1 PUBLIC WORKS DEPARTMENT DESIGN & CONSTRUCTION DIVISION OCTOBER 2015 UPDATE TJERNE PLACE CHAIN LAKE ROAD TO WOODS CREEK ROAD This project involves extending Tjerne Place from Chain Lake Road to Woods Creek Road. Right-of-Way acquisition is needed along the length of the project. The proposed improvements include wide sidewalks on both sides of the road, two 12-ft travel lanes and a center turn lane, modifications to the existing signal at Chain Lake Rd and Tjerne Place, and a new driveway into the Safeway shopping center. Provisions are being made for a new signal at Woods Creek Rd, and will be installed depending on the cost of the project. We have a commitment from PUD to provide $1,000,000 and have received a $3,100,000 grant from TIB. Estimated Cost: $4,847,700 Construction Target: Begin Summer 2015; End Summer 2016 A lot of earth has been removed! The roadway cut has taken shape and the rough grade of the road can be seen. The contractor will continue to touch up the grading this month, finish the new concrete retaining walls by Emerald City Athletic Club, and begin working on storm, sewer and water utilities. 2 MAIN STREET PLAZA Lewis & E. Main Street The City received a grant from the Department of Ecology to separate the stormwater system from the sanitary sewer system. The project area includes: --Lewis Street south of Fremont Street to the alleyway north of Main Street. --Main Street from Lewis Street to Ferry Street. The work includes in-house design efforts to design a new storm drainage system that will infiltrate stormwater into the underlying soils. The design concept includes the installation of pervious concrete parking lanes along the streets that will capture and infiltrate street runoff into the underlying soils. This approximately 1,160 foot road project is anticipated to begin construction in the spring of W. Main Street In January of this year, the City decided to include West Main Street (between Lewis and Blakeley intersections) as an additional project to the 2015 construction season. The goal would be to create a uniform streetscape in the downtown corridor along Main Street. This project is slated for construction this summer, with a targeted completion date prior to the Monroe Fair Days Parade. This would give the option to hold a festival event on this block of Main Street in conjunction with the parade. This project is anticipated to begin construction in the summer of Both project phases are complete! The City had a ribbon cutting ceremony ahead of the Fair Days Parade to celebrate this milestone achievement. Page 2 of 12

Concept designs will be ultimately presented to Council for their review and selection of the preferred design, after which design documents will be prepared and be ready for contractor bidding. Funding is secured for design only. Additional funding will need to be sought for actual construction. The design consultant has provided City staff 30% Design (preliminary) drawings for review and comment. They will continue working on design development throughout the upcoming months. The targeted design completion date is the end of this year. 4 NORTH KELSEY LOT 8 UTILITIES PROJECT This Capital Improvement Project will redesign the stormwater system for a portion of the North Kelsey development area. The project will focus on modifying the existing stormwater facility within Lot 8, consolidating the storm system to free up space within Lot 8 for potential commercial development opportunities. The project is anticipated to occur in the summer and fall months of this year. 5 W. MAIN STREET SIDEWALKS The project scope includes installing a concrete sidewalk along the south side of W. Main Street between the Tester Road Roundabout and the future Housing Hope development. This would complete sidewalk connectivity between downtown and the Monroe High School, thereby increasing pedestrian safety and providing alternative modes of transportation. The City received a grant from TIB in the amount of $368,638 to help fund this project. Estimated Cost: $495,000 Construction Target: Spring 2016 The schedule has been revised to reflect construction of this project in the spring and summer months of Engineering staff are approximately 90% complete with the project plans and will be continuing their efforts to complete the design and prepare supporting documentation. The bid advertisement is targeted for the month of February. 6 179 th AVENUE SE SIDEWALKS The City of Monroe applied for and received a $372,500 grant from the Community Development Block Grant Program of Snohomish County s Housing and Urban Development. The concrete sidewalk will be installed along the west side of 179 th Ave SE, filling in gaps such that once the project is completed there will be a continuous sidewalk along the west side from Main Street to 157 th Street SE. Estimated Cost: $372,500 Construction Target: Summer 2016 The surveyor (Harmsen & Associates) is performing topographic surveying this month ahead of design efforts. We anticipate geotechnical soil explorations to occur in September along with beginning the design. 