5 WSAA Product Appraisal 13/ EXECUTIVE SUMMARY Issue 2 of this Product Appraisal Report replaces and updates PA 13/12 Issue 1 published in November Issue 2 of this report extends the range of polyethylene (PE) pipe sizes, manufactured by DM Plastics and Steel Pty Ltd, to include DN 225, 250, 280, 315, 355, 400, 450 and 500 pipe sizes in pressure classes PN6.3, PN8, PN10, PN12.5, PN16 and PN20 with a minimum required strength (MRS) class of 10 (PE100). Issue 2 also resolve a future work item identified in the previous version. Issue 1 is the original version incorporating PE pipe sizes DN 16, 20, 25, 32, 40, 50, 63, 75, 90, 110, 125, 140, 160, 180 and 200 in pressure classes PN4, PN6.3, PN8, PN10, PN12.5, PN16, PN20 and PN25 with a minimum required strength (MRS) class of 10 (PE100). DM Plastics and Steel Pty Ltd manufactures a range of WaterMark and Oceana Marked certified plain wall PE pipes to comply with AS/NZS 4130:2009 Polyethylene (PE) pipes for pressure applications for use in water supply, recycled water supply, and pressure sewerage systems. DM Plastics and Steel Pty Ltd s GOLDLINE METRIC Series 1 PE pipe is available in sizes DN 16 to DN 500 in Series 1 sizes. DM Plastics PE pipe is available in pressure classes PN 4, PN 6.3, PN 8, PN 10, PN 12.5, PN 16, PN 20 and PN 25 with a material class PE100 and PE80B. DM Plastics PE pipe is supplied in coils up to 300 m and straight lengths of 6 m and 12 m in all sizes. GOLDLINE METRIC PE pipe is available in black and black with blue / purple / cream stripes or co-extruded jacket (other colours at customer request) for water supply reticulation networks, recycled water applications, and pressure sewerage applications respectively. GOLDLINE METRIC PE is dimensionally compatible with AS/NZS 4129 compliant fittings of the same SDR rating. The means of jointing this PE pipe to third party PE pipe fittings is intended to be in accordance with PIPA Guidelines POP001 1 and POP003. NOTE 1: PIPA Industry Guideline POP001 sets out the principal requirements for equipment, jointing procedure, maintenance, servicing and calibration of equipment, records and training for jointing by socket electrofusion and saddle electrofusion. PIPA Industry Guideline POP003 provides a guide to the butt fusion of polyethylene pipe using AS/NZS PE pipe has been in use by the water industry for many years and is regarded as a mature product. When installed in accordance with the pipe manufacturer s instructions and operated within its stated performance capacity, PE pipe has proven to be a low maintenance product over a long service life. Polyethylene pipe systems should be installed in accordance with AS/NZS 2033:2008 Installation of Polyethylene Pressure Pipe Systems. DM Plastics and Steel Pty Ltd have Quality Management certification to ISO 9001:2008. Plastic pipe systems are commonly designed on the basis of 50 year extrapolated material test data. For correctly manufactured and installed systems, the actual life cannot be predicted, but can reasonably be expected to be well in excess of 100 years before major rehabilitation is required. Pipe life expectancy can vary with the quality of installation workmanship, system operating conditions, operating environment and other site specific factors. The appraisal concludes that:

6 WSAA Product Appraisal 13/12 6 (a) (b) The DM Plastics and Steel Pty Ltd Series 1 Polyethylene (PE) Pipe is fit for purpose and is suitable for use in water supply reticulation networks, recycled water applications, and pressure sewerage applications including vacuum systems. The quality certified company status of the manufacturer and product certification of the manufactured PE pipe has now been addressed to the satisfaction of the WSAA Appraisal Network. 1.2 Report Recommendation It is recommended that WSAA members and associates, subject to any specific requirements of the member or associate, accept or authorise the DM Plastics and Steel Pty Ltd PE pipe as detailed in this report for use in water supply reticulation networks, recycled water applications, and pressure sewerage applications including vacuum systems provided quality installation processes are followed as specified in the WSAA Polyethylene Pipeline Code - WSA 01 and manufacturer s requirements. 