More than 20 European experts have participated in a workshop held on 30th and 31st January 2014 in Turin for the launch of the European project PROBIS. The objective of this project, financed by the European Union, in the framework of the Competitiveness Programme and Innovation under Call 65/G/ENT/CIP/13/N02C021, is to promote bidding through innovative solutions aimed at European public buildings. One of the priorities is Sustainable Construction, in which the works to be developed will be aimed at establishing the framework conditions for the introduction of innovative solutions in the construction sector in Europe. 1

2 WHAT IS PUBLIC PROCUREMENT OF INNOVATION? Public procurement is the spending of public money to deliver goods, services and works. Public procurement affects a substantial share of world trade flows contributing to important business opportunities and can contribute to sustainable economic growth. In the EU, the public purchase of goods and services corresponds to 19% of GDP. This globally represents an important and long-term market for the innovation community particularly in challenge areas such as climate change, energy, health and mobility. The procurement of better, innovative products, services and technologies is of vital importance to improve the quality and efficiency of public services at a time of economic constraints and restrictions, delivering more for less. Yet the re-orientation of public procurement to stimulate and support innovation remains limited and public procurement markets remain fragmented across Europe. The European Union is actively supporting PPI through a number of policies, linked to the Europe 2020 strategy for smart, sustainable and inclusive growth. This sets a target for 3% of the EU s GDP to be invested in R&D by 2020, along with targets on employment, climate change and energy sustainability, poverty and social exclusion, and education. Complementarily, Member States have adopted national targets to support progress towards these goals. 2

3 Focus on PILOT PROJECTS The project aims to develop and implement a PPI strategy so to achieve the realization of fours pilot projects within its duration. Project pilot partners are 4 EU procurers from 3 countries: City of Torino (IT) Region Lombardia (IT), the city of Borlänge Holding Company (SE) and the City of Miskolc Holding (HU), that, with the support of technical partners experts in building and public procurement, will develop the 4 PPI pilot investments. City of Torino The City of Torino identified as the PROBIS Pilot a huge office building located in the North east area of Torino and namely in Via Bologna 74, Torino. The building covers about sqm and consists into 9 floors above the ground level, which hosts different offices. At the underground level, there is one basement with utility rooms and another one, used as a technical area and garage. It is owned by the Città di Torino and incorporates a number of areas with different final uses, including the offices of the Traffic Police and the offices of the Environment Department of the Citta di Torino. The amount of employees working in this building is about 10% of the total staff of the City (excluding the working for the school division). The electrical and thermal appliances of this building as well as of the overall municipal buildings are managed by IREN Servizi e Innovazione, which is then partner of the City of Torino for any energy efficiency interventions. A technical analysis on main building conditions as well as a report based on interviews to building occupants' representatives revealed the following: High energy consumptions (especially electricity consumption in the summer season); The presence of different building occupants with very different needs; Critical thermal and visual conditions in some building areas (mainly those located in the south facade); 3

4 #1 The building is equipped with Central Air Conditioning, without climate control zones. The need to manage the building as a whole (integrating existing and future central appliances ) thus allowing occupants to make some specific energy choices affecting their own comfort and empower them to improve their energy consumption patterns. Preliminary needs identified are: The presence of an Energy Management System (open, scalable, multi-protocol system) combined with an advanced metering solution to reduce the building's consumptions of thermal and electrical energy Partialization/zoning of the general thermal/climatization system. The technical analysis shows that due to the huge dimension of the building and the different functions hosted there (local police, H24 intervention, environment offices), there is a need to adapt thermal/climatization capacity to different/homogeneus zones in order to improve indoor comfort conditions as well as the efficiency of the overall climatization system. Improve the lighting comfort and consumption: the interview with building-occupants showed that there is a need to optimize the visual comfort as well as lighting energy efficiency in relation to the different building uses, operating not only with the replacement of existing lighting but also equipping lighting systems with motion sensors as well as with solutions allowing different lighting scenarios. 4

