Special Provision Copied Note Interim Milestone (6-9-17) and Special Provision Section Cooperation Among Contractors (6-9-17) have been added. Substitute page 77 as the Special Provision Section Cooperation Among Contractors has been deleted. Add Pages 553 and 554. Re. PLANS Revision Purpose: 1) To clarify that the VDOT contractor will have responsibility for locating the CVIS buildings and foundations, in lieu of the I-564 horizontal contractor previously indicated. 2) To establish continuity between the Civil drawings and the Structural drawings with respect to the horizontal location of both the Admin & Inspection buildings.

NO.: C C01 VIRGINIA DEPARTMENT OF TRANSPORTATION SPECIAL PROVISION FOR SECTION COOPERATION AMONG CONTRACTORS April 17, 2017 SECTION COOPERATION AMONG CONTRACTORS is amended to include the following: The Contractor shall not impede the progress of work by other contractors, but shall cooperate and coordinate with other contractors for the timely completion of all construction activities. This shall include attendance at monthly coordination meetings or as deemed necessary or advantageous by the Engineer or the Contractor. If the Contractor asserts that any of the other contractors have hindered or interfered with the progress or completion of the Contractor s Work, then the Contractor s sole remedy will be to seek recourse against such other contractors. The Contractor shall coordinate site access, delivery schedules, and major activities with the I-564 Intermodal Connector Design Builder working in the vicinity of this project. In the event the Contractor experiences delays due to the fault of another contractor while prosecuting the contract work, no additional compensation will be considered. Coordination Meetings - The Contractor shall attend scheduled Coordination Meetings that the Department will chair. It is expected that intermediate commitments and benchmarks shall be jointly developed and mutually agreed to by the Contractor and other contractors at these meetings. The content of these meetings may include but are not limited to reviews, analysis and dialogue on: Planned contractor(s) operations Schedule coordination issues among projects Haul routes Contractor access issues Public access issues Lane closure schedules Environmental permit compliance Traffic switch coordination, scheduling, and implementation Opportunities for collaboration The bidder shall be responsible for contacting contractors regarding their anticipated schedules to complete the associated projects or key milestones of the associated projects they are working on. No separate payment will be made to the Contractor for cooperating with other contractors but the cost thereof will be considered incidental to the Work. This includes, but is not limited to, keeping appraised of other contractors' activities, sharing information, working collaboratively, attending Corridor Coordination Meetings and conforming to all other activities requiring cooperation and coordination efforts between contractors identified and associated with the Contract documents and this provision. 77 Revised June 13, 2017

NO.: C C01 INTERIM MILESTONE AND SUBSTANTIAL COMPLETION The following terms are defined for this specification only: Interim Milestone is defined as completing all work to a point such that the NAVY building contractor may begin erecting the building frame. This includes, but is not limited to, completing all pile driving and furnishing and installing anchor bolts and grade beams. Interim Milestone Completion Date is the date on or before which all work required for Interim Milestone must be completed. The Interim Milestone date is February 18, Substantial Completion is defined as completing all work to a point such that the NAVY building contractor may begin interior building work. This includes, but is not limited to, completing utilities rough in and furnishing and installing concrete floor slabs. Substantial Completion Date is the date on or before which all work required for Substantial Completion must be completed. The Substantial Completion date is April 18, The Contractor shall declare in writing, at the time of the Baseline Progress Schedule submission, its intended date for substantial and final completion of the Work and interim milestone. The Contractor shall designate the Critical Path activities driving the Interim Milestone Completion Date and Substantial Completion, as reflected on the Baseline Progress Schedule. If the Contractor determines it may have experienced an excusable delay, it may seek a time extension in accordance with Section of the Specifications by submitting a request that includes a Schedule Impact Analysis (SIA) conforming to Section of the Specifications. The Engineer will evaluate the Contractor s request and SIA based on the Critical Path and available Total Float. Total Float shall be calculated according to Section or the Progress Schedule Special Provision (SPCN) 553 Revised June 13, 2017

This shall include, but shall not be limited to, adjusting equipment locations and laydown areas to avoid conflicts; staggering reinforcing steel placement and concrete pour times and locations to allow for building contractor access to locations that are not immediately adjacent to the equipment and work locations; and temporarily interrupting work activities for short periods as directed by the Engineer. If the Contractor experiences delays due to the fault of another contractor while prosecuting the contract work, no additional compensation will be considered.