2 THE APPLICANT 2.1 The Supplier / Manufacturer DM Plastics and Steel Pty Ltd is a South Australian company manufacturing and supplying polyethylene pipes and related products for the Australian market. DM Plastics and Steel Pty Ltd manufacture products for rural, mining, viticultural and road/civil sectors. DM Plastics and Steel Pty Ltd head office and manufacturing site are based in Dry Creek (Adelaide). The manufacturing plant at Dry Creek, Adelaide SA is a 1.6 ha site. The facility provides many advantages for clients including the greatest number of adaptable extrusion machines in South Australia. This allows DM Plastics and Steel Pty Ltd to produce an extensive range of pipe classes, sizes and lengths. Additional company and product information is available at: 3 THE PRODUCT The DM Plastics and Steel Pty Ltd s GOLDLINE Metric branded Series 1 Polyethylene (PE) Pipe is manufactured in Australia in compliance with AS/NZS 4130:2009 Polyethylene (PE) pipes for pressure applications. The base PE100 resins for pipe and coloured jackets/stripes comply with AS/NZS 4130:2009 Section 7.3 Striping and jacket compounds. The DM Plastics PE pipe is available in black with blue / purple / cream stripes or jackets. (Other stripe and jacket colours are available by agreement with DM Plastics.) The pipe is supplied in either straight lengths or in coils for diameters DN 16 to 140. Refer to Table 4 The DM PE pipe range includes sizes from DN 16 to DN 500 in various PNs and SDRs as listed in the Certificate Schedules. For further detail, check with DM Plastics and Steel Pty Ltd. 4 SCOPE OF THE APPRAIS AL The Scope of this appraisal is described in Section 3 and the product range appraised is listed in the Certification Schedules. It applies to DM Plastics and Steel Pty Ltd PE pressure pipe manufactured to AS/NZS 4130:2009 Polyethylene (PE) pipes for pressure applications for use in drinking water, non-drinking water and wastewater applications, incorporating the following attributes: (a) Series 1. (b) Material Classification: PE100.

7 WSAA Product Appraisal 13/12 7 (c) Pressure Classes PN 4, PN 6.3, PN 8, PN 10, PN 12.5, PN 16, PN 20 and PN 25 as defined in AS/NZS 4130 Clause 6. (d) Sizes DN 16 to DN 500. (e) (f) Pipe Length 6 m and 12 m Coil Length - up to 970 m Pipe included in the Scope is also listed on the WaterMark and OceanaMark Schedules shown in Appendix C. 5 APPRAISAL CRITERIA 5.1 Quality Assurance Requirements The WSAA product appraisal network accepts polyethylene pipe manufactured in compliance with AS/NZS 4130 and duly verified by means of an ISO Type 5 product certification scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body (CAB) or by an equivalent international accreditation system recognised by JAS-ANZ. The manufacturer is generally expected to have a production management and control system that has been duly accredited in accordance with AS/NZS ISO 9001, as a prerequisite to undergoing a product certification audit. 5.2 Performance Requirements DM Plastics PE pressure pipe has been appraised for compliance with AS/NZS 4130:2009 Polyethylene (PE) pipes for pressure applications. The following Product Specifications are also relevant to this application. (i) (ii) WSA PS-207 Polyethylene Pipe (PE) Pipes for Pressure Applications Water Supply and Sewerage WSA PS-215 Polyethylene Pipe (PE) Property Service Pipes (PE) Pipes for Pressure Applications Water Supply Copies of the above Product Specifications can be found in Appendix C or downloaded from the WSAA website. 6 COMPLIANCE WITH APPRAISAL CRITERIA 6.1 Compliance with Quality Assurance Requirements DM Plastics and Steel Pty Ltd holds an ISO 9001:2008 quality management system licence for the manufacture and distribution of polyethylene pressure pipe and fittings, and other plastic and steel products at its manufacturing facility in Dry Creek, Adelaide, SA. A copy of DM Plastics and Steel Pty Ltd Certificate of Registration to ISO 9001:2008, issued by TQCS International Pty Ltd ( Certificate No. AU1178-QC is attached to Appendix B. Alternatively it can be downloaded from the TQCS website

