There is no room to work safely in these streets and keep the flow of traffic. The room needed to safely install the pipe and maintain OSHA standards for safety is not possible. No roadway closings other than provided in bid documents are allowed. The brick speed humps look like they are asphalt and saw cut a brick design and then painted red. Is there an alternate method that would be accepted? Speed humps are to be restored to the pre-existing condition of a textured asphaltic surface, obtained by heating asphalt and stamping and coloring. Method and subcontractor, if used, to be approved by the City. Will the supporting of the signalization poles be compensated in the contingency item? No; pole support to be included in unit price for the force main. Water for Testing, Pigging and HDD pipe installation: Will the city supply the water or does the Contractor have to compensate for the use, and if so what would the cost be per gallon? Contractor must purchase water from the City. Contact the City s Water Resource Department at for meter and water usage fees.

Both pay item and plan sheet calls for 15 sewer replacement. Pay item description M-11.4 incorrectly specifies 12 sanitary sewer replacement. Pay item description will be changed to 15. The gas line demo: Is the Contractor responsible for hauling off the demo materials or does the gas company want it returned? Contractor is responsible for disposal of demolished gas line. Are all the fittings on the plans to be included in the pipe or in the contingency item? Fittings shown on the plans are to be included in pipe unit price. Item F-2.6D Surface Casing: Is there a design for installing this casing and if so is the spec available on the installation? The tech specs call for all casings to be grouted is this necessary for the surface casing? Contractor s option in accordance with HDD work plan. Q10. Will the City be doing all the shut downs for the cut and plug on the existing pipe lines? R10 Q11 R11 Q12 R12 Yes Resurfacing Asphalt Item N-1.1 calls for Type S-1 asphalt and also in the tech specs. This is in direct conflict with City specs for the type of asphalt that is accepted in St. Petersburg. Is the right spec available to price the correct asphalt mix? Type S-1 asphalt is specified in paragraph 8.06 Asphaltic Concrete Surface Course and Binder Course of technical specification Section 8 Paving Materials. Can the 54 steel surface casing pipe be reduced to a smaller diameter capable of receiving the reamer and carrier pipe? (used at both the entry and exit of the 30 HDD).

Can the RCW that is to be replaced from to be placed out of service during construction of the FM and new RCW line? Yes What is the method of installation for the 54 Surface Casing? It was stated at the prebid conference that the pipe is to be pounded in to a point of resistance and then halted. Can written installation methods and contact information be provided for the consultant who developed the method? It was stated that the casing would have a special end Is this information provided in the bid documents? The pay items for the Staked Silt Fence and Synthetic Bales are Lump Sum pay items. Unlike Parts B & A, there are no erosion control plans or any silt fence or bales shown on the plans. Since they are not shown, bidding as a lump sum doesn t appear the best way to address these items. Can these items have a pay quantity provided so we can be paid as needed based on the City s direction? R17 Refer to reissued Drawing No. 06A, General Notes, Sediment and Erosion Control, notes 1-4 and Standard City Details for erosion protection measures S40-92, 93, 94 added to Appendix B. The notes and details give direction for the project erosion and sediment control measures. In particular, Note 1 indicates the Contractor is responsible for preparing a best management plan (BMP) for sediment and erosion control. The plan shall be submitted for review to City of St. Petersburg. The Contractor shall obtain approval a minimum of 2 weeks prior to the start of

4 Page 4 of 5 construction. Note 4 indicates Best management practices to meet all City of St. Petersburg Specifications. No unit price quantities will be provided for Staked Silt Fence and Synthetic Bales. Q18 R18 Is there documentation of the contamination in the vicinity of MLK and 22 nd Ave? HSA Engineers and Scientists Dewatering Discharge Permitting Compliance Report has been placed on the City s web site Q19 R19 Q20 Has there been a contamination plume identified? Plume has not been delineated. Does the City have a list of approved Environmental Consultants for consideration on this Project? R20 Environmental Consultant selection is the Contractor s choice. The City presently employs the following Environmental Consultants which the Contractor does not have to use: Cardo TBE, ECT, HSA Engineers and Scientists, and URS Corp. Inc. Q21 Only three storm structures were found in the plans, whereas proposal form calls for six to be replaced. R21 Five storm structures are to be replaced: D64, D70, D77, D81 and D85. Pay Item M-30 quantity has been reduced from six to five. Q22 R22 Q23 R23 Q24 R24 Is there a pay item for gas line removal? No; gas line removal cost is to be included in Pay Item Clearing and Grubbing. What testing is required for sanitary sewer line replacement? Only closed circuit television video camera inspection in the presence of the City is required for point repairs shown on the plans. The length of HDD pipe, according to stationing on the plans, does not match length in proposal form. Pay Item quantity for HDD pipe represents 1677 LF of pipe measured along drill path and 109 LF of contingency pipe for a total of 1786 LF. Contractor will be paid for actual length of HDD pipe installed as previously approved by the City.

Submittals to be signed and sealed by a Florida Registered Engineer are specified in paragraph 1.05 submittals, Section Horizontal Directional Drilling.
