2 University of Colorado Denver Foreword The State of Colorado mandates that the International Building code (IBC) and related standards be the recognized authority for the public health, safety, and continuity of all State owned buildings. The University of Colorado Denver (UC Denver) is charged with the responsibility of ensuring that the provisions of these standards are met on its campuses. Specifically, the UC Denver Building Department is tasked with reviewing and examining plan documents, issuing permits for construction, inspecting new construction and/or demolition in order to ensure conformance to approved codes and standards on its campuses, and to issue Certificate of Occupancy, once satisfactory conformance is achieved. To this end, the Chancellor's Office has approved the CU Building Authority to carry out the duties and responsibilities stated above. The authority is executed by the Campus Building Official (CBO), who has responsibility to perform all said duties as set forth in the IBC, International Plumbing Code (IPC) and the International Mechanical Code (IMC), as well as Codes and Standards appearing in Exhibit A., and as deemed necessary and advisable to ensure the health and safety pertaining to campus buildings. I. Permits and Inspections A. Permits 1. Permits Required No building or structure regulated by the International Building code, including Codes and Standards (Appendix I) shall be erected, constructed, enlarged, repaired, moved, removed, converted or demolished unless a separate permit for each occasion has first been obtained from the office of the Campus Building Official (CBO). 2. Exempted Work

3 A building permit shall not be required for the following: a. Fences not over 6 feet high b. Movable cases, counters and partitions not over 5 feet, 9 inches high with no electrical or plumbing. c. Non-reinforced concrete flat work d. Platforms, walks and driveways not more than 30 inches above grad and not over any basement or story below. e. Painting, papering and similar finish work. f. Various other work at the discretion of the Campus Building Official. B. Application for Permit 1. Application To obtain a permit, the applicant shall first file an application for permit in writing. A permit application form can be obtained from the office of the (CBO) by calling (303) Plans & Specifications The Campus Building Official shall review plans, engineering calculations, diagrams and other data pertinent prior to the request for a permit. At the discretion of the CBO, a third party review may be required to facilitate code compliance. Exception: The CBO may waive the submission of plans and other data if findings include that the nature of the work applied for is such that the reviewing of plans is not necessary to obtain compliance with the IBC and Codes and Standards (Exhibit A.). 3. Construction Inspection The engineer or architect, responsible for the structural design work, shall include in the construction

4 documents provisions for structural and other special inspections required by the IBC and discretion of the CBO to establish Codes and Standards (Exhibit A.). 4. Information on Plans and Specifications Two legible copies of plans and specifications and one copy of each engineering discipline calculation (where such calculations are required), shall be submitted with the application for permit. Plans and specifications shall be drawn to scale, organized, sustained sufficient clarity to indicate the location, nature and extent of the work proposed, and shown in detail so that it will conform to the provisions of the IBC, Codes and Standards (Exhibit A.), and all relevant laws, ordinances, rules, and regulations. Plans shall be stamped, dated and signed by the responsible architect or engineer. C. Permit Issuance An applicant's application, plans, specifications, computations and other data filed for permit shall be reviewed by both a 3rd party and Facilities Management Department, in order to verify compliance. If the CBO finds that the work described in an application for a permit, plans, specifications, and other data filed conform to the requirements of the IBC, Codes and Standards (Exhibit A.) and other pertinent laws and ordinances, he shall issue a permit to the applicant. 1. Retention of Plans The CBO shall retain one set of approved plans, specifications and other data or a period of not less than 90 days from date of completion of the work covered therein, and two sets of approved data shall be returned to the applicant, of which one set shall be kept on the site of building or work at all times during which the work authorized thereby is in progress. 2. Suspension or Revocation The CBO may in writing suspend or revoke a permit issued in error or on the basis of incorrect information

