Addendum No. 2 Add to section : Permit extensions will be obtained to allow construction between the levees to continue 4 weeks beyond November 1. This does not include extensions of the in-water work windows. Do not begin construction of the project in the west levee of the Feather River or to the west of it before January 8, 2018 with the exception of the installation of the trestle and Pier 2. Trestle construction and Pier 2 construction do not have this time restriction. Replace the 2nd and 3rd paragraph of section C with: For bridges, temporary trestles, embankments, falsework, or other temporary work constructed within the limits of the usable channel of the Feather River provide 1 opening for the passage of small boats. The opening must have a horizontal clearance of at least 40 feet measured normal to the direction of flow. The minimum vertical clearance is 10.0 feet from the trestle soffit to the water surface elevation. You may assume the maximum water surface elevation between June 1 and November 1 to be a maximum of 46.0 feet. The trestle deck above the opening providing passage for boats will have to be removed between November 1 and June 1 if the vertical clearance to the trestle soffit is less than 10 feet due to changing water surface elevation. You may place the trestle at a higher elevation to extend the time before the deck over the opening providing passage for boats will need to be removed. Replace items 8, 9 and 14 in the list describing the protection measures within Species Protection Area 1 in section A with: 8. Any piles driven into the river channel for use in the temporary construction trestle must be installed using vibratory driving to the greatest extent possible. If use of an impact hammer cannot be avoided, monitoring will be performed to ensure thresholds are not exceeded. If thresholds are exceeded, a bubble curtain is required. Stop work if observed migrating fish are stunned or otherwise directly impacted by noise and vibration from pile driving. Work must not resume until the fish clears the construction area under its own power, or through collection and release by the City s qualified fish biologist. Thresholds for underwater sound levels during pile installation are: Un-Attenuated Trestle Piles in Water Noise Threshold Distance 206 db peak SPL 14 m 187 db cumulative SEL 209 m 183 db cumulative SEL 386 m 150 db RMS 2929 m Un-Attenuated Trestle Piles on Land Noise Threshold Distance 206 db peak SPL 3 m 187 db cumulative SEL 71 m 183 db cumulative SEL 132 m 150 db RMS 464 m 9. A bubble curtain must be utilized to attenuate noise and vibration during the placement of 10-foot diameter shafts when construction is in water and when other, more effective attenuation cannot be 24

Addendum No. 2 provided (such as a dewatered coffer dam). Stop work if observed migrating fish are stunned or otherwise directly impacted by noise and vibration from pile driving. Work must not resume until the fish clears the construction area under its own power, or through collection and release by the City s qualified fish biologist. Over-sized casing installed for the purpose of de-watering do not require an attenuation system unless the thresholds below are exceeded. Stop work if observed migrating fish are stunned or otherwise directly impacted by noise and vibration from pile driving. Work must not resume until the fish clears the construction area under its own power, or through collection and release by the City s qualified fish biologist. Thresholds for underwater sound levels during pile installation are: Un-Attenuated Over-sized Casings in Water Noise Threshold Distance 206 db peak SPL 1 m 187 db cumulative SEL 43 m 183 db cumulative SEL 79 m 150 db RMS 171 m AIR BUBBLE CURTAIN SYSTEM A General A(1) Summary Replace section : Section includes specifications for designing, furnishing, installing, operating, monitoring, maintaining, and removing air bubble curtain system to reduce underwater acoustic waves generated by pile driving in water A(2) Submittals A(2)(a) Air Bubble Curtain System Working Drawings with Supplement 25

