This work was performed for utra Land & Consulting Services, Inc. (utra) in accordance with our October, 0 Agreement (Agreement). SITE ESCRIPTION A BACKGROU We understand that utra is assisting the owners of the approximately.-acre property with entitlements for residential development. The property is currently occupied by four residential structures and two detached garages/sheds. Based on information reviewed for the preparation of the Phase I Environmental Site Assessment (ESA) (Cornerstone Earth Group [Cornerstone], 0), the property historically was occupied by an orchard. Cornerstone performed a preliminary soil quality evaluation to determine if the historic agricultural use impacted soil quality. Additionally, Cornerstone collected soil samples adjacent to the existing buildings to determine if past termiticide spraying (if applied) and/or weathering of lead paint (if present) impacted the shallow soil quality. Laboratory analyses of soil samples collected from former orchard areas (SS- through SS-; see Figure ) did not detect OCPs, lead or mercury exceeding residential screening criteria. Arsenic was detected in of samples at or above the published background ( milligrams per kilogram [mg/kg]), with a maximum concentration of mg/kg detected. Additional sampling was recommended to evaluate the lateral and vertical extent of arsenic in the former orchard area. Laboratory analyses of soil samples collected adjacent to structures (SS- through SS-) detected lead ( of samples), arsenic ( of samples), chlordane ( of samples) and dieldrin ( of samples) exceeding residential screening levels. Concentrations of total lead detected (up to 0 mg/kg) are less than the California hazardous waste limit of,000 mg/kg, but likely exceed the soluble (STLC) limit for California hazardous waste. Chlordane exceeded the TTLC of. mg/kg in two samples. The OCPs and lead detected may be associated with termiticide spraying around the structures and weathering of lead paint, respectively. Additional soil

2 sampling was recommended to evaluate the lateral and vertical extent of lead contaminated soil around the buildings. PURPOSE The purpose of this investigation is to document the quality of soil in the upper approximately. feet around existing structures and the upper approximately feet within the open field areas. SOIL SAMPLING On October, 0, our staff geologist used hand sampling equipment to collect soil samples from the upper ½ foot of material and between to ½ feet. Eighteen locations (SS- through SS-) were collected from both the upper ½ foot of material, and from the approximate depths of to ½ feet. Ten previous locations (SS- through SS-) were also sampled at an approximate depth of to ½ feet. The samples collected from around the existing structures ( samples) were analyzed at a state-certified laboratory for lead (EPA Test Method 0) and organochlorine pesticides (OCPs) (EPA Test Method 0A). The samples collected from the open field areas were analyzed for a variety of parameters including organochloride pesticides (OCPs) (EPA Test Method 0) and arsenic (EPA Test Method 0). Based on the results from the soil samples collected in the open field areas on October, additional sampling was recommended to evaluate the vertical extent of elevated arsenic concentrations detected. On November, 0, our staff geologist used hand sampling equipment to collect soil samples from between ½ to feet in the open field areas. Five locations (SS-, SS-, SS-, SS-, and SS-) were obtained by manually pushing or filling with decontaminated hand tools a ½- diameter by -inch stainless steel sampling tube into freshly exposed soil. The ends of the liners were covered in Teflon film, fitted with plastic end caps, taped, and labeled with a unique identification number. Samples were then placed in an ice-chilled cooler and transported to a state-certified analytical laboratory (Test America Laboratories, Inc.) with chain of custody documentation. The five samples c were analyzed for arsenic (EPA Test Method 0). ANALYTICAL RESULTS etected compounds are presented in Table (OCPs and Metals). Chain of custody documentation and laboratory analytical reports are presented in Attachment A. The results were compared to the residential screening levels (TSC-SL) recommended in the TSC Office of Human and Ecological Risk (HERO) guidance document Human Health Risk Assessment Note (0). For parameters and compounds where no TSC-SLs are established, the detected compounds were compared to the residential Regional Screening Levels (RSLs) established by the USEPA Region (USEPA, June 0) using a Hazard Quotient (HQ) of. Arsenic concentrations were compared to their published background ranges. The screening levels and background concentrations used are provided in the attached tables. The total concentrations of T and chlordane detected were also compared to the Total Threshold Limit Concentration (TTLC) values for determination of a non-resource Conservation and Recovery Act (RCRA) (California) hazardous waste. anville Boulevard -- Page

3 A summary of the analytical results is provided below. Alpha-chlordane, gamma-chlordane, T, E and Total T were detected in the soil samples below their respective residential screening criteria. Lead was detected in of samples at concentrations ranging from mg/kg to 0 mg/kg. Six of the samples collected in the to ½ interval exceeded the residential TSC-SL for lead 0 mg/kg. Arsenic was detected in of samples at concentrations ranging from. mg/kg to 0 mg/kg. The residential RSL for arsenic is 0. mg/kg. The published background concentration for arsenic is mg/kg (uverge, 0). Laboratory analyses of five soil samples collected from a depth of approximately ½ to feet detected arsenic at a maximum concentration of mg/kg. Concentrations of dieldrin exceeded the residential screening level in samples (SS- and SS-). The RSL value for dieldrin is 0.0 mg/kg. The remaining metal and pesticide concentrations were detected either below screening levels or appear to be generally consistent with published background/ambient conditions. CONCLUSIONS Building Perimeters Soil around structures can become contaminated by lead from deteriorating lead-based paint, and from pesticides as a result of termiticide spraying. Laboratory analyses of samples collected around the buildings detected elevated concentrations of lead in the surface samples, with generally lower concentrations at a depth of approximately to ½ feet. Concentrations were still elevated at a depth of to ½ feet at of the sample locations. Concentrations also appeared to decrease with distance away from the building. Based on the results, the upper approximately to feet of soil around the buildings should be removed for appropriate off-site disposal. Based on the concentrations of total lead detected, some of this soil could require disposal as a California hazardous waste. Former Orchard Areas Based on our review of historical aerial photographs, the property was occupied by an orchard as early as. Laboratory analyses of soil samples collected from the southern portion of the property (south of the garage and residence) (samples SS-, SS-, SS-, SS-, SS-, SS-, SS- and SS-) detected concentrations of arsenic significantly above the typical background levels ( mg/kg). Up to 0 mg/kg arsenic was detected, and concentrations were higher at a depth of approximately to ½ feet at most of the locations sampled. Concentrations of arsenic detected in samples collected from a depth of approximately ½ to feet were below the typical background levels ( mg/kg). Naturally occurring background concentrations of metals, such as arsenic - amongst others, in soil may exceed their respective screening levels. Cal/EPA generally does not require cleanup of soil to below background concentrations. This issue is frequently encountered with arsenic. Thus, for arsenic, these data also were compared to regional background levels (Scott, and uverge, 0). anville Boulevard -- Page

4 We recommend removal of soil exceeding residential screening levels and, for arsenic, background levels prior to developing the Site. We additionally recommend engaging a regulatory agency for oversight of the soil removal activities.
