The essence of the survey was to investigate all areas and to gain access above the suspended ceilings to view the ceiling void. To generally identify the type of ceiling tiles in each area. To investigate the presence of redundant suspended ceilings within the ceiling voids. To record the condition of the ceiling voids; i.e. presence of debris etc. To investigate the nature and condition of existing pipework insulation and to investigate the nature of boarded materials. 7 Analytical Techniques Building R3 Analytical Techniques Each floor was viewed for suspect materials thought or known to contain asbestos and samples taken where it was considered necessary. Where possible individual ceiling tiles were removed to gain access to the ceiling voids and soffit. Materials of a similar type were only occasionally sampled and it was assumed that other materials visually identical to where the sample was taken, were of a similar composition. Photographs were taken at all of the sample locations (unless otherwise stated). Samples were returned to a UKAS Accredited Laboratory for analysis. Asbestos Bulk Sample Analysis is conducted by using Polarised Light and Dispersion Staining Techniques. Dispersion Staining is used to describe the colour effects produced when a transparent colourless particle or fibre is immersed in a liquid having a refractive index near to that of the particle or fibre, and is viewed under a microscope using transmitted white light (based on HSE Publication MDHS 77). 8 General Caveat Building R3 General Caveat This report is based upon a non-destructive Type survey of an occupied building. During the course of the survey all reasonable efforts were made to identify the physical presence of materials containing asbestos. It is known that asbestos materials are frequently concealed within the fabric of buildings or within sealed building voids so that it is not possible to regard the findings of any survey as being definitive. It must always remain a possibility that asbestos containing materials may be found during refurbishment or demolition activities. For reasons set out in this report, the results cannot give an assurance that all asbestos materials have been found and must not be thought to do so. The nature of the survey was a non-destructive inspection at key locations of accessible voids and areas. From the evidence of the inspections and of the sampling and analysis undertaken, it is clear that asbestos containing materials are either present or within or associated with various areas as detailed in the report. We recommend that samples be taken of suspect materials which may be uncovered or within the listed areas or within the areas of the site which were not included in this survey. This report should be treated with caution if major refurbishment works, partial or total demolition works are to be carried out at a future date. The client/design team should consider the extent of the work to be carried out and, if in doubt, should commission a Type 3 intrusive survey to ensure any hidden asbestos material is located and recorded. 9 General Caveat Building R3 General Caveat TYPE OF SURVEY AS PRESCRIBED IN MDHS : TYPE : LOCATION AND SURVEY (PRESUMPTIVE SURVEY) The purpose of the survey is to locate, as far as reasonably practicable, the presence and extent of any suspect asbestos containing materials in the building and assess their condition. This survey defers the need to sample and analyse for asbestos until a later time. TYPE : STANDARD SAMPLING, IDENTIFICATION AND SURVEY (BULK SAMPLES TAKEN) The purpose and procedures used in this type of survey are similar to the Type, except that representative samples are collected and analysed for the presence of asbestos. Samples from each type of suspect asbestos containing material found are collected and analysed to confirm or refute the surveyors judgement. If the material sampled is found to contain asbestos, other similar homogeneous materials used in the same way in the building can be strongly presumed to contain asbestos. TYPE 3: FULL ACCESS SAMPLING AND IDENTIFICATION (PRE - DEMOLITION OR MAJOR REFURBISHMENT SURVEYS) This type of survey is used to locate and describe, as far as reasonably practicable, all asbestos containing materials in the building and will generally involve destructive inspection, as necessary, to gain access to all areas. 