5 supplied, or in violation of the IBC and Codes and Standards (Exhibit A.). 3. Posting of Permit The permit applicant shall post the permit in a visible and protected location near the access to the building or portion of the building in question. D. Code Inspection 1. General All construction or work for which a permit is required shall remain accessible and exposed for inspection purposes. Neither the CBO or Facilities Management shall be liable for expense entailed in the removal or replacement of any material required to allow inspection. 2. Inspection Record Card As the permitted work is commenced, the permit holder or agent shall have posted an Inspection Record sheet, supplied by the CBO, to allow the CBO to make the required entries thereon regarding the inspection of the work. 3. Inspection Request It shall be the duty of the person doing the work authorized by a permit to notify the CBO that such work is ready for inspection. The CBO may require that every request be filed in writing two working days before or, alternatively, phoned in with 24 hours advanced notice for each inspection desired. It shall be the duty of the person requesting inspections required by the IBC and Codes and Standards (Exhibit A.), to provide safe access to, and means for, inspection of such work. II. Certificate of Occupancy

6 A. General Use and Occupancy No building or structure shall be used or occupied, and no change in the existing occupancy classification of a building or structure or portion thereof shall be made, until the CBO has issued a Certificate of Occupancy" as provided herein. B. Issuance Issuance of a "Certificate of Occupancy" shall not be construed as an approval of a violation of the provisions of the IBC, Codes and Standards (Exhibit A.), or of other ordinances of the jurisdiction. Certificates presuming to give authority to violate or cancel the provisions of this code or of other ordinances of the jurisdiction shall not be valid. 1. Change in Use Changes in the character or use of a building shall not be made except as specified in the International Building Code. 2. Certificate Issued After the CBO inspects the building or structure and finds no violations of the provisions of the IBC, Codes and Standards (Exhibit A.), or other laws which are enforced by the campus Division of Environmental Health & Safety, the CBO shall issue a "Certificate of Occupancy" which shall contain the following: a. The building permit number. b. The address of the building. c. The name and address of the owner. d. A description of that portion of the building for which the certificate is issued. e. A statement that the described portion of the building has been inspected for compliance with the requirements of this code for the group and division of occupancy and the use for which the proposed occupancy is classified. f. The date of issuance. 3. Temporary Certificate

7 If the CBO finds that no substantial hazard will result from occupancy of any building or portion thereof before the same is completed, he may issue a Temporary Certificate of Occupancy" for the use of a portion or portions of a building or structure prior to the completion of the entire building or structure. 4. Posting The Certificate of Occupancy shall be posted in a conspicuous place on the premises and shall not be removed except by the CBO. 5. Revocation The CBO may, in writing, suspend or revoke a "Certificate of Occupancy" issued under the provisions of the code whenever the certificate is issued in error, or on the bases of incorrect information supplied, or when it is determined that the building or structure or portion thereof is in violation of any ordinance or regulation or any of the provisions of the IBC or Codes and Standards (Exhibit A.). III. Appeals Process and Committee There may be times when the applicant may disagree and wish to contest an order, decisions, or determinations made by the CBO. For this purpose there exists an appeals process and committee. This process involved a two-step approach, involving members qualified by experience and training to address building construction issues. Committee members are selected by the Associate Vice Chancellor of Facilities Management. The Campus Building Official shall be a non-voting ex-official member and shall act as Appeals Committee Secretary. This process shall be as follows: 1. Applicant completes and submits an Appeal Form to CBO. 2. Appeals are processed in order received.

8 3. CBO notifies the Appeals Review Team, comprised of the Directors of Project Management, Facilities Management, and the Division of Environmental Health & Safety. This group then meets with CBO to determine appropriate resolution of the issue. 4. If appeals review team cannot resolve issue, CBO schedules a meeting with the Appeals Committee. 5. Committee convenes to resolve disputed issues(s). 6. Committee members vote on resolution. 7. The CBO will serve as Secretary, shall keep minutes of each meeting and shall distribute minutes to members. 8. CBO notifies applicant of committee action in writing within three working days of issue resolution. 9. Committee decisions shall be final. The Appeals Committee shall not have any authority to waive requirements of the International Building Code and other codes and standards listed in Exhibit A. IV. Exhibit A. The following approved Building Codes and Standards have been adopted by the State Buildings and Real Estate Program, as the minimum requirements to be applied to all Colorado Stateowned buildings and physical facilities, including Capital Construction and Controlled Maintenance Construction Projects. doc
