1 MINUTES OF THE MUNICIPAL PLANNING COMMISSION Tuesday, April 4, 2000 Red Deer County Council Chambers, County Office Present: Chairman G.W. Gehrke, Members P.T. Archibald, S.M. Bell, G.C. Bonnett, and Recording Secretary N. Lougheed. 1.0 CALL TO ORDER Chairman G.W. Gehrke called the meeting to order at 9:30 a.m. 2.0 AGENDA MPC Moved by P.T. Archibald to approve the agenda as submitted. 3.0 APPROVAL OF THE MINUTES MPC Moved by T.J. Lougheed to approve the minutes of the Municipal Planning Commission meeting of March 21, 2000, as circulated. 5.0 NEW BUSINESS 5.1 Lee Loeppky Lot 8, Block 1, Plan Rge Rd 280 NE Red Deer County, AB 2 Acres T4S 2C9 Country Residence District A Requesting approval to construct a m 2 accessory building on the above site. It is a discretionary use to construct an accessory building over 93 m 2 and approval from the Municipal Planning Commission is required. The property is located approximately 1 mile west of the City of Red Deer in the Corner Gates subdivision. The applicant is proposing to construct the accessory building for personal use only (work shop and RV storage). The building will be wood frame with stucco exterior to match the existing residence. MPC Moved by P.T. Archibald to approve the application of Lee Loeppky to construct a m 2 accessory building on Lot 8, Block 1, Plan , NE , subject to the following conditions: 1. The exterior finish to complement the existing residence and surrounding area development. 2. The maximum height shall not exceed 6 metres (20 ).

2 Minutes of the Municipal Planning Commission, April 4, 2000 Page Michael and Caroline Lenz Lot 8, Block 1, Plan Box 22, RR#3, Site 11 SE Innisfail, AB 1.2 Acres T4G 1T8 Seasonal Residence District S RES Requesting approval to construct an 880 sq. ft. accessory building within the front yard on the above site. The bylaw states that with the exception of Agricultural A and B Districts, no accessory building or any portion thereof shall be placed within the front yard of any lot unless otherwise approved by the Development Authority. The property is located approximately 11 miles west and 1 mile south of Innisfail in Silver Lagoon Estates. The applicant is proposing to construct the accessory building which will include a loft for a hobby room. The building will be wood frame with cedar siding. The applicant has advised that the building cannot be located in the rear yard because of the location of the well and the septic field. MPC Moved by G.C. Johnson to approve the application of Michael and Caroline Lenz to construct an 880 sq. ft. accessory building within the front yard of Lot 8, Block 1, Plan , SE , subject to the following conditions: 1. The exterior finish to complement the existing residence and surrounding area development. 2. The maximum height shall not exceed 6 metres (20 ). 5.3 Bemoco Land Surveying Lot 2, Plan #21, Avenue NW Red Deer, AB 2.13 Acres T4N 2B4 Requesting a 6.48-metre (21.7 ) rear yard setback relaxation as it applies to the location of an existing shop on the above site. The bylaw requires that a rear yard setback of 7.5 metres (25 ) be provided. The property is located approximately 4 miles west of the City of Red Deer on the Burnt Lake Trail. County records indicate the shop was constructed prior to A boundary adjustment was approved in 1976 to accommodate the location of the shop as it had been encroaching onto the balance of the quarter. The County has no record of any objections with regard to the location of this shop. MPC Moved by M.J. Lewis to approve the application made by Bemoco Land Surveying for a 6.48-metre (21.7 ) rear yard setback relaxation as it applies to the location of an existing shop on Lot 2, Plan , NW , subject to the decision being advertised in a local newspaper and no appeal against said

