3 UNDERWATER INSPECTION REPORT SUMMARY The substructure units inspected at Bridge 70535, Piers 1 through 3, were in overall good condition with no defects of structural significance observed. A localized scour depression was observed around the perimeter of Pier 3. A moderate accumulation of timber debris was observed at the upstream nose and along the west face of Pier 2. Heavy embankment erosion was observed along the west shoreline. A large area of general scour was observed around Pier 1, and extended downstream of bridge. INSPECTION FINDINGS (A) The concrete was smooth and sound with no notable defects. (B) A 10 foot radius scour depression 5 to 6 feet deep was observed around the perimeter of Pier 3. (C) The channel bottom consisted of silty clay and rocks with 12 inches maximum probe rod penetration. (D) A moderate accumulation of timber debris consisting of 1 foot diameter and smaller logs and branches was observed at the upstream nose and along the west face of Pier 2. (E) The channel bottom consisted of silty clay with 6 inches maximum probe rod penetration along the east face and 6 inch diameter rocks along the west face of Pier 1. (F) Heavy embankment erosion along the west shoreline consisting of up to 5 foot high vertical banks. (G) General scour observed around Pier 1, up to 12 feet deep adjacent to pier, and up to 18 feet deep downstream of bridge. Area was up to 40 feet wide and extended approximately 150 feet downstream. RECOMMENDATIONS (A) Consideration should be given for an in-depth scour analysis given the change in channel bottom elevations compared to the 2012 underwater inspection and the large area of general scour at Pier 1 and downstream of bridge. Additional investigation may include underwater imaging (Blueview) which is available through the MnDOT Bridge Office. 6 UNDERWATER INSPECTION INSPECTION PROCEDURES The routine underwater inspection of Bridge (CSAH No. 1 over the Minnesota River) was completed on June 7, The underwater inspection was conducted from a 14 foot boat. The inspection was conducted by a team consisting of a PE-Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. The inspection utilized commercial dive equipment and techniques (SSA and/or SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour. The bridge elements inspected consisted of three reinforced concrete piers. According to the bridge inventory or design drawings, Piers 1 through 3 were supported by rectangular footings founded on piles. Inspection procedures followed FHWA guidance and MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routing underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II efforts. Page 6 of 18
