Acknowledgement of receipt and inclusion of the effects of this addendum shall be included on each offeror s form of proposal. NOTICE of EVISIONS: The Bid Opening due date for IFB# E-BID Taxiway A ehabilitation Bid Package 1 at Myrtle Beach International Airport (MY) has been changed from 2:00 PM, Local Time, July 20, 2018 to 2:00 PM, Local Time, July 27, Bids will be received at the Horry County Office of Procurement, 3230 Highway 319 EAST, Conway, SC SPECIFICATIONS: Spec Cover 1

QUESTIONS/ANSWES: Question #1: Will 8% Horry County sales tax apply to this project since the Airport is owned by the county or 9% Myrtle Beach sales tax apply since the airport is in the city limits? 9% Question #2: Question #3: Question #4: If undercut (muck excavation) is required in a fill section with any pavement footprint, what material will be used to backfill these areas? (on-site material, select fill or P-209) Select fill will be used in areas that require undercut in a fill section with any pavement footprint. egarding the Unclassified Excavation plan quantity of 70,000 cy will the Engineer share with the contractors the excavation takeoff summary verifying the 70,000 cy of cut excavation? We come up with about half of that amount of cut in the unclassified excavation. If we were to take into consideration getting paid for the embankment placed to make subgrade we would then come up with the 70,000 cy of unclassified excavation which matches the bid quantity. The unclassified excavation quantity is derived from the difference between the existing grade and proposed subgrade, which includes the excavation for select material backfill. Will the Contractor be paid only for the Volume of cut excavation or will the contractor be paid for both the volume of cut excavation and embankments required to make subgrade? The Contractor will only be paid for the volume of cut exaction required to make subgrade. 2

3 Question #5: Question #6: Are all delivery vehicles required to be escorted onto and from the project if that driver is not badged? Or would a visual contact by Contractors badged personnel be enough to monitor these deliveries considering the limits of construction will be delineated with barricades? Un-badged personnel and vehicles will be required to have a visual, appropriately badged escort at all times within the Aircraft Operations Area and construction work areas. At no time shall an un-badged individual or vehicle access an area outside the designated, barricaded work areas. What is the requirement of the Temporary Safe-up Detail shown on sheet 15 of 192? Our interpretation of this requirement is at the unway edge at Taxiway A1, A2, A3 no drop-off greater than 3 inches then 5% slope from there down to subgrade. For example, at A3 to get to subgrade the depth of cut would be 32 (20 inch pccp, 6 bituminous base, 6 P-209) so subtracting 3 inches from that equals 29 and at 5% the safe up would be approximately 48 feet of slope by the whole 550 ft of along the runway edge at that section of Taxiway A3. Is that the correct interpretation? Would this same safe up be required for every lane (BA to BK) at Taxiway A3 moving away from the runway until the pavement is built to the SA line? Or would it only be necessary for the first 48 ft of the edge of runway (Lanes BA-BC) which is 60ft off the edge of runway? The Temporary Safe-up is required, starting with the edge of runway pavement, until there is no grade greater than 5 percent within the runway safety area. This will most likely require the temporary safe-up be installed through paving lane BI on Taxiway A3. Question #7: Please verify that the pccp transition pavement is to be paid under the 20 pccp pavement bid item. Question #8: Question #9: Yes pccp transition pavement will be paid under the 20 pccp pavement bid item. When performing the work for areas E3 and E6 is it necessary to place the aviation barricades labeled (12, 13, 14, 15, 16) nightly? Could this be accomplished instead by issuing a NOTAM that these taxiways (B1, B2, B3, B4, B5) and runway are closed? With the runway being closed would there be any planes taxiing anyways? Yes. It is necessary to place the aviation barricades labeled (12, 13, 14, 15, 16) nightly for the unway closure. Will the bidder need to acknowledge the first two addenda issued with the original bid in the EBID Documents? No; all items from the first two addenda of the original bid (IFB ) have been incorporated into the EBID Documents. 3