A greenhouse is considered a permitted use; however, sales from the site is considered discretionary and requires the approval of the Development Authority. The property is located approximately 3 miles east of the City of Red Deer on Twp Rd 382 and ½ mile north on Rge Rd 264. There is currently a residence, detached garage, greenhouse, and two cold frame buildings on the property. The applicant is proposing to begin a commercial greenhouse business for the sales of bedding plants, flowers, etc. The office is within the applicant s home. The majority of traffic will be in the spring. Advertising will be through the newspaper and flyers. A 4 by 8 sign is proposed for the corner of Rge Rd 264 and Twp Rd 382. A separate sign permit will be required as the lands involved are under separate title. As this will be a family-run business, no employees are required. MPC Moved by G.C. Johnson to approve the application of Howard Blomgren for a commercial greenhouse on Lot 2, Block 3, Plan , SE , subject to the following conditions: 1. The applicant arranging for and obtaining approval from the County Fire Department to ensure compliance with the Fire Code. 2. The applicant submitting a separate application for the proposed sign. 5.5 Robert and Doris Nanninga SE Box 17, Site 12, RR#1 160 Acres m/l Innisfail, AB T4G 1T6 Requesting approval of a home occupation - major (craft sales, artistic paint instruction) on the above site. A home occupation - major is considered a discretionary use and requires the approval of the Municipal Planning Commission. The property is located approximately ½ mile south of the Hamlet of Raven on Twp Rd 42. The applicant is proposing to operate an arts and crafts shop and provide instruction of artistic painting by renovating the existing attached garage to accommodate the use. The office will be located in the craft shop. The applicant anticipates that there will be up to two people per week. A 4 by 5 gate sign is proposed. No employees are required. MPC Moved by T.J. Lougheed to approve the application of Robert and Doris Nanninga for a home occupation - major (craft sales, artistic paint instruction) on Pt SE , subject to the following conditions: 1. The applicant arranging for and obtaining approval from the County Fire Department to ensure compliance with the Fire Code. 2. The decision being advertised in a local newspaper and no appeal against said A note will be added to the notice of decision advising the applicant to obtain a building permit in order to confirm compliance with the Alberta Building Code. 5.6 Western RV Country Lot 1, Block F, Plan

Sales, service and rental of RVs is considered a discretionary use and requires the approval of the Municipal Planning Commission. The property is located south of the City of Red Deer in the Petrolia Park subdivision. The applicant is proposing to operate the business within a recently constructed building. Six people will be employed and display of the RVs will be within the rear yard adjacent to Poplar Street. A sign permit application will be submitted at a later date. MPC Moved by M.J. Lewis to approve the application of Western RV Country for the sales and service of new and used RVs on Lot 1, Block F, Plan , SW , subject to the following conditions: 1. The applicant arranging for and obtaining approval from the County Fire Department to ensure compliance with the Fire Code. 2. The decision being advertised in a local newspaper and no appeal against said A note will be added to the notice of decision advising the applicant to obtain a building permit in order to confirm compliance with the Alberta Building Code. 5.7 Phoenix Construction Inc. Lot 3, Block 1, Plan #8, Avenue NE Red Deer, AB 1.34 Acres m/l T4P 1M8 Highway Commercial District HWY C Requesting approval of use (merchandise sales) and a 2-space parking space relaxation in connection with a proposed m 2 building to be occupied by Scott s Parable Christian Stores on the above site. Merchandise sales are considered a discretionary use and require the approval of the Municipal Planning Commission. The bylaw requires that 63 parking spaces be provided in this instance, and the applicant is proposing 61 parking spaces. The property is located south of the City of Red Deer in Gasoline Alley West. The proposed building will be smooth stucco, giant brick vaneer with metal cladding. In addition to a sales area, a coffee bar with seating for 28 people is proposed. The landscaping meets the existing and future landscaping requirements for development in the major corridor. The site is serviced by both sewer and water. Offsite Levies and Transportation Contribution are applicable for this development. MPC Moved by G.C. Johnson to approve the application made by Phoenix Construction Inc. for approval of use (merchandise sales) and a 2-space parking space relaxation in connection with a proposed m 2 building to be occupied by Scott s Parable Christian Stores on Lot 3, Block 1, Plan , NE , subject to the following conditions: 1. Site drainage plan shall be submitted to and approved by the County. 2. Site servicing plan shall be submitted to and approved by the County. 3. Access details shall be submitted to and approved by the County. 4. Paving shall be completed on or before September 1, Landscaping details shall be submitted to and approved by the County. 6. Landscaping shall be provided as per the approved plan on or before September 1, 2001.

