Bids/Proposals are to be submitted sealed with Bid Number clearly marked on the outside of the envelope by 2:00 p.m. on October 20, All bids must be properly labeled on the outside of the bid envelope with the Bid Number and contain this form bearing a signature of an authorized officer or representative of the Vendor in order to be considered valid. Improperly labeled bids or those not containing a signed bid form will be rejected. The City reserves the right to accept or reject any or all bids or part thereof, to accept one or more items of a bid without obligation as to other items, and to waive any informalities or irregularities. 2 Ballroom Audio System INSTRUCTIONS TO BIDDER Part I. General 1) Intent a) It is the City of Grand Forks intent to accept Bids for products listed in the specifications and other manufacturers meeting the requirements and intent of the specification. The products described herein do, however, represent the standard of quality desired and any alternate type must be of equal or greater quality and design with the same or better finish and features. 2) Bidding Procedures: a) Any Bid received after date and time listed above will be rejected and returned to the Bidder unopened. All questions and items on the quotation form must be answered. b) Bid price will not be the only criteria used in the selection. The equipment warranty, service, and delivery date will also be considered. c) The City of Grand Forks reserves the right to waive any technicalities and/or informalities, reject any or all bids, and to accept the bid that is deemed to be in the best interest of the city. d) The unit shall be complete and ready to operate at the point of delivery with any possible alternates. e) The bid price shall not include North Dakota sales tax for which an exemption certificate can be furnished. f) Bidder shall guarantee the price for 90 days from date of bid opening. g) For information regarding the bid specifications contact Bill Folk with Alerus Center at (701) Alerus Center Page 1

3 PRODUCTION SPECIFICATION Part II. General 3) Description a) Base Bid: Audio system replacement for Ballrooms b) Pricing: i) Provide itemized pricing on all necessary equipment and services. ii) All hardware and software needed for the installation quoted as separate line items. iii) Installation quoted as separate line items. iv) Training quoted as separate line item. v) Warranty for onsite hardware maintenance for first through third year (if any) quoted as separate line items. vi) Estimate of all project expenses, including travel and subcontractors, quoted as separate line items. c) Warranty: i) The system must include a three-year onsite warranty repair or replace on the hardware, to commence upon completion of the project. If there are costs associated with the warranty they must be detailed and added into the pricing for the system. d) Work shall be substantially completed no later than 11:59 PM CDT on December 15, 2015 or earlier. e) Vendor shall provide owner and/or employees up to (20) hours of training on the system within (30) days of completion of project. f) The base proposal shall include the design, coordination, supply, installation and testing of the complete Audio System for Ballrooms in Alerus Center. g) Scope of Work: i) The scope of work also includes all necessary equipment and other equipment as needed to provide a turnkey installation and system. This password protected system will consist of speakers, subwoofers, amplifiers, power distribution, audio matrix and control. ii) Contractor is responsible for all work, including electrical. Electrical contractor must be licensed per state and local code. Part III. Products and Accessories 1) Specifications a) Installed Audio System Replacement of audio system for (5) ballrooms to consist of the following parts or equal: i) (77) EV Evid c8.2 ceiling speakers Alerus Center Page 2

4 ii) (4) EV Evid c10.1 sbuwoofers iii) (1) EV CPS8.5 amp iv) Audio matrix consisting of: (1) Symetrix Radius 12x8 (2) Symetrix X-in (3) Symetrix X-out v) Power distribution consisting of: (1) Juice Goose IP-1520 power sequencer (2) Juice Goose JG 11-15A unswitched power source vi) Control consisting of: (1) MRX-10 Base station (1) MFS-POE8 power over Ethernet switch (1) ipad app (1)Droid app (5)URC TKP-7000 touch screen wall controls vii) Cable, installation, programming, design, Engineering Services, Project Management, Tech Travel & associated costs and Misc AV Hardware shall be included. FUNCTIONAL REQUIREMENTS Please confirm that your proposed solution can meet the requirement below and be sure to provide a detailed response to any requirements that cannot be met. AUDIO SYSTEM FUNCTIONAL REQUIREMENTS The following notwithstanding, the replacement system will have at minimum all of the same functionality of the current system. All 5 rooms will function individually and in combination with each other, including transmitting the same signal evenly and at the same level across all rooms. All wiring will be tightly connected such that movement of wall boxes will not loosen wires that may result in loss of signal, creation of crackling, distortion of sound or any other undesirable poor audio quality. Features to include but not be limited to source selection and control, volume level control of all sources including media recording to output plates. The system will need to have a password that can be changed as needed by Management. PROPOSALS THAT DO NOT CONTAIN ITEMIZED COMPONENT PRICING REQUIREMENTS WILL NOT BE ACCEPTED. Alerus Center Page 3
