Contractor questions in regards to Terracon s Asbestos Testing report and AAC-2(a) or (b) recommendations for 8 properties are responded to by Terracon s written response and attached forms for replacement. See attached documents. Page 302 (Subject Property Identification) 1912 Levin Street: The page itself has not been replaced as this is for correction only - the side fence has been correctly identified / marked by orange paint, indicating that it is to be removed in the bid price submittal. 4. Page 538 (Subject Property Identification) 1512 Huffman Street: a. The page itself has not been replaced as this is for correction only the property map has been corrected to identify the correct address of this structure. The corrected page has been attached to this addendum. Other document references remain the same. b. One Contractor noted that the building address was not identified on the front of the structure. It was found that the structure was properly identified, however, the screen door was blown open and covered the orange paint numbering. The screen door has been closed to show the address again. There are thirteen (13) document pages to be replaced in this Addendum. There shall be a total of eighteen (18) pages in this Addendum # All other information in the original bid packet is applicable. The following asbestos related questions were received with responses by Terracon provided below each question: 1) A prospective bidding contractor provided a summary spreadsheet requesting the City of Alexandria to review for correctness. Is there a summary of asbestos containing materials? Response: The City of Alexandria is requesting an individual bid for each individual structure in the Bid Packet. A summary of asbestos-containing materials in all 25 properties was not provided, nor relevant to the individual bids. A review of Contractor provided summary spreadsheet will not be performed. 2) 208 N 13 th Street. Note that there is 2,200 square feet of floor tile and mastic in the structure. The specs call for ACM present is not RACM and will not be made RACM by the demolition according to the AAC-2 form. Contractor does not believe this material in its currently condition can be demolished properly following the bid guidance of: Removing in relative whole pieces by the prescribed methods. There are numerous other structures in the bid that call for abatement of this material. Will this remain the guidance for this structure? Response: Per the Asbestos Survey Report, there are 2,200 square feet of asbestos containing floor tile; however, the mastic was not found to contain asbestos. Per Bid Packet Scope of Work Attachment #3 Line Item 10: Contractor is responsible for the removal and disposal of any and all ACM from structures, as required by regulations. The City of Alexandria nor Terracon has attempted to remove this floor tile by any of the methods provided as an example in Attachment #5 of the Bid Packet and; therefore, are unable to provide an opinion regarding the ease or difficultly in removal without the intent of making the material RACM. However, the inspector noted in the report that areas were not accessible in the interior. Therefore, Contractor believes the entire structure should be treated as ACM due to the condition of the structure. Will this remain the guidance for this structure? Response: Per the Asbestos Survey Report; the structure is being requested to be removed by a RACM demolition due to the extensive damage by fire. 4) 1912 Levin Street. Can this transite be removed by a non-license abatement contractor? Response: Such that the material is removed and handled in a way that it does not become RACM, a licensed abatement contractor is not a regulatory requirement. Contractor must still comply with applicable transportation and disposal regulatory requirements. 5) 1321 Fenner Street. The structure was fire damaged and not accessible. Inspector notes unknown quantities for floor tile and linoleum. Therefore, Contractor believes the entire structure should be treated as ACM due to the condition of the structure. Will this remain the guidance for the structure? Response: Per the Asbestos Survey Report; the structure is being requested to be removed by a RACM demolition due to the extensive damage by fire. 6) 1510 Huffman Street. Note that there is 350 square feet of floor tile and mastic in the structure. The specs call for ACM present is not RACM and will not be made RACM by the demolition according to the AAC-2 form. Contractor does not believe this material in its currently condition can be demolished properly following the bid guidance of: Removing in relative whole pieces by the prescribed methods. There are numerous other structures in the bid that call for abatement of this material. Will this remain the guidance for this structure? Response: Per the Asbestos Survey Report, there are 350 square feet of asbestos containing floor tile; however, the mastic was not found to contain asbestos. Per Bid Packet Scope of Work Attachment #3 Line Item 10: Contractor is responsible for the removal and disposal of any and all ACM from structures, as required by regulations. The City of Alexandria nor Terracon has attempted to remove this floor tile by any of the methods provided as an example in Attachment #5 of the Bid Packet and; therefore, are unable to provide an opinion regarding the ease or difficultly in removal without the intent of making the material RACM. 7) 319 Daspit Street. Note that there is 750 square feet of floor tile and mastic in the structure. The specs call for ACM present is not RACM and will not be made RACM by the demolition according to the AAC-2 form. Response: This structure has significant fire damage and will require a RACM demolition per the Asbestos Survey Report. An updated AAC-2(a) form is attached. 8) 628 Douglas Street. Note that there is 150 square feet of floor tile and mastic in the structure. The specs call for ACM present is not RACM and will not be made RACM by the demolition according to the AAC-2 form. Contractor does not believe this material in its currently condition can be demolished properly following the bid guidance of: Removing in relative whole pieces by the prescribed methods. There are numerous other structures in the bid that call for abatement of this material. Will this remain the guidance for this structure? Response: Per Bid Packet Scope of Work Attachment #3 Line Item 10: Contractor is responsible for the removal and disposal of any and all ACM from structures, as required by regulations. The City of Alexandria nor Terracon has attempted to remove this floor tile by any of the methods provided as an example in Attachment #5 of the Bid Packet and; therefore, are unable to provide an opinion regarding the ease or difficultly in removal without the intent of making the material RACM. 9) In the CmDv Demolition Services Bid Packet Asbestos Summary, Guidelines, and Best Practices it stated in 1.b.iii that Category I and/or nonfriable ACM removal cab be removed by a non-licensed abatement contractor. It states that The use of a licensed asbestos abatement contractor is recommended but not required. In the individual asbestos assessment reports, the inspector designates where these materials are damaged or significantly damaged at the time of inspection. Therefore, if the material is already damaged, then it should be removed by a licensed abatement company. Is this correct? If so, could these materials be listed appropriately? Response: The intent of the City of Alexandria s inclusion and provided guidance to asbestos containing materials is to insure these materials are handled in such a way that is in compliance with local, state, and federal regulations. In situations where the inspector noted damage to asbestos containing material, these materials were either determined to be RACM or remain Category I or II non-friable based on the overall extent of damage. 10) 2447 Alma A form recommended, but showing no ACM, table showed none detected but cover page said there was no interior access so the report appeared conflicting? Response: See Asbestos Survey Report and AAC-2 (a) form indicated a RACM demolition recommended. Responsive Resourceful Reliable 3

6 Response to Asbestos Related Questions CmDv Demolition Bid Packet #1804 May 21, 2018 Based on Terracon s review of the submitted questions, the only revision to the Bid Packet is to provide an AAC-2 (a) for 319 Daspit Street. To aid in further clarification for the prospective bidder questions, Terracon also offers revisions to AAC-2 (a) forms 1117 & 1119 Cole Avenue and 1321 Fenner Street; although these revisions do not change the recommendation of RACM Demolition at either site.
