1 Request for D-B Proposals Page MANAGEMENT AND COORDINATION CHAPTER 110 DESIGN AND CONSTRUCTION PROCEDURES A. Coordnaton wth Landscape Restoraton Desgn and Unversty 1. The Landscape Restoraton of the Lower Raner Vsta, Montlake Trangle, Upper Burke Glman Tral, and assocated gradng, landscape and hardscape s beng desgned by others concurrently wth the scope of work under ths contract. The Desgn-Bulder must coordnate wth the on-gong desgn development of the Landscape Restoraton. 2. Coordnaton Durng the Proposal Preparaton Perod a. No drect contact wth the Landscape Restoraton Team s permtted n any fashon except as prescrbed elsewhere n ths document. b. All contact shall be coordnated through the Unversty 3. Coordnaton after Notce-To-Proceed for Desgn-Buld a. The Pedestran Landbrdge desgn must be coordnated wth the Landscape Restoraton desgn team through the Unversty to satsfy the desgn coheson and functonal goals of the Unversty. B. Access to and Use of Ste: The Desgn-Bulder shall meet wth the Landscape Restoraton desgner pror to any agency or board revew. Work shall be coordnated between the Desgn-Bulder and the Landscape Restoraton desgner to satsfy the Unversty s functonal and aesthetc crtera for the project. At a mnmum of two ponts durng each desgn phase Prelmnary Desgn, Desgn Development, Constructon Documentaton, and any necessary Value Engneerng process the Desgn-Bulder shall meet wth the Landscape Restoraton desgner to revew the desgn, receve comments, and defne a plan of acton for the resoluton of the desgn comments. Ths coordnaton may be accomplshed by the Landscape Restoraton team attendng the desgn-bulders regularly scheduled desgn revew meetngs. All coordnaton efforts between the Desgn-Bulder and the Landscape Restoraton desgner shall be attended by the Unversty s desgnated project manager. 1. The Desgn-Bulder wll be gven access to the ste for the purposes of constructon n a Notce to Proceed (NTP) wth Constructon from the Unversty. 2. Physcal occupancy of the ste pror to the recept of a NTP Constructon, for any reason other than observaton and measurement durng desgn, s prohbted, unless authorzed specfcally by the Unversty. 3. Constructon Stagng and Project Offces wll be allowed only at locatons desgnated by the Unversty. These locatons are: a. Portons of Unversty parkng lot C-12. b. Lower Raner Vsta between Stevens Way and NE Pacfc Place. c. The Montlake Trangle, see Chapter C for requrements relatng to work above the exstng Trangle Garage. d. Adjacent Buldngs: Adjacent Unversty buldngs wll be occuped durng the constructon perod. 2. In Exstng Buldngs: Unversty ntends to contnue to occupy adjacent buldngs, ncludng Trangle Garage, durng the constructon perod. D. Changes In The Work: 1. See Condtons of the Contract for procedures. E. Progress Schedule: As specfed n the Condtons of the Contract. 1. Submt updated schedule whenever adjustments that change the Contract tmes or mlestones are approved. F. Progress Documentaton for Unversty Informaton: 1. Durng Prelmnary Desgn, Desgn Development, and Constructon Documents Perods: Graphc dsplays suffcently detaled to allow the Unversty to dentfy the status of the desgn of the project. 2. Durng Constructon and Closeout: Photographs and graphc dsplays suffcently detaled to allow the Unversty to dentfy the status of the constructon of the project. G. Progress Documentaton for Unversty's Project Record: 1. Durng Constructon: Weekly dgtal photographc record of each major porton of the work, taken from consstent locatons, dstances, and angles. 2. Durng Closeout: Detaled dgtal photographc record of all completed structures and nstallatons. 3. Photographs and Vdeos: Include the date taken, a short ttle of the vew, and the compass orentaton n each vew; data must be n the actual photograph or frame, rather than added after prntng (hand-prnted letterng on an erasable marker board s acceptable). QUALITY REQUIREMENTS A. Desgn Crtera: Durng Desgn Development, the desgn and performance crtera must be refned, fnalzed, and documented. 