8 WSAA Product Appraisal 13/ Compliance with Product Certification Requirements DM Plastics & Steel Pty Ltd s GOLDLINE Metric PE pipe manufactured at Dry Creek, Adelaide SA is WaterMark (Level 1), Licence No. WM product certified by IAPMO R&T OCEANA to AS/NZS 4130:2009. DM Plastics & Steel Pty Ltd GOLDLINE Metric PE pipe manufactured at Dry Creek, Adelaide SA is also OceanaMark, Licence No. OMK22260 product certified by IAPMO R&T OCEANA to AS/NZS 4130:2009. Copies of the above product certifications are attached to Appendix B. Alternatively they can be downloaded from the IAPMO R&T OCEANA websites. IAPMO R&T OCEANA WaterMark and OceanaMark certifications provide on-going assurance that the product is manufactured and tested to comply with AS/NZS 4130:2009 and any amendments and revisions issued while the licence is current. 6.3 Compliance with Performance Requirements Polyethylene (PE) compounds DM Plastics & Steel Pty Ltd manufactures PE pipe using polyethylene compound PE100 in accordance with the requirements of AS/NZS 4130:2009. The PIPA Polyolefin Technical Committee has evaluated the compounds used for PE pipe including coloured pipe jacket and stripe production by DM Plastics & Steel Pty Ltd and has confirmed their compliance with AS/NZS 4131 and their acceptability for use in PE pressure pipe manufactured to AS/NZS PIPA has accordingly scheduled the compliant manufacturers of these compounds in the Industry Guideline POP Testing of pipes The supplied type, process verification and batch release test results confirm that the pipe meets the requirements of AS/NZS 4130:2009. This has been verified by the WaterMark and OceanaMark Certification Licence. DM Plastics & Steel Pty Ltd has provided test results which have been primarily conducted at the VIPAC Plumbing Products Laboratory (NATA accredited). Copies of test reports are available upon request from the WSAA Product Appraisal Manager. Batch release testing is done both in-house on appropriate specialist testing equipment, and by Supplies & Services Australia which is a NATA certified laboratory. Dimensional and physical testing was performed by VIPAC Plumbing Products Laboratory as shown in Table 1. These test reports were based on a product sample supplied from the Dry Creek, Adelaide SA facility. The testing to AS/NZS 4020:2005 was performed by AMS Laboratories. VIPAC Plumbing Products Laboratory and AMS Laboratories are NATA accredited laboratories. AS/NZS 4130:2009 calls up a range of performance tests which include the following:

DM Plastics & Steel Pty Ltd performs in-house testing for product dimension. Pressure performance, reversion and oxidation induction time (OIT), are carried out externally in accordance with Table A1 AS/NZS 4130: Suitability for contact with drinking water DM Plastics PE Pipe has been tested in accordance to AS/NZS 4020: Testing of products for use in contact with drinking water for: (a) (b) (c) (d) (e) (f) Taste of Water Extract, Appendix C Appearance of Water Extract, Appendix D Growth of Aquatic Micro-organisms, Appendix E Cytotoxic Activity of Water Extract, Appendix F Mutagenic Activity of Water Extract, Appendix C Extraction of Metals, Appendix H DM Plastics & Steel Pty Ltd has submitted a Test Report No from the NATA Accredited AMS Laboratories Pty Ltd for sample of product produced from the Dry Creek, Adelaide SA plant, (16mm OD x 50m PE100 PN12.5, black) to demonstrate compliance with AS/NZS 4020:2005. The results of tests completed by AMS Laboratories Pty Ltd confirm that the products comply with the effect on water requirements of AS/NZS 4130: Colour coding Clause 8 AS/NZS 4130 and WSA PS-207 and WSA PS-215 GOLDLINE Metric Series 1 PE pipe complies with the colour coding requirements stated in AS/NZS 4130:2009. GOLDLINE Metric Series 1 PE pipe for buried pipeline network applications is externally coloured and comply with the colour specifications as shown in Tables 2 and 3.

