1 1.0 Purpose Title: CLIENT PROCEDURE FOR COMPLETION CERTIFICATE & DEWA NOC The occupancy of new / modified facilities within the jurisdiction of Trakhees shall take into account Civil Engineering Department (CED) policies & Procedures as a matter of prime importance to obtain the Completion Certificate OR NOC for temporary DEWA Power & water supply for testing of Fire protection / Life safety systems from Trakhees - Civil Engineering Department (CED). The purpose of this process is to ensure that the Client s new / modified facilities are constructed in line with the required Trakhees Civil Engineering Department (CED) Requirements / Planning & Control Regulations leading to the issuance of Completion Certificate or NOC for temporary DEWA Power & water supply for testing of Fire protection / Life safety systems by the local authority Trakhees - Civil Engineering Department (CED). Kindly be advised that Completion Certificate or NOC for temporary DEWA Power & water supply for testing of Fire protection / Life safety systems will not be processed if there are outstanding Trakhees Civil Engineering Department (CED) Financial Penalties pending payments by either the consultant or the Main Contractor. 2.0 SCOPE This process covers all clients operating under Trakhees jurisdiction area. 3.0 Definitions CED - Civil Engineering Department BCS - Building Completion Section BCC -Building Completion Certificate BCI - Building Completion Inspection CIR - Completion Inspection Report NOC - No Objection Certificate EHS-PCFC - Environment, Health and Safety Department. 2 4.0 Procedure 4.1 Submission by Consultant through ebcc: The project Consultant who has a project ID on epermit shall enter the epermit web site ( & choose new request for Building Completion Certificate, fill the electronic application form & submit the application for BCI by attach the EHS NOC for completion certificate, DCD Completion Certificate, Structure inspection Record, Final Demarcation Certificate & NOC from Business Unit for issuing BCC. 4.2 Submission of Consultant & Contractor by CD: The project consultant/contractor who does not have project ID on epermit shall fill/sign/stamp the Application for Completion Certificate or Application for Modification Completion Certificate. The mentioned above application shall be submitted in soft copy (on CD) with the required documents in PDF format. The CD should be submitted in a labelled format as shown below. Kindly be advised that CED reserves the right to reject incomplete submissions the submission if the submission is incomplete. 3 4.3 Inspection Charges: The consultant/contractor will be required to pay the inspection fees in cash/cheque at Trakhees Cashier. Cheque payments should be made in the name of PCFC Trakhees and paid at Trakhees cashiers. Inspection new charges will be as mentioned in the below table in addition to AED 10 (Ten Dirhams) as Knowledge Dirham: Amount AED500 AED1000 AED1500 AED2500 AED3500 AED5000 Inspected Area < 1000 SQM 1001 SQM to 4999 SQM 5000 SQM to 9999 SQM 10,000 SQM to 49,999 SQM 50,000 SQM to 99,999 SQM > 100,000 SQM 4.4 Inspection: Upon receipt of the application form, BCS shall notify the applicant through ; the application number for inspection is scheduled normally within one working day from the date of receiving submission. During the inspection, the presence of all relevant representatives of the consultant, contractor and (if required) the client shall be ensured. NOTE: Any application received after 12:00 noon will be considered as a submission for the next working day. 4.5 Forwarding of Inspection Comments: After the inspection, the Building Completion Section [BCS] Comments (if any) shall be forwarded directly through to the applicant for compliance normally within one working day from the inspection date. 3.6 Re-Inspections: If the facility inspection report issued by BCS shows any comments the consultant/contractor/client is advised to comply and clarify the comments raised by BCS engineers and to submit point by point compliance statement to CED Building Completion Section. NOTE: Fees for re-inspection is AED 1000 per inspection 3.7 Issuing/Approval of Completion Certificate & NOC for temporary DEWA Power & water Supply for testing of Fire protection/life safety systems: After the satisfactory completion of all Trakhees & DCD requirements The Completion Certificates will be issued by CED BCS within one working day from the approved CIR. NOC for temporary DEWA Power & water supply for testing of Fire protection/life safety systems shall be issued by CED BCS within one working day from the inspection & will be sent by to DEWA & copy to Consultant/Contractor/Client, after payment of the inspection Fee & refundable deposit which is AED 1000 per month. 4 Kindly be advised that the NOC for temporary DEWA Power & Water Supply for testing of Fire protection/life safety systems is valid for 30 days from the date of Issuance.