1. The Unversty wll appont a representatve of the Captal Projects Offce to coordnate any modfcatons to the functonal or aesthetc requrements as requred by the desgn process. 2. Desgn Documentaton: Record all desgn and performance crtera that wll be of use durng use and operaton of the project, ncludng all tems specfed for mantenance manuals, below. a. Desgn Crtera Documentaton Included n Constructon Documents: Organzed logcally (from the pont of vew of operatons staff) and placed n a promnent locaton n drawng sets. b. If requred, shop drawngs may be used to accomplsh desgn documentaton. c. Unversty wll mantan the project program document, modfed to reflect changes made durng refnement of the desgn. d. Drawngs: Prepared usng AutoCAD usng Unversty's specfed drawng and layerng conventons. e. Shop Drawngs: Prepared usng same CAD software. f. Specfcatons: Prepared n accordance wth CSI MasterSpec format, 2004 edton. g. Mock-Ups: Where necessary to clarfy desgn ntent and obtan approvals, construct full- 02/19/10 RFP / 110 Desgn and Constructon Procedures

3 Request for D-B Proposals Page scale mock-ups. h. Models: Where necessary to clarfy desgn ntent and obtan approvals, construct to-scale models of the work. Durng the desgn and permttng stage: (1) (1) one physcal model at ½ = 1-0 or a computer 3-D model and stll mages of the model of the Landbrdge wth abutments and/or retanng walls, Lower Burke Glman Tral, and NE Pacfc Place to ndcate massng and form ncludng rough grades for the adjacent Lower Raner Vsta and Trangle Garage. 3. Changes to Exstng Traffc and Transt Servces a. Changes n Traffc Flow The potental to close NE Pacfc Place durng constructon was evaluated as part of the SFEIS Addendum. That analyss determned that traffc operatons n the area would allow the contractor to fully close NE Pacfc Place durng nghttme hours, and to close southwest-bound NE Pacfc Place durng any hour of the day. The followng procedures and mtgaton measures would be requred for each type of closure. Measures requred to mplement a full closure of NE Pacfc Place durng nghttme hours (9:00 P.M. to 6:00 A.M.) (1) Obtan approval from Kng County Metro to alter nghttme servce that now uses NE Pacfc Place. Dependng on the closure tmes, Kng County Metro may need to alert rders, alter routes, and/or change equpment from electrc trolley to desel buses. (2) Obtan approval from the Seattle Department of Transportaton (SDOT) to close the street, whch may requre a street-use permt. (3) Secure polce-offcer control for the Montlake Boulevard/Pacfc Street ntersecton. The Seattle Polce Department would determne f one or two offcers are needed. (4) Include proposed detour routes, sgnage and conng n the contractor s requred Traffc Management Plan (TMP) and Mantenance of Traffc (MOT) plans. Conng on Pacfc Street would be needed to channelzed an eastbound left-turn lane. Ths lane would be converted from one of the two general-purpose rght-turn lanes. (5) Use polce-offcer control of the Montlake Boulevard/Pacfc Street ntersecton wth the followng phasng: (a) Northbound + southbound thru movements (b) Eastbound left turn + westbound left turn (dump trucks extng the Sound Transt portal are allowed to turn left at nght only). (c) Northbound left turn and eastbound rght turn only plus the pedestran crossng of Montlake Boulevard. Measures requred to close southwest-bound NE Pacfc Place: (1) Obtan approval from the Seattle Department of Transportaton (SDOT) to close the street, whch may requre a street-use permt. (2) Include proposed detour routes, sgnage and conng n the contractor s requred Traffc Management Plan (TMP) and Mantenance of Traffc (MOT) plans. (3) Work wth SDOT and Kng County Metro to extend the general-purpose vehcle access nto the southbound curb lane on Montlake Boulevard approachng NE Pacfc Street. Most of ths lane s now restrcted to transt only, and general-purpose traffc s RFP / 110 Desgn and Constructon Procedures 02/19/10

