1 APPENDIX A - TECHNICAL SPECIFICATIONS Lift Station Electric Feed Overhead to Underground Projects for JEA 1. GENERAL PROJECT REQUIREMENTS 1.1. SCOPE OF WORK: The Contractor shall be responsible for the Design, Construction, Testing, and Commissioning the conversion of secondary Overhead Connection to Underground connection on each Lift Station. These facilities are located throughout Duval County, St. Johns County, and Nassau County OWNER S DAILY FUNCTIONS: The Owner (JEA) must maintain control and operability of each facility during testing and construction. Several facilities have continuous operations. Scheduling will require nights and weekends for power outages and the Contractor shall be available to do the task any time with previous coordination with JEA GENERAL: The Contractor shall provide a complete new designed underground electrical service (secondary part of the transformer) for each lift station, including coordination of the electrical service department of the power utility provider and approval by JEA and other serving electrical utility company Each lift station electrical service shall include complete secondary electrical service equipment, metering and installation in accordance with JEA s standards (i.e., Rules and Regulation for Electric Service, Underground Electric Distribution Construction Standard and Overhead Electric Distribution Construction Standard), and the serving electrical utility company requirements. JEA will provide the location for the service point of connection or JEA Feeder ID GUIDANCE FOR CONSTRUCTION: All construction will be completed in accordance to the JEA Standards Documents and Drawings as well as the requirements listed herein Schedule, Bill of materials, permits to all Utilities, Federal, State, County, and City dependencies and design need to be released and approved before start of construction. Contractor is responsible for obtaining all necessary permits All underground work will be completed and tested prior to disconnecting overhead service. Only one (1) outage is permitted per station to switch service from overhead to underground unless prior approval by JEA All overhead equipment will be demolished and removed after station service is transferred to underground. Contractor is responsible for safe disposal of all demolished materials Electrical service size shall be based on JEA s standards (All business division) and N.E.C. requirements The minimum electrical service size shall be 100 amps Where the electrical service requirements exceed 100 amps, but are less than or equal to 200 amps, the electrical service size shall be 200 amps Where the electrical service requirements exceed 200 amps, but are less than or equal to 400 amps, the electrical service size shall be 400 amps Above 400 amps, the electrical service size shall be selected by the JEA lift station electrical design engineer The feeder pipe conduit from pole to Underground shall be CPVC SCH 80 3 diameter minimum A NEMA 3R enclosed generator disconnect switch shall be supplied and sized as follows. Approved manufacturer: Eaton quick-connect double-throw (QCDT) safety switch or JEA approved equal.

2 The Generator Disconnect Switch shall be sized greater than or equal to the current rating of the Main Circuit Breaker but not larger than 400 amps The generator disconnect switch shall not be required if a fixed generator is installed on site, but the new Feeder for service point to station will be terminated on existing Automatic Transfer Switch or Switch Gear Breaker Contractor shall install a Smart meter base (two-way meter) to monitor electrical conductivity at each station Meters shall be supplied by the electrical utility provider All work execution shall be coordinated with the JEA Project Manager and must have the endorsement and/or approval, in writing, of submittal of materials and project Schedule by JEA Project Manager before executing work WORKMANSHIP: Equipment furnished and installed shall be fabricated, assembled, erected, and placed in proper operating condition in full accordance with drawings, specifications, engineering data, instructions, JEA standards, and recommendations of the equipment manufacturer; unless exceptions are noted and approved by JEA. The working area shall be clean and organized at all times (from the beginning until delivered to JEA) and comply with JEA Safety requirements all time All work provided shall be constructed in accordance with the drawings and specifications. All defects disclosed by tests and inspections shall be remedied immediately by the Contractor with no additional cost to JEA The Qualification of the contractor must have a professional Master Electrician, with the State of Florida certification, as part of the crew member and any other certification requested by State of Florida or JEA. 2. UTILITY POWER OUTAGES: 2.1. When utility power outages are required, for facilities connected to the network grid, network protectors on spot networks, or equipment to be tested on the line side of the main disconnect, the Contractor shall be responsible for arranging with JEA, FPL, Beaches Energy or any other Power Supply Utility the disconnection and reconnection of the Utility Source. If a permit and/or electric certification is needed to comply with disconnection and reconnection, the Contractor shall be responsible for charges and fee required by the Utility Source Company. 3. OTHER FACILITIES: 3.1. JEA may elect to add other pumps stations to be upgraded. Descriptions shall be supplied by JEA to the Contractor for each station. Likewise, JEA reserves the right to remove any of these listed facilities, should the situation require it. 4. COST AND TIMELINE 4.1. Contractor will provide lump sum fixed pricing for each lift station on the bid worksheet. This pricing shall include all materials, labor, company overhead, tools, consumables, rentals, mobilization, demobilization, and all other direct and indirect costs required to complete this scope of work for each station JEA will make each station available to the contractor prior to the bid due date for the purpose of site inspection for bid preparation All work must be completed and all sites accepted and turned over to JEA no later than 9/15/ JEA may award up to multiple contracts based on pricing and contractor availability Contractor will indicate how many stations can be completed by the above deadline on the bid form. This number may be used to determine workload allocation for each successful contractor.

5 APPENDIX B FORMS Lift Station Electric Feed Overhead to Underground Projects for JEA MINIMUM QUALIFICATIONS The minimum qualifications shall be submitted in the format attached. The report shall be presented in the order described below. In order to be considered a qualified supplier by JEA you must meet all the criteria listed and be able to provide all the services listed in this specification.
