1 10 March 2011 Water & Sewer Commission CITY OF FREEPORT, 230 WEST STEPHENSON STREET, FREEPORT, ILLINOIS TELEPHONE: Dear Consultant: The City of Freeport Water and Sewer Commission is presently accepting proposals for services in the design and specification of a new Supervisory Control and Data Acquisition (SCADA) System. The current system has been installed over the last 25 years and is used to monitor and control 4 sites. There are 12 Pressure Reducing Valve stations which are currently being added into the system. Additionally, one well is being added at an existing location and a standpipe is being replaced by an elevated tank. The Commission wishes to install a fully automated control system for the water utility. An additional telemetry master will be installed at the Wastewater Treatment Plant for communication to 9 lift stations. The lift station upgrades should be part of this design project and included as a bid alternative. The proposal is limited to 35 pages, single space, standard margins, no less than size 11pt font, standard font, and single side. The cover page and table of contents shall not be considered part of the 35. Upon review candidates will be selected for interview. The interviews will be held on Friday, March 25, A site visit is mandatory for submitting proposal and should be scheduled with Jaynellen Holloway, no later than March 22, The final candidate(s) shall be presented to the Commission on Tuesday, March 29, 2011 at the 5pm Commission meeting. Final designs shall be incorporated into the New Pressure Zone which is being conducted by Rezek Henry Mesenheimer & Gende therefore the timeframe is very short. The project shall be coordinated with RHMG and ready for advertisement to bid no later than June 3, Cost proposals not opened during the public meeting of the Commission shall be returned to the company. Selection of the design firm shall be in accordance with the City of Freeport s Purchasing Policy 2007 Edition, and 50 ILCS 510/ Local Government Professional Services Selection Act. 2 Request for Qualification and Proposal Water System Monitoring, Control and Automated Facility Management w/ Alternate WWTP and Lift Station SCADA Upgrades I. Purpose The Commission is seeking professional engineering services for the development and implementation of a new Supervisory Control and Data Acquisition (SCADA) System. II. Background The Commission wishes to replace its current telemetry and control systems that are used to operate its water systems. The current systems are proprietary in nature and have been installed over the last 25 years. The current system ties together the 4 existing sites: Water Treatment Plant (WTP), Burchard Tank, Willow Tank/Booster Station, and Carroll Tank/Well No. 8. The Commission will be installing approximately 12 Pressure Reducing Valve (PRV) stations and a Well (No. 9) at Willow Tank. These are currently in the design phase. The Commission wishes to upgrade to a nonproprietary type (open architecture) SCADA system that will encompass the entire Water utility. The new SCADA system will need to be easily expandable to allow for modifications to existing facilities as well as the addition of new facilities in the future. The telemetry master will be the Main PLC at the WTP. Additionally, the Commission would like to install a second telemetry master at the Wastewater Treatment Plant (WWTP). This will be configured to communicate to the existing SCADA computers at the plant and serve 9 lift stations. A bid alternative should be included as part of this final design effort, separately for the WWTP and the Lift Stations. Following the bid opening, the Commission will decide whether to include the WWTP and/or Lift station upgrade as part of this contract. III. Preparing and Submitting a Proposal A. Design firms are required to visit the Plants as part of the proposal process and shall be recorded as such. Coordination of the site visit shall be through Jaynellen Holloway, no later than March 22, D. The Commission will promptly review the Proposals and notify the proposers of any additional actions or requirements. Interviews shall be conducted on Friday, March 25, Successful candidates shall be presented to the Freeport Water & Sewer Commission on Tuesday, March 29, 2011 at 5pm, where cost proposals shall be publicly opened and read aloud for candidates measured as equal on qualifications. Candidates not selected for presentation shall have their cost proposals returned unopened. E. At a minimum, the proposal shall include: 1. Letter of Transmittal 2. Project Summary (maximum of two pages) 3. Scope of Services 4. Schedule 5. Personnel Qualifications, including detailed resumes. Consultant shall have at least one electrical engineer working on project. Electrical engineer shall be a licensed professional engineer in the State of Illinois. 6. Related Project Experience with project costs 7. References from previous projects 8. Company Overview 9. Separately sealed Cost Proposal with hours, provide itemized list of tasks and associated billing hours proposed on each task, no Lump Sum. Please note while the hours and tasks are itemized the Commission requires a Not To Exceed value for budgeting purposes. IV. Scope of Work The suggested scope of work for this portion of the project shall include, but is not limited to, the following: A. Detailed design and procurement 1. Review SCADA Preliminary Design Report and utilize as a design guideline. 2. Prepare technical specifications, which include a functional description of the water system monitoring, alarming and control to be performed by the SCADA System. 3. An on-site radio path survey shall be coordinated and approved by the Consultant. Radio survey shall be done during full leaf-on conditions and shall include all current and future sites. 4. Incorporate system control from remote locations, using Internet connectivity, so Commission personnel can access system from home, city hall, etc.

4 5. Incorporate a bid alternative to provide PLC-based control and SCADA telemetry connectivity at the 9 existing lift stations. 6. Incorporate a second bid alternative to provide upgraded SCADA for the Wastewater Treatment Plant located at 337 South Hancock Avenue, Freeport, IL. 7. Qualify control system suppliers and arrange visits to existing supplier installations as required. Consultant shall recommend a minimum of three control system suppliers that have provided systems of similar size and nature. Suppliers shall have proven experience and references. 8. Submit plans and specifications to the Illinois E.P.A. for review and approval as required and respond to all Illinois E.P.A. comments. 9. Prepare documentation (drawings and specifications) to procure equipment and installation services to implement a fully functional water utility management and control system per the project specification. Bid and Contract Documents shall be prepared incompliance with the requirement of the IEPA Revolving Loan Program, which the City is competing in. 10. Prepare an Opinion of Probable Cost for the final design. Adjust the scope of the project as needed to stay within budget constraints. 11. Print and distribute bid documents to contractors, system suppliers, and vendors. 12. Respond to questions from control system suppliers, contractors and vendors and provide additional information as required. 13. Attend bid opening. Assist Commission in bid evaluation and review qualifications, insurance documents, and cost information. 14. Based on review of bids received, provide a recommendation of proposal acceptance. 15. Prepare contract documents for review and execution by commission and successful bidder. B. System Development and Construction 1. Review and approve system shop drawings and technical submittals. 2. Schedule a pre-construction meeting with the Commission and Contractor to finalize system. 3. Be available during installation to answer Commission or Contractor questions. 4. Attend all Factory or Field demonstration and validation tests. 5. Provide site visits by design personnel at appropriate stages of construction to review quality of work and to determine, in general,

5 whether the work is in substantial conformance with the contract requirements. 6. Schedule and attend monthly construction progress meetings. 7. Review and approve pay requests and change orders. 8. Schedule and attend final system acceptance test, which will include a point-by-point field validation procedure. 9. Review and approve as-built drawings and O&M Manuals. Final copies to be delivered to Commission in hard copies and electronic copies where available.