4 Page Request for D-B Proposals b. v v v v allowed to enter the lane at the far south end. Durng constructon only, an extenson of the general-purpose lane should be consdered. Reserved Reserved Any reducton n the pedestran capacty or barrer-free access capabltes wthn the Project area shall requre a temporary mtgaton plan. Ths ncludes movement of, and/or mpact on the Burke Glman Tral, bus stops, sdewalk ramps, and the md-block crossngs on NE Pacfc Pl. at Raner Vsta. Any reducton n the number of lanes wthn the Project area shall requre an operatonal analyss of the mpacts to vcnty streets, ncludng along proposed detour routes. The operatonal analyss must show the ncrease n delay at affected ntersectons as well as the mpact to queue lengths. The analyss shall nclude the mornng and evenng peak hour perods, and/or the peak hours wthn mpact perods. The analyss shall be performed usng the Synchro/SmTraffc traffc operatons model. Smulatons shall be averaged from a total of fve model runs. Exstng turn prohbtons at the ntersecton of Montlake Blvd. NE/NE Pacfc St. wll requre that northeast-bound traffc be retaned on NE Pacfc Pl. durng daytme hours (two-way traffc wll need to be retaned between the Trangle Garage drveway and NE Pacfc St.). However, nghttme closures may be possble. If nghttme closures are proposed, then the Desgn-Bulder shall perform an operatons analyss to show how the Montlake Blvd. NE/NE Pacfc St. ntersecton could accommodate the eastbound-tonorthbound left turn movement (ether through temporary sgnal control or polce control), and how that addtonal movement would affect nghttme traffc operatons. That analyss shall also consder nghttme constructon movements from the Sound Transt Lght Ral project that access the sgnal va the east leg of the ntersecton. If nghttme closures to NE Pacfc Pl. would affect access or egress from the Trangle Garage, then analyss of that mpact, ncludng a study of nghttme parkng needs for the Unversty Medcal Center, shall also be performed. Lane changes or closures that affect transt routes or operatons must be approved by Kng County Metro. Any reducton n the pedestran capacty or barrer-free access capabltes wthn the Project area shall requre a temporary mtgaton plan. Ths ncludes movement of, and/or mpact on the Burke Glman Tral, bus stops, sdewalk ramps, and the md-block crossngs on NE Pacfc Pl. at Raner Vsta. c. Pedestran and Bcycle Access Durng Constructon The Desgn-Bulder shall mantan exstng pedestran access on all sdewalks and at all ntersectons unless approprately detoured. The Desgn-Bulder shall also mantan safe access and passage for all pedestran and bcycle facltes and shall ncorporate ADA accessblty n all cases. Pedestran sdewalks and paths that are currently ADA accessble shall be mantaned and contnue to conform to ADA requrements. Occupatonal safety regulatons that apply to the Project lmts shall also be consdered the mnmum standard for personal safety to pedestrans. If work wll be performed over any pedestran and bcycle routes, temporary lghted covered walkways shall be provded to protect pedestrans and bcyclsts from overhead hazards. The Desgn-Bulder shall not park motor vehcles or constructon equpment on a pedestran or bcycle sdewalk or path, or use a pedestran sdewalk or bcycle path for 02/19/10 RFP / 110 Desgn and Constructon Procedures

5 Request for D-B Proposals Page v v v loadng operatons, stockplng of materals, or allowng demolshed or spol materals to be deposted on the surface of a pedestran sdewalk or path, unless present on accepted MOT plans. Any surface of a pedestran or bcycle sdewalk or path affected by the work shall be returned to ts pre-constructon condton, or better, upon re-openng to traffc. The tral surface shall be swept or washed free of mud, gravel, grease, excavated spol and stockpled materals. The Desgn-Bulder shall nstall and mantan a pedestran vsual obscuraton barrer alongsde those areas whch mght, or are observed, to cause a slowdown n pedestran traffc leadng to a potentally unsafe condton. The Desgn-Bulder