1 REQUEST FOR COMPETITIVE PROPOSALS FOR ARCHITECTURAL SERVICES BY CITY OF PERRIS Perris, California December 4 th, 2018 City of Perris is requesting Competitive Proposals from licensed architectural firms ( Consultant ) for the development of the necessary design and construction documents for a 2-story, approximately 20,000 square foot skills training and job placement building. Upon completion it is envisioned that the building will contain a skills training facility for manufacturing, trades and construction on the first floor, with classrooms, meeting rooms and offices on the second floor to support certification programs and job placement services. The building will include a reception area, bathrooms, a small kitchen and accessible (ADA) parking near the building. Construction of the skills training and job placement center is made possible by a grant from the Economic Development Administration (EDA), an agency of the U.S. Department of Commerce. All elements of the construction process must meet Standard Terms and Conditions of the EDA. Particular attention will be paid to experience with, and competence in, architectural design and construction methodology that provide for a rapidly constructed, cost effective, aesthetically pleasing structure suitable for the intended purposes in a campus setting. Speed and effectiveness of response are critical. Scope of Work The selected firm s work shall involve, at a minimum, the following tasks: Facility planning Design field surveying Quality Control Peer Review Quantity Survey/Estimating Conceptual design, including preliminary construction cost estimates Structural/MEP/Civil Engineering Preparation of construction documents, including improvement plans, specifications, and cost estimate (PS&E) Assistance during the bidding process, including review of the bids Construction administration Creation of final, as-built drawings after construction is completed City of Perris Competitive Proposals Architectural Services 1

2 The following paragraphs elaborate the requirement headings. A. Facility Planning Building requirements for the skills training and job placement facility from the EDA application will be provided to the selected consultant. Particular attention will be paid to the architectural and engineering functions that support the primary activities of the building. The selected consultant should provide planning documents that will outline the best use of the following: The functions that will be housed in the proposed facility; The spatial relationship between the facility and the site; The interrelationship of the various functions to be housed in the facility; The major items of furniture and equipment to be used in the facility; Special systems such as voice, data, and video communications or utility needed; and Energy utilization of the facility. B. Design Field Surveying The Consultant shall submit design field surveying sufficient for the design of the proposed building, required ADA parking and for the preparation of design and construction documents. C. Conceptual Design The Consultant will prepare a short conceptual design report outlining the proposed design of the building. This will describe site plans, floor plans, elevations, construction materials, any required easements, special considerations, outline specifications, and any other pertinent data to the proposed design project. The report will include drawings in sufficient detail to allow review by City of Perris. The Consultant will then meet with the Executive Team of the City of Perris to discuss review comments. Subsequent to this design review meeting, City of Perris will provide written comments to the Consultant for use in the preparation of the final project design. The Consultant will provide City of Perris with a minimum of six (6) copies of the conceptual design. City of Perris Competitive Proposals Architectural Services 2

3 D. Construction Documents The construction documents shall be based on the approved conceptual design documents, review comments, field surveying, and local conditions. The construction documents shall conform to federal, state, and local laws. The project specifications shall include general provisions that will be subject to review by the EDA and City of Perris legal counsel. The construction documents shall include a bid schedule, description of bid items, and prevailing wage determinations. The competitive bid process will be used to select the construction contractor. Refer to Project Schedule for projected timeline. The Consultant shall obtain all the necessary building permits. The Consultant will provide City of Perris with six (6) copies of the construction documents. The Consultant shall prepare an estimate of probable construction costs prior to calling for bids of construction. The estimate shall be based on the bid schedule, local construction costs (including Davis-Bacon wage rates), and anticipated contingencies. E. Assistance During the Bidding Process The Consultant shall assist City of Perris during the bidding process. The Consultant shall respond to questions from the prospective bidders, conduct pre-bid meetings as needed, and shall prepare written addenda as necessary. The Consultant shall review all bids submitted and make appropriate recommendations on contractors abilities to complete the work. The Consultant s review shall include the preparation of bid abstracts and a bid comparison document. The Consultant will be present at the bid opening. F. Construction Administration & Inspection The construction administration services provided by the Consultant will require at least one qualified individual to provide construction oversight services. The Consultant shall review and make determinations regarding contractors Shop Drawings, Submittals, Requests for Information (RFI s), product substitutions, change orders and other related documents. The Consultant shall call and conduct bi-weekly construction meetings during construction and prepare meeting minutes. City of Perris Competitive Proposals Architectural Services 3