Addendum No. 2 Submit air bubble curtain system working drawings with supplement prepared and signed by an engineer who is registered as a mechanical engineer in the State. Within 15 days of Contract approval or at preconstruction conference, whichever comes first: 1. Submit 5 copies of air bubble curtain system working drawings with supplement for review. Allow 10 days for the Department s review. The Engineer provides comments and specifies the date when the review stopped if revisions are required. 2. Change and resubmit a revised air bubble curtain system working drawings with supplement within 5 days of receiving the Engineer's comments. The Department s review resumes when a complete air bubble curtain system working drawings with supplement is resubmitted. Allow 10 days for review of the resubmittal. 3. When the Engineer authorizes the air bubble curtain system working drawings with supplement, submit an electronic copy and 5 printed copies of the authorized air bubble curtain system working drawings with supplemental information. The air bubble curtain system working drawings with supplement must include: 1. Working drawings: 1.1. Complete details of the system including mechanical and structural details 1.2. Details of anchorage components, air compressors, supply lines, distribution manifolds, aeration pipes and frame 1.3. Details of proposed means of isolating noise-producing systems on the pile-driving barge 1.4. Details of meters, gauges, and recording devices 1.5. Description of measures taken to avoid shining light into the water during pile driving operations 1.6. Details of the manufacturer's recommendations for installation of the flow meters in conditions of laminar flow and non-laminar flow 2. Supplement to the working drawing: 2.1. Independently checked design calculations 2.2. Materials list including the name of the manufacturer and the source, model number, description, and standard of manufacture 2.3. Manufacturer's descriptive data and catalog cuts for all products proposed for the system including air compressors 2.4. Calculations showing pressure loss in the piping system and estimated flows from the most removed orifice of the aeration piping B Materials Air bubble curtain system must include the following: 1. Air bubble curtain system consists of multiple and concentric layers of perforated aeration pipes stacked vertically in accordance with the following: Water Depth (ft) No. of Layers 0 to less than to less than

Addendum No Pipes must be arranged in layers in a geometric pattern, which allow for the pile driving operation to be completely enclosed by bubbles for the full depth of the water column and for a radial dimension of no more than 1.5 feet as measured from the outside surface of the pile. 3. The lowest layer of perforated aeration pipes must be designed to ensure contact with the mudline without sinking into the mud. 4. The system must be able to provide a bubble flux of 22 cubic feet per minute per linear feet of pipe in each layer. Air holes must be of 0.06 inch in diameter and spaced approximately 0.8 inch apart. Air holes must be placed in four adjacent rows along the pipe to provide uniform bubble flux. 5. Meters: 5.1. Install pressure meters at all inlets to aeration pipelines (manifolds) and at points of lowest pressure in each branch of the aeration pipeline pipelines (manifolds) Install flow meters in the main line at each compressor and at each branch of the aeration pipelines (manifold). The flow meter at the compressor may be eliminated if the feedline from the compressor is continuous to the aeration pipe inlet Install flow meters according to the manufacturer s recommendation based on either laminar flow or non-laminar flow, which ever applies C Construction Inspect the air bubble curtain system for proper operation before each deployment and as necessary during deployment. Proper operation during deployment is determined by observation of the digital meters (air flow) and analog gauges (pressure) in the monitoring station and by other methods authorized by the Engineer. Do not drive piles requiring air bubble curtain if air bubble curtain system is not authorized. Start the air bubble curtain system before driving piles. Conduct performance test of the air bubble curtain system before any pile driving operation to confirm the pressures and flow rates at each manifold ring meet the calculated values. Submit inspection and performance reports within 72 hours following the inspection or performance test. Install gauges above the water line that are easily accessible. Log readings every 15 minute and at other times, as determined by the Engineer. Maintain a graphical plot showing the variation of the meter readings with time. Monitor the condition of the air bubble curtain system and prepare inspection reports daily during pile driving operations and no less than every other day during periods of no activity. Following constitutes failure of air bubble curtain system: 1. The pressure or flow rate in any meter falls below 90 percent of its determined operating value during the pile driving operation. Operating values based on calculated data are determined during the performance test. 2. Inspection of the perforated pipe indicates erosion of the holes or debris has clogged the holes. If the air bubble curtain system fails, stop the pile driving immediately. Do not resume pile driving at any given location until the air bubble curtain system at that location is again operating as specified or as authorized by the Engineer. Remove air bubble curtain system when no longer needed as authorized by the Engineer D Payment Not Used 27

Addendum No. 2 Add to the 3rd paragraph of section : The review time for shop drawings for the trestle is 10 working days.