shall nstall and mantan a pedestran vsual obscuraton barrer alongsde those areas whch mght, or are observed, to cause event attendees to devate from pedestran paths or walkways leadng to a potentally unsafe condton. Pedestran and bcycle routes may only be closed f they were approved as part of the MOT Plan. Notce to pedestrans, a mnmum of 14 Calendar Days n advance, shall be made before any facltes are closed. Advance notce shall consst of sgns located along the affected route. v Desgn-Bulder shall notfy the Cty of Seattle 14 Calendar Days pror to closure of bcycle trals. v Any pedestran or bcycle detours shall not requre pedestrans to walk or bke more than 0.25 mle longer than the pre-constructon dstance. x All detours and work stes shall be sgned n accordance wth the Standards specfed n ths Secton. d. Approval and Notfcaton for Transt Servce Changes v The Desgn-Bulder shall be responsble for obtanng Kng County Metro s approval for any change that would affect transt servce or operatons, ncludng the locaton of layover space on Pacfc Place or changes that would affect overhead power for electrc trolleys. Based on prelmnary meetngs wth Kng County Metro, several ssues have prevented Metro from developng an acceptable opton to reroute the busses from NE Pacfc Place, the Desgn-Bulder wll be responsble for coordnatng ths effort and ganng formal approval for an acceptable mtgaton strategy from Kng County Metro. If an acceptable plan can not be accomplshed, the default opton wll be to mantan electrc trolley bus servce on NE Pacfc Pl throughout constructon. Notfcaton requrements n advance of makng changes that affect transt servce or operatons shall be per Kng County Metro. Any costs assocated wth provdng temporary trolley power, substtutng desel buses, or alterng transt routes shall be borne by the Unversty. 4. Addtonal Desgn and Analyss Requrements a. The Unversty shall evaluate the exstng Trangle Garage ventlaton system s capacty and provde an engneer s analyss of the vent ntake area and mplcatons for sealng the Raner Vsta drveway tunnel openng. For the purposes of preparng the proposal, the Desgn Bulder shall assume that 50% of the exstng drveway openng n the north wall of the garage s requred for ventlaton. (1) The Desgn Bulder shall allow for a horzontal connecton from the exstng garage through the south brdge abutment wall. RFP / 110 Desgn and Constructon Procedures 02/19/10

6 Page Request for D-B Proposals (2) The louvered area shall be coordnated wth the Landscape Restoraton desgn for the pedestran scale walls along Pacfc Place. B. Substantaton Requrements: 1. See Chapter 111 for defntons and basc requrements; see other chapters for specfc tems of substantaton requred 2. See Chapter Contract Defntons for tme perods relatng to submsson tmes. C. Substantaton Submttal Procedures: 1. Tme Frames: As specfed. If there s a conflct between the degree of detal or completon specfed and the progress of the desgn or constructon, obtan a clarfcaton before submttng. 2. Recpent: Unversty's project manager, at the address ndcated n the RFP. For SDOT or Metro related work, desgn-bulder to coordnate drectly wth that agency and copy the Unversty s representatve on all correspondence and approved submttals.. 3. Number of Copes: 2 copes for Unversty's use and records; Unversty wll return not more than one addtonal copy. 4. For tme perods that consttute Mlestones, all substantaton submttals requred durng that perod must be complete and accepted before the Mlestone can be consdered acheved. 5. Submt complete sets of documents contanng all substantaton at end of the followng perods: a. Prelmnary Desgn perod. b. Desgn Development perod. c. Constructon Documents perod (may be submtted n multple partal Constructon Documents, at the Desgn-Bulder s opton). d. Constructon perod. 