2 Scope: The Asbestos Management Plan documents the management of Asbestos Containing Materials within the building The primary objectivise of the plan is to protect all staff, visitors and other persons from exposure to airborne asbestos fibres from any routine maintenance, planned building work, or during an emergency situation Appendix A contains the operational instructions for working with asbestos materials Appendix B contains the Asbestos work permit Process Appendix C contains the Asbestos Register The plan is to be available on site at all times Persons at the workplace must be informed of any changed conditions of the plan on the site General risks to health from Asbestos Contained Materials: General Risks to Health from Asbestos Containing Materials Asbestos is a general term that includes a number of naturally occurring fibrous materials. Asbestos is the fibrous form of mineral silicates; the most common type are Crocidolite (blus asbestos) Amosite (brown or grey asbestos) and Chysotile (white asbestos. Asbestos and ACM where used in a variety of domestic and commercial applications from the 1950 s up until the mid s. Since 1989 it has been illegal to use asbestos in construction. Where asbestos materials remain in place in a bonded form, undisturbed, and in good condition, there is no immediate health risk to the persons at the workplace or the public. The inhalation of sufficient numbers of fibres from friable forms of asbestos or dusts that are generated when disturbing bonded materials may lead to the risk of asbestos related disease. The latency of any asbestos related disease process between first exposure and onset of any symptoms can vary from 15 to 40 years. Who is a risk? Generally for occupants of buildings there is a low risk of exposure to Asbestos Containing Materials under normal circumstances Trade, maintenance and contractors who undertake inspections, maintenance, construction, service or installation work in older or at risk buildings or structures are at risk of exposure. Demolition and asbestos removalists face a high risk of asbestos exposure in their work activities Rigid adherence to the strict WHSQ legislative requirements ant this management plan will minimise the risk of exposure to everyone occupying, visiting or working in these buildings where Asbestos is present Typical Locations and Use Older buildings, including those which may be heritage listed are most likely to have asbestos hazards present. The following list is not exhaustive and precautions should be taken to establish the presence of Asbestos Containing Material in each building or structure before demolition, refurbishment or other disturbance. Potential asbestos locations include:

3 Fire stoppings in ceiling voids, between floors, cable risers Thermal insulation of pipes and boilers lagging around old water pipes Space insulation eg beneath metal sheeted roofs, ceiling spaces to prevent condensation Fire protection in ducts, partitions, fire doors and structural steel work Insulati8on boards used for fibre protection, air conditioning heater banks Some ceiling tiles Some textured wall and floor coatings, vermiculite spray Lift motor rooms Corrugated or flat fibro cement sheeting for fences, walls, roofs, or sheeting behind wet areas up till 1984 Older style vinyl or thermoplastic floor tiles Old gutters, rainwater pipes and water tanks Boiler seals and flues Fume cabinet enclosures and flues Fume cabinet in steam or hot/cold water pipes Gasket joints in steam or hot/cold pipes Older electrical distribution/metering backing boards Some bituminous coated products e.g. waterproofing membrane on flat roofs Asbestos Inspection A visual inspection of the buildings and its surround has been undertaken to identify any asbestos or suspected asbestos containing materials, locating in the building Building users should not assume that every item of asbestos has been identified by sampling; asbestos may be obscured, built over or not generally accessible. As such, users of buildings shou7ld seek assistance with any materials suspected of container asbestos containing materials Asbestos register The asbestos register for this building is provided at attachment C the register provides The details of the asbestos identifies and its location and condition. 4 Responsibility The workplace health and safety act 2011 requires all persons who conduct a business or undertaking at a workplace to ensure as far as is reasonably practicable, that workers and other persons are not put at risk from work carried out as part of the business or undertaking WHS regulations provide specific obligations regarding the management and control of asbestos and ACM in the workplace for the following duty holders A person conducting a business or undertaking at a workplace A person with management or control of the a workplace Key responsibilities Building Owner A well maintained Asbestos Register Issue and maintain Asbestos Management Plans for buildings with ACM Install and maintain signage or labelling to indicate the presences of ACM Ensure no works are conducted or known to suspected ACM without a Work Permit Do not remove, clean up or disturb any known or suspected ACM without a Work Permit Ensure Contractors are made aware of the presence of ACM and the asbestos management plan Conduct building asbestos audits Manage Asbestos related work permits Building Occupier Ensure the Asbestos Management Plan is available on site and accessible to staff and contractors Ensure contractors are made aware of the presences of ACM and the Asbestos Management Plan Report any damage or suspected damage to known or suspected ACM to the building owner Ensure no works are conducted on known or suspected ACMJ without the building owners knowledge Do not remove, clean up or disturb any known or suspected ACM without the building owners approval Contractor responsibilities Check the Asbestos Management Plan prior to any works which involve disturbance of any material which contain ACM Report any damage or suspected damage to known or suspected ACM to the building owners Ensure no works are conducted on known or suspected ACM without an approved work permit

5 Asbestos Labelling and Warning signs Where legislation does not stipulate, a risk management approach shall be used in determining signage and labelling requirements, with the clear intent of informing all appropriate personnel, especially contractors and trade service suppliers, of the presences of ACM. Direct labelling is not required for every individual piece of bonded ACM in situ. A minimum of one clearly visible building warning sign alerting persons to the presences of ACM is to be installed at the most applicable entrance to buildings with known or presumed ACM, alternatively each piece of ACM is to be clearly labelled. The building warning sign location may vary depending on the location of ACM within the building Signs shall state the presences of ACM and that the Asbestos Register must be consulted prior to commencing any work. Minor works with ACM When considering any work a work permit must be completed and approved by the building owner. When considering any work on proven or suspected ACM in situ, it is essential to decide if this work can be done without disturbing the ACM for example Drilling a hole through AC sheeting for an electrical wire could be avoided if the wire was re-routed over the top of the sheeting Asbestos Removal At no times should anyone attempt to remove asbestos or ACM without prior approval from the building owner Work Permits It is prohibited to conduct any building works or maintenance which may disturb ACM without an authorised work Permit. The work permit is to be specific for each project and job a) Before obtaining the work permit workers or contractors are required to obtain and read a copy of the AMP and be familiar with the Work Health and Safety Regulation 2011 requirements relating to Asbestos Work b) All project personnel or contractors should be made aware of this requirement before tendering for work, so that appropriate asbestos removal plans, or other work plans and quotations can be properly prepared c) Work permits shall not be issued unless the building owners is satisfied that the worker or contractor is competent and/or licenced to undertake the level of asbestos work required by doing the job safely ensuring that all required criteria and appropriate safety systems are in place d) Contractors are responsible for ensuring that their own workers or subcontractors comply with the work permit conditions of the job Emergency Situations and Unplanned events and or Asbestos Exposure The owner of the building is unable to predict all situations that may arise where there may be risk of uncontrolled exposure or persons to airborne asbestos fibres. When an emergency damage or disturbance has occurred the work permit process must be followed.

6 Review and Monitoring of AMP The AMP shall be reviewed on a regular basis, to ensure that it remains current with WHSQ requirements and that it continues to be relevant and responsive to the needs to the Building Owner. As a minimum this shall occur at least every 5 years or when required under part 4.2, QHSQ Code of Practice for How to Manage and Control Asbestos in the Workplace [PN 11163(2011)] It is prohibited to conduct any building works or maintenance which may disturb ACM without an authorised work Permit. The work permit is to be specific for each project and job
