7 EXHIBIT B PERMIT FEE SCHEDULE EFFECTIVE DATE: July 1, 2003 Any building or structure owner who intends to construct, enlarge, alter, move, demolish or change the occupancy of a building or structure which is regulated by building codes or related ordinances adopted by the Town of Thermopolis, or to cause any such work to be done, shall first make application to the Town of Thermopolis and obtain the required permit(s). Work exempt from permit: Exemption from permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of provisions of applicable ordinances or codes or any other laws of this jurisdiction. The Codes Administrator shall make all final decisions on permit requirements regardless of interpretations by others. Permits shall not be required for the following: 1. One-story detached accessory structures used as tool and storage sheds, playhouses, gazeboes, arbors, animal shelters and similar uses, provided the floor area does not exceed 128 square feet. 2. Oil derricks, communication towers, satellite dishes, water tanks and similar structures. 3. Retaining walls unless supporting a surcharge or impounding Class I, II, or III-A liquids. 4. Exterior platforms, sidewalks, decks, driveways or other walking surfaces not more than 30 inches above grade and not over any basement or story below and which are not part of an accessible route. 5. Painting, papering, tiling, carpeting, cabinets, counter tops, and similar finish work. 6. Temporary structures (those that will be moved or remodeled within six months from the date of installation). 7. Prefabricated swimming pools and hot tubs accessory to R-3 occupancies. 8. Shade cloth structures. 9. Playground equipment. 10.Window awnings supported by an exterior wall of Group R-3 and U occupancies. 11.Display cases, counters and partitions not over 5 feet 9 inches in height. 12.Reroofing, residing, replacing windows, replacing doors and similar maintenance provided there is no alteration of or addition to the structure or elimination of existing required exits. 13. Structural repair that does not alter the required fire resistance or required exits of the structure. 14.Repair or replacement of exterior, unroofed, decks or porches that do not exceed the size of the existing deck or porch. 15.Interior remodeling of existing group R-3 and U occupancies that does not eliminate or alter doors, stairways, corridors or any other component of the required exiting system or add or alter walls. 16.The Town Codes Administrator may exempt other work from permit requirements provided that exclusion is documented and applied uniformly to all subsequent similar permit requirements.

8 Page 2 Exhibit B The exclusion from, requirement for or the obtaining of a permit does not presume to give authority to violate or cancel the provision of any federal, state or local law regulating construction or the performance of construction. Any owner who desires to install new plumbing fixtures (no existing similar fixtures in that location), regulated by plumbing codes or related ordinances adopted by the Town of Thermopolis, shall first make application to the Town of Thermopolis and obtain the required permit for the work. Exception: Evaporative Coolers, water softening or filtering equipment, equipment required by the municipal water and sewer provider, private nonpotable water systems and private sewage systems. Any owner who desires to install new HVAC equipment (no existing similar HVAC equipment in that location), regulated by mechanical codes or related ordinances adopted by the Town of Thermopolis, shall first make application to the Town of Thermopolis and obtain the required permit for the work. No permits shall be required for work solely regulated by the fire code adopted by the Town of Thermopolis. All permits required above, for a single project, shall be listed on the plan review. The charges for each permit shall be listed, with a total for all permits, and paid as one lump sum by the property owner. The property owner shall obtain and pay for all permits. Permits shall not be valid until signed by the Town Codes Administrator and the required sum is paid to the Town Clerk. The Town Clerk may approve alternate payment methods and the related permits are valid from the date of that approval. A property owner may delegate the responsibility for obtaining permits to another, however, the legal responsibility including monetary penalties, the responsibility for obtaining those permits prior to start of work and paying for those permits shall remain the legal responsibility of the property owner.