6. Resubmssons: Clearly dentfed as such, wth all changes made snce the orgnal submttal clearly marked. D. Unversty's Revew of Substantaton: Unless otherwse ndcated, Unversty wll make formal acceptance of substantaton submttals. E. Substantaton Schedule: Prepare and mantan a complete schedule of substantaton tems, showng: 1. Contents, for each tem: a. Antcpated and actual tem, wth Chapter and paragraph number and drawng dentfcaton, f any. b. Antcpated submttal date, or tme perod(s) durng whch submttal s requred. c. Actual submttal date. d. Acton taken or other status. e. Identfcaton of future re-submsson requrement, f any. 2. If desred, schedule may be ncorporated nto overall progress schedule, provded substantaton data can be reported separately from other progress nformaton. 3. Submsson: To Unversty, wthn 30 days after Notce to Proceed (NTP) wth Desgn. 4. 7 Request for D-B Proposals Page Updates: To Unversty, monthly n hard copy. F. Feld Testng and Inspecton: Perform all testng, observaton, and nspecton requred by code and as specfed. 1. Qualfcatons of Testng/Inspecton Agences: a. Qualfed and equpped to perform applcable tests/nspecton. b. Regularly engaged n testng and nspecton actvtes on a commercal bass. c. Independent of Desgn-Bulder and hs contractors' organzatons. d. Employed by Desgn-Bulder drectly. e. Authorzed to operate n the State n whch the project s located. f. Acceptable to Unversty. g. Acceptable to SDOT h. Substantaton: Submttal of qualfcatons, based on ASTM E 329 and ASTM E Reports: Wrtten report of each test/nspecton; ncludng complete detals of condtons, methods, and results, sgned by responsble ndvdual. Reports shall be addressed and delvered to the Desgn-Bulder, wth smultaneous copes sent to the archtect-of-record, the responsble engneer-of-record, and to the Unversty s representatve. G. Constructon Observaton: The desgn-buld engneer-of-record, and when approprate, the responsble archtect-of-record, or ther authorzed representatves, shall observe the constructon to assure the project s beng constructed n accordance wth the Constructon Documents prepared by the desgn consultants and approved by the Unversty. 1. Observatons shall be conducted not less than weekly durng constructon. 2. Wrtten reports, photographs, or other records of constructon observaton shall be utlzed to document the desgn-bulders consultants observatons. 3. Not less than monthly, a comprehensve report of the desgn consultants observatons shall be provded. 4. Reports shall be addressed and delvered to the Desgn-Bulder, wth smultaneous copes sent to the Unversty s representatve. 5. The desgn-buld engneer-of-record shall also certfy constructon progress and complance wth the Unversty approved Constructon Documents on the Desgn-Bulder s perodc and fnal payment applcatons. H. Reference Standards: Where products or workmanshp s specfed by reference to a document not ncluded n the Contract Documents, comply wth the requrements of the document, except where more strngent requrements are specfed. 1. Date of Issue: As ndcated n each nstance except where a specfc date s establshed by code. 2. Copes on Ste: Keep copes of referenced standards that prescrbe nstallaton or workmanshp standards on ste untl completon. DESIGN REVIEW PROCESS A. The Desgn-Bulder shall develop the Project Plans and submt them as follows for revew, comment, and correcton. After each round of submttals and revew, the Desgn-Bulder shall revse the Project Plans to address any comments or recommendatons receved. 1. Local Revew Boards: The followng ndependent enttes have jursdcton over the project. The Desgn-Bulder s requred to submt drawngs and other documentaton as requred to: RFP / 110 Desgn and Constructon Procedures 02/19/10

