is this rack layout the layout desired by DDJC Architectural A-201 thru A-204 Is there no requirement for guardrails on emergency vehicle ramps and vehicle access door ramp?