The decision being advertised in a local newspaper and no appeal against said 5.8 Brian Corazza Lot 1, Block 2, Plan Box 821 NE Blackfalds, AB 1.42 Acres T0M 0J0 Requesting a 6-metre (20 ) left side yard relaxation and a 1.8-metre (6 ) right side yard relaxation as they apply to the location of a proposed mobile home on the above site. The bylaw requires that a side yard setback of 7.5 metres (25 ) be provided. The property is located approximately 1 mile east of the Town of Sylvan Lake and 1 mile south on Rge Rd 11. The subdivision was approved in A restrictive covenant was registered on the title with regard to soil conditions, specifically the water table. MPC Moved by S.M. Bell to approve the application of Brian Corazza for a 6-metre (20 ) left side yard relaxation and a 1.8-metre (6 ) right side yard relaxation as they apply to the location of a proposed mobile home on Lot 1, Block 2, Plan , NE , subject to the following conditions: 1. Confirmation of compliance to the conditions of the restrictive covenant shall be completed by a licensed member of The Association of Professional Engineers, Geologists, and Geophysicists of Alberta, retained by and at the expense of the developer, who has designed the Improvements and supervised the installation of the Improvements as required by the agreement shall be submitted to the County. 2. The decision being advertised in a local newspaper and no appeal against said 5.9 Randy and Marty Kandt Lot 2, Block 2, Plan Twp Rd 392 SE Red Deer County, AB 2.12 Acres T4S 1X5 Country Residence District A Requesting approval to construct a m 2 accessory building on the above site. It is a discretionary use to construct an accessory building over 93 m 2 and approval from the Municipal Planning Commission is required. The property is located approximately 2 ½ miles north of the City of Red Deer adjacent to Spruce Lane Acres subdivision. The applicant is proposing to construct the accessory building for personal use only (storage of quads, lawn mower, snow blower, pickup and RV). The building will be wood frame with stucco exterior.

Bell to approve the application of Randy and Marty Kandt to construct a m 2 accessory building on Lot 2, Block 2, Plan , SE , subject to the following conditions: 1. The exterior finish to complement the existing residence and surrounding area development. 2. The maximum height shall not exceed 6 metres (20 ) Dalziel Enterprises Ltd. Lot 1, Block 2, Plan Box 519 E ½ 11 and W ½ 12, Didsbury, AB 6 Hectares (15 Acres) T0M 0W0 Public Airport District PA - Innisfail Airport Requesting approval to locate and construct a hay processing facility on a 6 hectare (15 acre) site at the Innisfail Airport. The lands are zoned Public Airport District which may allow this proposal as a discretionary use as a packaging, bottling, boxing plant. In fall 1999, Council approved the lease of 6 hectares (15 acres) to Dalziel Enterprises Ltd. for the proposed use. The lease conditions have been agreed to, but the final signed documents have yet to be returned to the County. The proposal is for a plant that dries and compresses the hay for the overseas market. Hay is brought to the site where its moisture content is reduced then compressed and packaged into 40-foot containers for transport. A hay processing building (80 by 263 ) surrounded by a series of three-sided 60 by 150 hay storage sheds will be located on the site. There will also be two office trailers, a weigh scale, and two storm water ponds which double as water reservoirs for fire fighting purposes. The property is located approximately 3 miles north and 2 miles west of Innisfail, immediately south of Hwy 54; therefore, approval from Alberta Infrastructure is required. Access to the site will be via an extension of the existing airport access road, which will be built to County standards by the developer. The existing airport access road will need to be widened to meet the requirements of this proposal. This widening will be at the expense of the developer. The site is located on the extreme east side of the airport lands, well away from all airport related facilities. The nature of the business should not cause any interference with the operation of the airport, hinder air traffic movements, nor pose a safety hazard to aircraft. The site, currently cultivated by the Canola Council, slopes from west to east, with an elevation change of approximately 2 metres. A drainage plan is necessary. The developer has hired EXH Engineering to complete this work which is being designed in conjunction with the road design. There is power to the airport lands; however, on-site services are required along with extensions of utility services. The local gas cooperative needs to upgrade and extend its line to the site to meet the developer s needs. Water will be via a on-site well and sewage will be via on-site disposal. Archibald to approve the application of Dalziel Enterprises Ltd. to locate and construct a hay processing / packaging plant on a 6 hectare (15 acre) site at the Innisfail Airport, Pt Lot 1, Block 2, Plan , E ½ 11 and W ½ 12, , subject to the following conditions: 1. The lease agreement to be signed.

All site servicing to be in accordance with the Water Act. 4. The applicant to obtain approval for the proposal from Alberta Infrastructure and a copy of said approval to be submitted to the Development Officer. 5. The proposed road to be constructed to the standards of Red Deer County at the expenses of the developer. 6. All buildings to comply with the Fire Code. 7. The developer to pay for the widening of the existing airport access road. 8. A landscaping plan to the satisfaction of the Development Officer to be submitted and all landscaping be in place on or before September 1, The decision being advertised in a local newspaper and no appeal against said 7.0 ADJOURNMENT MPC Moved by S.M.
