1 REQUEST FOR PROPOSALS TO PREPARE Plans and Specifications For Noyo Center Chalet Improvements Letter Proposal Due Date: May 22, 2015 The City of Fort Bragg (the City ) is seeking letter proposals from qualified architects/engineers interested in preparing plans and specs for a foundation, deck and stairs for a 437 SF chalet for the Noyo Center for Marine Science (Noyo Center). The construction project will also include moving the building to the site and some thought will need to go into designing the foundation to merge well with the moving operation. Project Context In 2011, the City acquired an 11-acre piece of coastal property adjacent to the Noyo Headlands Park site with a grant from the State Coastal Conservancy. The property is intended for development of the Noyo Center, a marine science campus envisioned to provide scientific research, education, interpretation, and stewardship programs. Work on the Noyo Center project has progressed from an initial feasibility study to a strategic plan, then formulation of a detailed project program, schematic designs, environmental review and permitting. The City developed the schematic designs for the facility in In 2012 Georgia-Pacific donated the Chalet (aka the Visitor Center) located on the Mill Site for reuse as a classroom on the Noyo Center. Chalet (aka Visitor Center) The Visitor Center is a 437 square foot redwood building. It is in excellent condition and would be relatively easy to move due to its size and because the building has been constructed on piers with 4X6 floor joists three feet on center. City Council has directed staff to relocate the Visitor Center to the Noyo Center property. This will require moving the building, as well as construction of a foundation, stairs and ADA ramp. In the near term the building would not be staffed, but could be used for classroom activities, interpretation and events. Please see photos of the building below.

3 Existing Foundation and framing of Chalet The Fire Department has determined that the building will not need a sprinkler system due to its size. The Building Department has determined that it will not need an additional exit due to its size, and it will not have to comply with Title 24 as it will not be a conditioned space. Staff is seeking a letter proposal from an architect or structural engineer to complete plans and specifications for the construction of a foundation, simple 200 SF deck, stairs, and a handicapped accessibility ramp to the deck. The City does not have significant funds for this project so the City is seeking a simple and functional design that can be constructed for less than $24,000 total. The site location is illustrated in the aerial photo below. The Site is approximately 100 feet from the bluff edge and so the foundation must be engineered for wind loads. 4 Subject Site Chalet proposed location Coastal Trail Chalet existing location Preferred Consultant Skills and Experience The City seeks proposals from architects or structural engineers with a background and professional experience in designing structures that are exposed to severe weather conditions on the Mendocino Coast. SCOPE OF WORK This contract would consist of the following tasks: The City of Fort Bragg is seeking proposals from qualified architects/structural engineers interested in providing design services to the City for the Chalet. Services for this project will include preparation of: Construction drawings for Chalet foundation, 200 SF deck, stairs and handicapped accessible ramp; and Specifications of all materials and hardware for above. Specific tasks include: 1. Project kick-off meeting, Site Tour. The project kick-off meeting and site tour will be with the City s project team (consisting of the City Manager, the Director of Community Development and the Noyo Center Executive Director). This meeting will be utilized to discuss the goals and challenges of the site and to develop and select a design solution for building orientation, and deck and ADA ramp location. 2. Prepare construction drawings for foundation, deck, stairs and handicapped accessible ramp. Page 4

5 3. Develop specifications for all materials and hardware for foundation, deck, stairs and ramp. 4. Provide expert opinion regarding any building stabilization measures necessary for successful building move. Deliverables will consist of: Construction drawings Specifications One (1) original and (1) electronic and five (5) copies of the construction drawings and specifications. Proposals due: May 22, 2015 Selection: May 30, 2015 PROPOSAL SUBMITTAL REQUIREMENTS 1. Proposal Due Date: Proposers should send five (5) copies of the completed proposals and cost bid to the City and five (5) copies of the completed proposals and cost bid to Georgia-Pacific so that that they are received by each party no later than 5:00 p.m. on May 22, 2015 to: City of Fort Bragg Attention: Cynthia M. VanWormer, CMC, City Clerk 416 North Franklin Street Fort Bragg, CA Format: Letter proposal should be 8½ x 11 inches, printed two-sided on recycled paper organized in sections following the order specified under Contents. 3. Contents: Proposal shall contain the following information A. Firm Description & Relevant Experience Provide a brief (paragraph) description of your firm and relevant experience. C. Key Personnel Qualifications Identify key personnel who will work on the project and a summary of relevant experience. D. References List three clients for whom similar work has been performed, with name, title, and phone number of a contact person. E. Scope of Work Provide an explanation of tasks associated with the project, including any changes to the scope of work that the City has illustrated above. F. Budget and Schedule of Charges Provide a Not to Exceed budget broken down by scope of work task. G. Work Schedule Page 5

6 Provide a brief time schedule for the completion of work based on the Scope of Work noted above. The City anticipates a three month time horizon for completion of the work depending on the architect(s) schedule. H. Insurance The individual or firm receiving the contract shall procure and maintain for the duration of the contract, insurance against claims for injuries to persons or damages to property that may arise from or in connection with the performance of the work hereunder by the consultant, his agents, representatives, employees, or subcontracts as set forth in Section 11 of Exhibit A which is attached hereto and incorporated by reference herein. The cost of such insurance shall be included in the consultant s proposal. Selected consultant will be expected to provide proof of all required insurance coverages and endorsements within five (5) work days of notification of selection. I. Consultant Agreement The City s standard consultant services agreement is attached as Exhibit A. Please identify if your firm would have any issues with the provisions of the City s standard consulting services agreement, including types and amounts of required insurance coverages and applicable endorsements. EVALUATION CRITERIA Proposals will be evaluated on the basis of the following criteria: Capabilities and resources of the firm. Qualifications and experience of key individuals. Cost. Schedule for completion of work. 5% preference for local team member. The above selection criteria are provided to assist respondents and are not meant to limit other considerations that may become apparent during the course of the selection process. OTHER CONSIDERATIONS The City reserves the right to reject any and all proposals for any reason or for no reason. This Request for Proposals does not commit to award any contract, pay any costs incurred in the preparation of proposals, or to procure or contract for supplies or services. The City reserves the right to negotiate with any qualified source or to cancel, in part of or in its entirety, this Request for Proposals, if it is in the best interest of the City to do so.
