4 Basic Requirements of Ordinance Benchmarking Benchmark prior calendar year whole-building electricity, gas, and water use through Energy Star PorQolio Manager annually Performance Energy + Water Audit & RCx, or prove energy & water use reduc1ons and/ or performance every 5 years Public Disclosure Summary Sta1s1cs and Compliance Status by property address will be made publicly available by DBS Link to full text of the EBEWE Ordinance: here

6 Who Has To Comply? Buildings located in LADWP service area are covered by the ordinance Verify whether your property is covered at: hkp://navigatela.lacity.org/navigatela/ Exempted Buildings Single family homes, Duplexes, Residen1al Hotels Sound-stages, TV & Film Produc1on Facili1es Buildings regulated by the State or Federal Government Exempted for that Compliance Year Vacant for en1re calendar year, with no Cer1ficate of Occupancy Vacant for en1re calendar year due to renova1on Demoli1on permit issued No energy or water service for en1re calendar year

7 Compliance Dates: Benchmarking Building Size Benchmarking Due Date 100,000sf July 1, 2017* 50,000sf April 1, ,000sf April 1, 2019 Square footage includes structured parking area All covered buildings will have to con1nue to benchmark whole building data annually every April 1 st aeer their first compliance year

8 Current Non-Compliance Penal%es Failure to comply with or misrepresent any material fact in rela1on to the ordinance will be considered unlawful Non-compliance will result in an order to comply, and further ac1on by the Department of Building & Safety Summary Sta%s%cs and Compliance Status by property address will be made publicly available

9 Annual Energy & Water Benchmarking Annual Requirements Track whole-building electricity, gas, and water data If you are already tracking whole-building data in ESPM, you do not need to request data from LADWP or So Cal Gas Enter past calendar year s whole-building data in to Energy Star PorQolio Manager (ESPM) Obtain an Energy Star Score For Your Property through ESPM* Complete a Benchmarking Report from PorQolio Manager Submit Benchmarking Report to the LADBS Public Database * Buildings not eligible for a score must s1ll benchmark and complete the Benchmarking Report

10 LA Specific Benchmarking Requirements: Energy Star Por_olio Manager Free, online tool, measures energy and water consump1on and compares energy usage of similar building types Provides metrics for tracking Na1onwide Standard for Benchmarking Cer1fica1on available for certain building types/scores

11 LA Specific Benchmarking Requirements: Parking Structured & subterranean parking is included in the ordinance Add the gross floor area & consump1on data associated with parking to your new or exis1ng ESPM account Buildings en1rely dedicated to parking DO need to be benchmarked Parking is not eligible to earn a score, but should be reported

12 LA Specific Benchmarking Requirements: Water Whole building water data is required as part of the ordinance ESPM Cer1fied Buildings may need to add water data if not already tracked in ESPM