Colour striping coverage, as a proportion of external pipe surface, complies with POP Information on the RAL colour range may be obtained by contacting RAL Deutsches Institut fur Gutesicherung und Kennzeichnung e.v., Siegburger Strasse 39 D Sankt Augustin or by visiting 7 FITTING INSTRUCTIONS, TRAINING, STORAGE AND INSTALLATION Polyethylene pipe systems have been commonly used in the urban water industry for many years. GOLDLINE Metric Series 1 PE pipes are compatible with fittings manufactured in accordance with AS/NZS 4129:2009 Fittings for Polyethylene Pipes for Pressure Applications. It is recommended to refer to the suppliers or manufacturers of the electrofusion fittings for the installation instructions as the method may be specific to the fitting geometry. Electrofusion welding and butt fusion processes may be used for joining pipe-to-pipe or fitting-to-pipe. All welding shall be performed by welders who have successfully completed training by a Registered Training Organisation, endorsed by the Plastics Industry Pipe Association for the relevant welding method(s). The Plastics Industry Pipe Association provides technical guidelines for electrofusion welding in the following documents. (a) (b) POP001 Electrofusion Jointing of Pipe and fittings for Pressure Applications POP003 Butt Fusion Jointing of PE Pipes and Fittings Recommended Parameters. POP001 contains recommendations for equipment required, for jointing, maintenance, servicing and calibration procedures, records to be kept and the training program to be respected to produce good fusion joints in polyethylene pipes.

11 WSAA Product Appraisal 13/12 11 POP003 is a guide to the butt fusion of polyethylene pipe using AS/NZS 4130 material as a basis, recommending the butt fusion procedures and parameters as specified in ISO Copies of these documents can be downloaded from the PIPA website Polyethylene pipe systems should be installed in accordance with AS/NZS 2033:2008 Installation of polyethylene pipe systems. PE pipe shall be stored in accordance with the storage requirements of POP005 Packaging, handling and storage of polyethylene pipe and fittings. 8 PRODUCT MARKING All Metric Pipe is marked in yellow print with the required information in accordance with AS/NZS4130 and certified under the Watermark and Oceanamark (see Appendix) Product Code DM Plastics and Steel Pty Ltd use the following product numbering system for their GOLDLINE Metric Series 1 PE pipe products: Pipe type PN DN Length Example GAM Shown as GAM The pipe type prefixes used are as follows: GAM - PE100 pressure pipe for drinking water - PN12.5 and PN16 have blue stripes NOTE 1. DM Plastics and Steel Pty Ltd manufacture black PE pipe intended for drinking water applications without stripes or skin as standard product in PN4, PN6.3, PN8, PN10, PN20 and PN25. DM Plastics also manufacture PE pipe intended for drinking water applications with blue stripe in PN 12.5 and PN16. DM Plastics make produce PE pipe to meet customer s specifications. NOTE 2. The PN rating is included on continuous printing to identify pipe. NOTE 3. The prefix 12 is used for PN12.5 in part codes because we cannot include decimal places. PN12 has then been used elsewhere but refers to PN12.5. GAM - PE100 pressure pipe for potable water - other PN ratings (other than PN12.5 and PN16) have NO stripes. GAMR - PE100 pressure pipe for recycled water - All have purple stripes GAMLR - PE100 pressure pipe for recycled water - All have purple co-extruded jackets GAMC - PE100 pressure pipe for Sewerage - All have cream stripes GAMCR - PE100 pressure pipe for Sewerage - All have cream co-extruded jackets GAMG - PE100 pressure pipe for Gas - All have yellow stripes GLH - PE100 pressure pipe for sun exposure - All have white co-extruded jackets NOTE 4: DM Plastics and Steel Pty Ltd have not supplied GLH (the white skinned PE pipe) to any Australian water authorities. Its main application has been for Rural and mining use above ground. (Wh ite to reduce heat absorption). It will not be used for recycled water or pressure sewer.