8 Page Request for D-B Proposals a. Unversty of Washngton Archtectural Commsson b. Unversty of Washngton Landscape Advsory Commttee (ULAC) c. Cty / Unversty Communty Advsory Commttee (CUCAC) d. Cty of Seattle, Department of Plannng and Development (DPD) e. Cty of Seattle, Seattle Desgn Commsson 2. The Desgn Bulder s encouraged to submt the roadway and tral desgn to SDOT for nformal revew pror to completng all of the documentaton for the prelmnary desgn submttal. The desgn shall be developed to a suffcent level of detal to ensure that conflcts between components have been resolved and that the brdge plans and detals, roadway and tral plans and detals, and specal dranage facltes are constructble and mantanable. 3. Seattle Desgn Commsson: The Desgn-Bulder shall present the Project Plans to the Seattle Desgn Commsson (SDC) a mnmum of three tmes, or as requred to obtan approval. These meetngs are scheduled on the frst and thrd Thursdays of each month. A lst of desgn ssues to be revewed can be determned by contactng the Drector of the SDC. a. The frst presentaton wll descrbe the approach beng taken for the Project and the Desgn- Bulder s plan for mplementaton. The SDC wll provde comments, clarfcaton requests, and/or recommendatons from ths presentaton n the form of meetng mnutes. SDOT wll revew the SDC meetng mnutes and ssue a letter to UW and the Desgn-Bulder wth further comments and/or recommendatons regardng the Project s mplementaton plan. b. The second presentaton wll be performed at the 60% desgn level and the thrd presentaton at the 90% desgn level. The second and thrd presentatons to SDC wll consst of responses to comments and recommendatons receved from SDC and SDOT from the prevous presentaton. The SDC wll provde comments, clarfcaton requests, and/or recommendatons from each presentaton n the form of meetng mnutes. SDOT wll revew the SDC meetng mnutes from both presentatons and wll ssue a letter to the UW and the Desgn-Bulder wth further comments and/or recommendatons regardng the mplementaton plan. c. After recevng a letter from SDOT after the thrd presentaton, the UW wll submt a letter to SDOT detalng how the comments and/or recommendatons wll be addressed and mplemented as part of the Project. d. SDOT wll ssue a letter of approval, or a condtonal letter of approval of the Desgn- Bulder s proposed mplementaton plan. 4. Unversty of Washngton a. The Desgn-Bulder shall develop the Project plans and submt to the Archtectural Commsson two tmes. These meetngs are scheduled quarterly n March, June, September and December. Desgn ssues to be revewed nclude but are not lmted to the followng: 1) The form, dmensons, materals, and fnshes of all major components of the work 2) Landbrdge structural desgn 3) Exposed surface fnshes for the Landbrdge, walls, sdewalks, pathways, etc. 4) Guardral detals 5) Roadway/pathway profles 6) Lghtng under brdge structure and along NE Pacfc Pl. 02/19/10 RFP / 110 Desgn and Constructon Procedures

The Desgn-Bulder shall develop the Project s Engneerng Plans and submt them as follows for revew and comment. After each round of submttals and revew, the Desgn-Bulder shall revse the Project Plans to address any comments or recommendatons receved. 1. Cty of Seattle a. The Desgn-Bulder shall submt the Engneerng Plans to SDOT n accordance wth the SDOT Rght-of Way Improvements Manual. b. The Desgn-Bulder shall submt the Engneerng Plans to Seattle Publc Utltes (SPU) n accordance wth the Cty of Seattle Department of Plannng and Development requrements. 2. Unversty of Washngton a. The Desgn-Bulder shall submt the Engneerng Plans to the Unversty of Washngton Campus Engneerng n accordance wth the Facltes Servces Desgn Gudelnes for Unversty mantaned nstallatons. 3. Kng County a. The Desgn-Bulder shall submt the Engneerng Plans to Kng County Metro Transt for revew and approval ncludng all trolley wre desgns. TEMPORARY FACILITIES AND CONTROLS A. Unversty wll provde the followng: 1. No temporary facltes wll be provded by Unversty. Contractor may connect to local exstng facltes. Utlty use wll be metered and charged at the current rate. B. New permanent facltes may be used durng constructon. C. Exstng facltes may be used; specfcally: 1. Parkng lots. Desgn-Bulder shall pay $15 per day per stall, or the prevalng rate, for use of Unversty parkng facltes n lots desgnated by the Unversty. 2. No parkng at anytme wll be allowed n the Trangle Garage RFP / 110 Desgn and Constructon Procedures 02/19/10