7 WOODS CREEK TRAIL PHASE I In 2011 plans were prepared for a new shared path along the west side of Woods Creek Road that would connect the downtown to the trail system coming down from The Farm development. The plans include a paved 10 wide trail, soldier pile retaining wall, and necessary storm drainage. At that time local funding carried the project only through design development. In 2014 the City received a grant from the Puget Sound Regional Council (PSRC) to construct the project. This grant award has a maximum payable amount of $1,718,000. The project is alive again and will be constructed in Estimated Project Cost: $2,071,000 (incl. design & construction) Construction Target: Summer 2016 The original design consultant (Otak) is under contract to revise the project documents and bring them to current design standards and account for the new Tjerne Place SE intersection. 8 SIDEWALK RAILROAD CROSSINGS FRYELANDS BOULEVARD & 179 TH AVENUE SE In 2015 the City received a $244,500 grant from the Community Development Block Grant (CDBG) program of Snohomish County. The purpose of this project is to provide safe pedestrian pathways across the existing railroad tracks at both the Fryelands Boulevard and 179 th Avenue SE street crossing locations. Estimated Project Cost: $291,500 Construction Target: Summer 2016 Engineering staff are coordinating plans with Burlington Northern Santa Fe (BNSF) for a wider access easement over the railroad tracks. The surveying consultant will prepare topographic mapping in support of the easement negotiation and pending crossing designs. The progress of design and eventual construction is heavily dependent on BNSF and the Utility Transportation Commission (UTC). With that understanding, we anticipate the design efforts to begin in the Fall of this year and have project documents complete and ready for contractor bid advertisement in the next summer. Grants sources include State and Federal resources and help defray the cost of maintaining and improving the City of Monroe's infrastructure. The following is a summary of grant activity that Public Works staff are involved in. Several are dependent on receiving grants, which will ultimately determine whether or not the City proceeds with the project. W. Columbia Street Water Main Upgrade & Street Preservation This project involves replacing an aging asbestos-concrete (AC) water main with a new ductile iron (DI) main ahead of milling the road surface and overlaying with new asphalt. The project limits would include from N. Kelsey Street west to 183nd Avenue SE. Construction Target: Spring 2016 Elizabeth Street Water Main Upgrade & Street Preservation This project involves replacing an aging asbestos-concrete (AC) water main with a new ductile iron (DI) main ahead of milling the road surface and overlaying with new asphalt. The project limits would include from N. Kelsey Street east to Madison Street. Construction Target: Spring 2016 Rivmont Drive Water Main Upgrade & Street Reconstruction This project involves replacing an aging asbestos-concrete (AC) water main with a new ductile iron (DI) main ahead of pulverizing the asphalt road surface in place and overlaying with new asphalt. The project limits includes the complete loop of Rivmont Drive. Construction Target: Spring 2016 Fryelands Asphalt Overlay City has applied for a grant through the Transportation Improvement Board (TIB) to grind and overlay segments of Fryelands Boulevard between Main Street and the 152 nd Street intersections. 10 Chain Lake Road Asphalt Overlay City has applied for a grant through the Transportation Improvement Board (TIB) to grind and overlay Chain Lake Road from the roundabout to Rainier View Road. 11 PUBLIC WORKS DEPARTMENT OPERATIONS & MAINTENANCE 2015 O&M DIVISION SMALL PROJECT UPDATE The maintenance work that City staff completes annually includes small improvement projects such as replacing a section of obsolescent water main, refurbishing a failed drainage infiltration system, or improving ADA access ramps at an intersection. These projects are minor enough in scope and budget to make it more cost effective to complete the work with in-house labor due to the reduction in required administrative overhead and outside contractor cost mark ups. : Listed below is an update for the small project schedule for 2015 and early South Taft Lane 200 Block to Freemont ST - AC water main repair, Sewer service repair Project complete, June, rd ST SE to 167th ST SE Open ditch culvert installation- Summer 2015 Completion will allow for previously open ditch to be filled in, reducing maintenance burden and allowing local property owner access to land Project 85% complete. Crosswalk marking refurbishment 8 locations Summer 2015 Completion will result in an increase in visibility of crossings. Project complete, September, block West Main St./ Leaders in Learning Campus - Crosswalk bulb out removal Late Summer 2015 Completion will alleviate drainage obstruction and allow for free drainage and reduced maintenance burden Project complete, July, 2015 SR2 - Street light LED repair and retro-fit - Winter 2015/2016 Completion will increase pedestrian and motorist safety on SR2 within the City s service area Vegetative Buffer Rehabilitation Phase I Summer 2015 Completion will eliminate the unnecessary soil berm and associated hazard trees along the trail. In lieu of a raised soil berm, a vegetative berm will be re-established at grade using approved coniferous and deciduous tree species that are sized appropriately for the site.
