1 TG Structural Steel Superstructure Questions are numbered in the order received. Numbers missing in the sequence either have been answered in a previous response set or will be included in a future response set. Question No. Date Submitted Drwg. No. Spec. No. Other Ref. Question Response We have asked numerous questions to clarify some major issues which we and the anticipated fabricators have encountered in the bidding phase of this project, specifically 31 questions. To date, we have not received any clarifications to our questions. As such, unless the clarifications to our questions will be received in the next day or so, we, that is both ourselves and the fabricators who are anticipating to bid this project, will not be in a position to submit a bid estimate on February 7th. As we have noted in our questions, we are specifically concerned about some components that will not be able to fall under the Buy America provisions, and the scope of work which we feel is in question. As we had requested, we would like an opportunity to discuss some of the bid issues in a second pre-bid meeting in order to help you establish a good understanding of these issues and therefore minimize the cost for this project. We therefore request that the bid opening be further extended by at least two to three weeks. An additional pre-bid meeting will not be scheduled We request that Webcor Obayashi schedule a second pre-bid meeting with all of the qualified bidders and fabricators to address some of the major technical and commercial issues of this project. We feel that a meeting would be much more fruitful than just submitting written questions since some of the issues require extensive dialogue. We understand than we will probably not be able to take away responses from this meeting, but the goal is to make Webcor-Obayashi understand the bidders concerns. An additional pre-bid meeting will not be scheduled Exhibit A - Page 18, Section 3H Please define the limits of the platform to be installed by the TG07.1 subcontractor which will be used by the follow-on trades. Unless a drawing showing the limits of the platform and the required loading criteria is given, we cannot provide an appropriate price for this item. We suggest that this portion of the scope be deleted and incorporated as a change order at a later date when input from all parties involved can be incorporated into the design and construction of the platform. The Temporary Vehicle and Pedestrian Protection was removed from the TG07.1 scope in Addendum #7. Standard protection requirements for TG07.1 remain as defined in the contract documents S Please reference Plan S between grid lines 14 & No, this detail does not apply at the February 20, 2013 TG Bidder Q&A Response Set No. 8 Page 1 of 8

For areas of ¼" per foot slope (includes sloped bus deck and sloped roof areas), beams are to be set so that the web of the beam is perpendicular to the floor slab. No. Detail 3/S does not apply. Where the slab transitions from slope to flat, the detail is similar to typical detail 5/S where one side is sloped. The deck shall break at the transition. The right hand detail of 3/S will be removed from the documents. This change will be made after award of the contract. See response See section 1/S that is referenced from the plan. The HSS 4x4 shall be welded to the top of spandrel wide flange beam as well as the top of the interior wide flange beam (3/16" flare bevel, each side, 3" typ). Additionally, please define specific limits for the material deflection screen. - Identify / define all requirements so the temporary structure can be certified per page 19, paragraph 2, line 4. - Per page 19, paragraph1, lines 2 ]3 A Minimum of two points of Access and Egress must be provided to each end of platform, please identify the intended user(s) for access and egress (ie: craft / labor, construction / delivery vehicles, equipment, etc ), so that adequate access and egress can be estimated for design, fabrication and installation If further specific information is not provided, we will be unable to submit an accurate price for this required bid item. Please provide this information in a timely manner so we can adequately prepare, design and estimate the required elements of this bid item The project bid date has been moved from January 10th No updated concept schedule will be 2013 to March 7th The current concept Schedule provided, but the logic remains the is based on the project being bid on January 10th same. Please provide a revised concept schedule that accommodates the extension of the project bid date What are the minimum vertical and horizontal Refer to response dimensions the Street Protection Enclosure (SPE) needs to provide at each location? What are the materials and depths for the typical Refer to response section of the structure to be protected at each location? Does/can the existing, protected structure need to be Refer to response re-shored from below if the SPE footings are placed on the deck? Q and A state that Bid Item # 62 is no longer in the TG07.1 scope of work. The Schedule of bid prices (addendum 6) indicates that item # 62 is now to be included in item #35. Please clarify. The Bus Ramp Connection elements per sheet S are still part of the contract scope. Costs for the Bus Ramp Connection elements shall be included with bid line item #35, WIDE FLANGE BEAMS & GIRDERS ASTM A709, as shown in Exhibit A. 8 , Please clarify why these code sections are being B, 1, a & b & e deleted. We feel that these sections are important and & f need to be included as part of the requirements. Section , paragraph 1.2, B, 1 subparagraphs a & b & e & f do not exist. We assume the Bidder is asking about Section , paragraph 1.2.B.2. Section , paragraph 1.2.B.2, subparagraphs a through f are to be deleted and replaced with the following paragraphs: a. No provision of AISC 303 shall be effective to change the duties and responsibilities of the Owner, Contractor or Design Professionals from those set forth in these Contract Documents. b. Where discrepancies exist between the requirements of the Contract Documents and AISC 303, the requirements of the Contract Documents shall govern , B, 1, c If this section is being deleted, please provide us with the requirements of the project specification. it has not been provided. These changes will be made after award of the contract. We believe that the detail referenced in this question, 1.2.B.1.c, is a typo. It should be 1.2.B.2.c. If it is correct, please see response Penthouse framing with "not in package" note on sheets S and S is not in TG07.1 at this time, and the price should not be included in the bid. Bidder is referred to detail note 5 on details 5 & 6/S1-8004, which references A From this plan, the baseplates are identified and can be quantified & S S details 5 & 6 S and S shows the pent house framing selected and the note not in package. What package does this pertain to? TG07.1? Per the details above, we are to coordinate with the TG08 subcontractor to identify locations. Without having a TG08 subcontractor to coordinate with during the bidding period this is not possible to quantify. Please provide locations in order to accurately put an estimate to areas called out "coordinate locations of base plate with pkg TG08". February 20, 2013 TG Bidder Q&A Response Set No. 8 Page 8 of 8
