2 REPORT ATE: January, 0 McCrea Hill Road Ballston Spa, New York 0 REPORT NAME: SUBJECT SITE: SITE PHASE: Annual Groundwater Monitoring Report Former Ithaca Gun Factory Offsite Lake Street, Ithaca, Tompkins County, New York NYSEC Site Number C0A Groundwater Monitoring and Sampling SITE ESCRIPTION The site was the location of the former Ithaca Gun Factory and was in operation from approximately to. Fall Creek is located directly to the north and adjacent to the former site structures. The creek was utilized as a major source of energy at the site. The site property has since been abandoned and the majority of the former site structures have been demolished and removed. Only the historic smokestack remains partially intact on the property. As a result of the factory s years of operation, the site became known as a major source of environmental pollution which included lead and solvents. An extensive superfund remediation effort has been conducted at the site by the New York State epartment of Environmental Conservation (NYSEC) and others. As of 0, remediation efforts onsite were still being conducted. In July 0 the NYSEC contracted Aztech to conduct a subsurface investigation and characterization of offsite properties located topographically downgradient from the site. etails of the offsite work conducted by Aztech are documented in the Site Characterization Report, February 0. ESCRIPTION OF FIEL WORK September 0, 0 through October, 0: Annual groundwater gauging and sampling at ten () monitoring wells. PROCEURES epth to groundwater measurements were collected on September 0, 0 using an electronic water level meter graduated in 0.0 foot intervals. epth to groundwater measurements were taken from the top of monitoring well casings. Each sampled monitoring well was purged using low flow sampling techniques which included dedicated sample tubing and a peristaltic pump. All Groundwater samples were preserved with dilute hydrochloric acid, placed on ice in a cooler, and transported under proper chain of custody to the laboratory. The groundwater samples were analyzed within the applicable holding times for the NYSEC full list of volatile organic compounds (VOCs) and ethanol using United States Environmental Protection Agency (USEPA) Method 0C. ANALYTICAL LABORATORY TestAmerica Hazelwood rive, Amherst, New York New York Certification Number ELAP NY0000 The laboratory analysis report is attached. RESULTS Monitoring wells AZMW, AZMW, AZMW, AZMW, AZMW, AZMW, AZMW, AZMW, MW, and MW were gauged on September 0, 0. All groundwater elevation data is presented on Table. The groundwater flow direction on this date was generally to the west (Figure ). The results of the groundwater sampling event are shown on Table. The groundwater VOC distribution is shown as Figure. Trichloroethene (TCE) was the only site related primary contaminant of concern detected in the groundwater samples collected. TCE was detected in monitoring wells AZMW, AZMW, AZMW, AZMW, and MW. Concentrations of TCE ranged from. micrograms per liter (µg/l) to. µg/l and were below the applicable groundwater standards, criteria and guidance values (SCGs) for TCE of.0 µg/l in all wells sampled. Bromodichloromethane (BCM) was detected at an estimated value of 0. µg/l in the sample collected from AZMW. The SCG for BCM in groundwater is 0 µg/l. Chloroform was detected in monitoring wells AZMW, AZMW, AZMW, AZMW, AZMW, AZMW, AZMW, and MW. Concentrations of chloroform were below the groundwater SCG of.0 µg/l in all wells with the exception of the AZMW which had a chloroform detection of µg/l. SCGs for groundwater Ambient Water Quality Standards and Guidance Values (TOGs..), NYCRR Part 0, Surface water and Groundwater Quality Standards, and Part fo the New York State Sanitary Code ( NYCRR Part ). An estimated value indicates that the laboratory result is less than the reporting limit, but greater than the method detection limit, and that the concentration reported is an approximate value. info@aztechenv.com page

The SCG for chloromethane in groundwater is.0 µg/l. No VOC constituents were detected in monitoring wells AZMW and MW. ata Usability Summary Report (USR) Zata Reports validation service of Syracuse, New York validated the analytical data package submitted to Aztech by TestAmerica. Analytical data packages are submitted as sample delivery groups (SGs) based on the number of samples within each shipment received at the laboratory for analysis. The SG associated with this groundwater sampling event was reviewed for completeness and compliance as defined by the requirements for NYSEC Analytical Services Protocol Category B deliverables. ata validation was completed for ten () groundwater samples and three () quality assurance/quality control samples. USEPA Method 0C volatile organic analyses data were determined to be usable for qualitative and quantitative purposes. Further, the completeness of the data was determined to be 0 percent. Refer to the attached USR report for further details. SUMMARY & CONCLUSION The groundwater flow direction beneath the site was generally to the west on October 0, 0. TCE was detected in five () monitoring wells and was below the SCG in all wells sampled on October and, 0. The concentrations and distribution of TCE are consistent with the previous groundwater monitoring event conducted in November 0 and June 0. The other VOCs detected in groundwater (i.e., BCM, chloroform, and chloromethane) are not related to the Former Ithaca Gun Factory site. Presence of BCM, chloroform, and chloromethane at low concentrations in groundwater in this urban area is most likely related to intentional or unintentional discharges of chlorinated drinking water from the municipal drinking water supply system (ATSR, ; Ivahnenko and Zogorski, 00). These chemical constituents are disinfection by products that are formed when chlorine is added to water. Chlorine is added to drinking water to destroy bacteria. info@aztechenv.com page