12 WSAA Product Appraisal 13/12 12 Although DM Plastics and Steel Pty Ltd have few requests for PE80B pipe the code prefix is: G8M in place of GAM for drinking water pipe G8MLR in place of GAMLR for non-drinking water pipe with purple co-extruded jacket G8MR in place of GAMR for non-drinking water pipe with purple stripes G8MCR in place of GAMCR for pressure sewer pipe with cream coextruded jacket G8MC in place of GAMC for pressure sewer pipe with cream stripes G8LH in place of GLH for drinking water pipe with white coextruded jacket The colour code of the PE80B pipe is the same as PE100. The code, the SDR/PN and the PE80 on the print all indicate that it is made from PE80B material. The method of packaging and transport of PE pipes is size dependent. Smaller sizes are in bound packs of straight pipes and in some cases coils for longer lengths while larger sizes of straight lengths use bearers, which are held in place with side supports and metal straps. When quantities less than a full pack are required, pipes are strapped in bundles to minimise damage. The Plastics Industry Pipe Association also provides technical guidelines for Packaging, Handling and storage of Polyethylene pipe and fittings in POP005 Packaging, Handling, and Storage of Polyethylene Pipes and Fittings. Copies of these documents can be downloaded from the PIPA website Refer to Appendices G and H for Material Data Safety Sheets for Helpful Handling Tips for Big Roll Poly Pipe and Pipe Conduit. 10 PRODUCT WARRANTY The products are covered by the normal commercial and legal requirements of the Competition and Consumer Act 2010, which covers manufacture to the relevant Standard. 11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING REPORT Polyethylene pipe has been in used by the Australian water industry for many years and is regarded as a mature product. When installed in accordance with the manufacturer s instructions and operated within its stated performance capacity, PE pipe has proved to be a low maintenance product over a long service life. Inadequate PE pipeline performance has often been associated with the quality of pipeline joint working and attached appurtenances. PE pipelines jointed by means of butt and electrofusion welding processes are known to deliver an acceptable pipeline life expectancy when designed by competent experienced designers and installed by qualified experienced welders. 14 WSAA Product Appraisal 13/12 14 (b) The certified quality management status of the manufacturer and DM Plastics & Steel Pty Ltd plus the product certification of the PE pipe manufacturers has been addressed to the satisfaction of WSAA Appraisal Network. 13 LIFE EXPECTANCY Based on the documented conformance to the nominated standards and the industry material operational experience, PE pipe has been rated A Life expectancy in excess of 100 years before major rehabilitation. This rating is only a general guide to life expectancy and may increase or decrease as a result of the quality of installation, system operating conditions, operating environment and other geographical and site specific factors. Using modern rehabilitation techniques, pipeline systems can be successfully maintained and operated indefinitely provided the pipe and other structures do not collapse. 14 REPORT RECOMMENDATION It is recommended that WSAA members and associates, subject to any specific requirements of the member or associate, accept or authorise the DM Plastics & Steel Pty Ltd PE pipe as detailed in this report for use in water supply and sewer pressure and vacuum systems provided quality installation processes are followed as specified in the WSAA Codes, Technical Notes and nominated Standards. 15 FUTURE WORKS DM Plastics and Steel Pty Ltd has amended the MARKING on their Goldline Metric PE pipeline as per the requirements of Clause 11 of AS/NZS 4130:2009, which has been identified in Issue 1 (original version). These crate sizes are based on the following parameters: Crate sizes are designed to fit two across on a truck. Other crate sizes can be made such as will fit three across. Crates are based on a triangular layout where the next row is offset by half a pipe diameter and sits down between the previous layer. Number of crates per load and load height is based on a maximum load height of 2.5m above the truck bed. Bolsters are recommended as a minimum, to stabilise the load.