4 The Consultant shall provide coordination to governmental and funding agencies as required, and serve as representative for the coordination and communication activities with the general contractor, city, utility companies, and other agencies. The Consultant shall review Contractor s Payment Request for accuracy. The Consultant shall review and negotiate construction change order requests and claims. G. Final As-Built Drawings The Consultant shall assist the general construction contractor in recording and maintaining a set of As-Built drawings that will be finalized into a formal AutoCAD set and delivered electronically, plus an unbound mylar hard copy to City of Perris upon completion of the project. An electronic copy of the construction specifications shall also be provided to City of Perris. E. Submission of Qualifications The Competitive Proposal shall be prepared on company stationery and shall include the following items as minimal information for consideration by City of Perris: Name and address of architectural firm submitting qualifications. Description of firm s services and abilities that relate directly to this project, as well as brief general resume of the firm. Identification of firm s staff who will be assigned to the project, their experience and qualifications. Brief description of the project team s organization, including the designee as project manager. A critical path management schedule for the project that describes timelines for an on-time completion of the project. Summary of the firm s qualifications and experience on similar projects, such as skills training and multi-purpose learning classrooms. Summary of firm s qualifications and experience on architectural design and construction methodology that provide for a rapidly constructed, cost effective, aesthetically pleasing structure suitable for the intended purposes. Summary of the firm s experience with Federally funded construction projects. References from clients for whom the firm has provided services to projects that have been completed in a timely manner. Identification of potential firms, consultants, or joint venture partners providing subcontract services to the firm. City of Perris Competitive Proposals Architectural Services 4

5 Provide a statement regarding your acceptance of conditions or any deviations you request of the City of Perris Insurance Requirements, which are attached as Attachment A. The Competitive Proposal shall be limited to 25 pages or less, prepared in text no smaller than 10-font. 6 Evaluation of Submissions by City of Perris City of Perris will use a point system to evaluate Competitive Proposals to serve as Consultant to this project. The following items will serve as major criteria in this evaluation: The Consultant s scope of work, methodology, and work plan (maximum score 25 points). The Consultant s general experience, qualifications, and ability to perform timely execution of the project work (maximum score 25 points). The Consultant s specific experience on similar projects, particularly its reported quality levels, its budget control, and responsiveness to clients (maximum score 25 points). The Consultant s references (maximum score 25 points). BONUS - The Consultant s direct project experience with U.S. Department of Commerce, Economic Development Administration (EDA) funded projects (maximum bonus score 15 points). Q&A All questions shall be submitted in writing to Rebecca Rivera via to rrrivera@cityofperris.org. Last day to questions is December 27 th 3pm. All submittals shall remain firm for sixty (60) calendar days following the last day to receive Competitive Proposals. Any submittal received beyond the due date indicated in this Request For Competitive Proposals will not be considered. The selected Consultant will enter a negotiated Professional Services Agreement (PSA) using AIA Contract with City of Perris prior to the start of the project. In the PSA, the Consultant will agree to provide all basic services for the definable scope of the project for a fixed fee. 7 EXHIBIT A - INSURANCE REQUIREMENTS Consultant shall procure and maintain, at its sole cost and expense, in a form and content satisfactory to City, during the entire term of this Agreement including any extension thereof, the following policies of insurance: (a) Commercial General Liability Insurance. A policy of commercial general liability insurance using Insurance Services Office "Commercial General Liability" policy form CG 00 01, with an edition date prior to 2004, or the exact equivalent. Coverage for an additional insured shall not be limited to its vicarious liability. Defense costs must be paid in addition to limits. Limits shall be no less than $1,000, per occurrence for all covered losses and no less than $2,000, general aggregate. (b) Workers' Compensation Insurance. A policy of workers' compensation insurance on a state-approved policy form providing statutory benefits as required by law with employer's liability limits no less than $1,000, per accident for all covered losses. (c) Automotive Insurance. A policy of comprehensive automobile liability insurance written on a per occurrence basis in an amount not less than $1,000, per accident, combined single limit. Said policy shall include coverage for owned, non- owned, leased and hired cars. (d) Professional Liability or Error and Omissions Insurance. A policy of insurance in an amount not less than $1,000, per claim with respect to loss arising from the actions of Consultant performing professional services hereunder on behalf of the City. In the event that the Consultant is authorized to subcontract any portion of the work or services provided pursuant to this Agreement, the contract between the Consultant and such subcontractor shall require the subcontractor to maintain the same policies of insurance that the Consultant is required to maintain.