5 City of Borlänge The City of Borlänge, through its housing company Ab Stora Tunabyggen, is doing extensive refurbishment of its housing buildings. This specific pilot project is about making an energy conversion of an existing property and by applying a series of energy-technical measures, reducing energy consumption by 50% and making it a low-energy house. The experience will be normative for the whole city of Borlänge in the future. The pilot building is located in Tjärna Ängar area of the Borlänge city (see Figure 1) and It is about 1,5 km far away from the city center. It has an area of 2136 sqm and It spreads over 3 floors used without a basement. See basic facts of the pilot in Table 1. The whole residential area stands for 38 residential units with over 300 apartments. The building as the whole residential area needs a comprehensive renovation actions. Heating, ventilation and hot water systems as well as other envelop technologies are of poor standards, low quality, poor insulation and inefficient heating, and it is described below along with their associated problems. Approach and solution developed and emerged in the PROBISproject should be related to passive energy saving interventions, in particular on envelope solutions (ENV) that would lead to a reduction of energy cost for occupants, ameliorating the environmental footprint of pilot. Energy management systems (EMS) would help the achievement of energy goals. Another important issue is the involvement of occupants and tenants in the energy saving strategy and the achieving of targets. The redevelopment process will take place in close collaboration with the tenants. Working groups with representatives from both the tenants and Borlänge will produced a series of measures, reflecting the maintenance requirements of the buildings and the wishes of the tenants. The overall expected investment of Euro Functionality of the building and problems associated: 1. VENTILATION SYSTEM Mechanical exhaust ventilation and fresh air through spring valves at windows. Fans are in continuous operation with constant flow. No balance with supply air coming through spring valves. I Internal thermal comfort winter time is poor ( as it pulls cool air through the spring valves) 5

HEATING SYSTEM The existing heating system is of the type one-pipe, without thermostatic valves The existing system has probably reached its design life as it is already have big problems besides it is difficult to adjust the heat in the building. 3. HOT AND COLD WATER SYSTEMS In these buildings there is no basement. The pipes for heating and hot water are drawn in the attic. It is around 40-years old system with water leakage problems in the attic. The hot water recirculation pipes are undersized (pipes wear out early). In most bathrooms today sits older two-handle mixer. 4. ENVELOP TECHNOLOGIES (OUTSIDE WALLS, WINDOWS, AND ROOF) Suspected poor isolation of a portion of siding at the window sill. Double glazed windows with a U-value = 3, with bad seals very large heat losses, leaks around windows and doors. Roof is leaking (couple of cases has been reported). Suspected heat leakage problems from the roof. Poor space in the attic. Figure 1: The pilot building 6

7 News TECHNICAL MEETING IN SWEDEN At the end of June 2014, SP Technical Research Institute of Sweden invited the PROBIS project to a technical meeting to primarily discuss the pilots and the needs analysis. The meeting included presentations about energy efficient solutions focusing on energy management, indoor climate and ventilation and a tour visit in the Need4B house, an energy performing house at SP. The first technical meeting of the PROBIS project was held in Borås and Gothenburg June SP had invited a few experts to talk about technical solutions for energy efficiency. Svein Ruud, SP Building Services Engineering, held a presentation about energy management technologies and systems in multi store buildings and Eva-Lotta Kurkinen and Lars Olsson, SP Building Physics and Indoor Environment, informed about moisture, insulation, air-tightness and windows in buildings. Lars Olssons presentation moved into the SP Lab and focused on methods on how to test how new and innovative solutions meet customer s needs and criteria s. PROBIS project also got to visit the Need4B house; a newly built wooden house located at SP Technical Research Institute of Sweden s area in Borås, Sweden, and will serve as a research center for future housing. The house is built with the latest energy efficient and building solutions and the same standards of quality, comfort and design as an ordinary house. The technical meeting in Gothenburg focused on the pilot partner s tasks in the project and included a workshop on methodology and functional needs in the pilots. Other issues covered were presentations of the four initial pilot specific needs - Borlänge, Torino, Lombardia, Miskolc and introductions to the soft state of the art for the first market prospectus. 7

8 Call for Interested Buyer s Network We are looking for public authorities and companies who are interested in following the activities of the project, and potentially participating directly in some project activities all along the procurement lifecycle (from need analysis refinement to the procurement). PROBIS will contribute to better understand the innovations available on the market and will establish framework conditions that encourage their introduction in the construction sector. Environment Park (Turin, Italy) is the project leader and ICLEI local governments for sustainability assist the project partnership in targeted dissemination and networking activities, linked with the European Public Procurement of Innovation Platform. Within the project 4 PPI tenders in 3 different EU Member States will be elaborated and launched. The main focus is on building innovative solutions in the following areas: Envelop components (ENV), including opaque components, glazing, insulating and other part of the external bodies. Energy generation and distribution systems (EGD), including both Renewable energy, CHP,energy storage, HVAC and others. Energy management systems (EMS), in particular ICT based systems, metering, actuators, monitoring, occupant interfaces and others. The selected solutions will then be implemented and tested inside four pilot buildings in the cities of Torino ), Miskolc (HU), Börlange (SE) and in the Lombardy Region (IT). Different building typologies will be covered, including office buildings and social housing, as well as different ages, to provide scope for replicability of solutions at EU level.