10 Specific Notes Building R3 Specific Notes Access could not be gained to several areas of the site, for example:- Sealed or inaccessible loft spaces Areas, which have been bricked up or blocked off Live fuse and switch boxes (may contain asbestos flash guards) Areas listed in the site outline. Whilst every effort was made to locate the presence of asbestos based materials, it proved difficult in some places due to:- In-filling, alteration and refurbishment work which has taken place in the past. Asbestos which may be under or hidden from view by other materials which have been used for over-cladding. It is possible that asbestos debris and asbestos boarding are present and have been missed by the survey team due to inaccessibility and the survey time constraints. Care must therefore be adopted, especially when carrying out refurbishment or demolition works. If suspect materials are uncovered then additional sampling should be undertaken. Whilst every effort was made to locate the ceiling panels, wall partitions and other panels, which may have been constructed from asbestos materials, none other than those detailed were found. Some may have been missed due to repairs, alterations etc, where false and other finishes have been applied or where different specifications (including a possible mixture of asbestos and non-asbestos) panels have been used in the same area. Only by sampling each panel would the composition of all the materials be known. This was clearly not practical in terms of cost or time. No air monitoring was carried out whilst the survey was undertaken and therefore care was taken not to cause disturbance of fibre or contamination of clean surfaces. This report has been written with reference to the various Guidance Notes etc, issued, and current at the date of this report and describes circumstances at the site on the date the investigation took place. Where similar items exist in the building, only one or two samples have been taken to ascertain the material content. It was assumed that similar products were of the same material. 11 Specific Notes Building R3 Specific Notes Fire doors were not inspected internally to ascertain if they are manufactured using asbestos materials. This would entail destructive testing procedures. Any person undertaking work within the buildings should be told of the presence of asbestos. This briefing also applies to any other person associated with the site, including staff, sub-contractors and others. The diagrams in the report are not to scale and are illustrative only to indicate approximate locations. The descriptions used are for location identification purposes. All the recommendations described in this report are based upon assumptions made after consideration of the type of material, condition of the material, its location, analysis result and type of use the area is thought to be subjected to. However, statutory authorities or others, could require amendments based on local knowledge, change in legislation, change in use or indeed, other conditions of criteria. Samples taken from floor tiles (or similar material) may include a bitumastic adhesive as part of the sample. It is known that some proprietary brands of bitumen have an asbestos content and this will be included as an integral part of the Bulk Sample unless otherwise stated. Due to the inconsistancy of the fibre content in vinyl floor material and its low percentage (generally less than % by volume) random sampling only, was carried out to establish the possible presence of asbestos in vinyl flooring. A more comprehensive sampling strategy would have to be implemented to establish the exact extent of asbestos based vinyl flooring. However, unless the material is subjected to vigorous abrasive action or fire, the possibility of fibre release will be minimal due to the matrix of the material. 12 Recommendations Building R3 This survey has been completed to current legislative standards, as outlined in the HSE book " A comprehensive guide to managing asbestos in premises". The guidance describes a multi stage approach, firstly identifying any asbestos hazards followed by prioritising the actions required to manage them. The various stages and the part this document plays in them is outlined below. STAGE - MATERIAL The first stage is to establish the location and condition of any asbestos containing materials. This survey reports where asbestos containing materials (ACMs) are located and what hazard they represent to anybody exposed to them. In the pages that follow there can be found a list of the various ACMs ranked into bands indicating how great a hazard they represent. The way these bands are grouped is explained below: HAZARD BAND A : points or more - HIGH HAZARD MATERIAL ACMs in this band should be regarded as having a significant potential to release fibres if disturbed. A decision should be made urgently on how to ensure that people are not exposed to the hazard, and remedial works be carried out. HAZARD BAND B : 7 to 9 points - MEDIUM HAZARD MATERIAL ACMs in this band can also be regarded as having a significant potential to release fibres if disturbed but not as much as those in risk band A. A decision regarding how these ACMs are to be managed should be made promptly but probably as part of the overall management plan. Appropriate remedial works should be carried out. HAZARD BAND C : 5 and 6 points - LOW HAZARD MATERIAL ACMs in this band should be regarded as providing a low risk to people exposed to them but precautions should be followed and regular inspection of the sites will be required to check on any deterioration in condition. HAZARD BAND D : to 4 points - MINOR HAZARD MATERIAL Similarly to Band C, ACMs in this band should be regarded as providing a low risk to people exposed to them but precautions should be followed and regular inspection of the sites will be required to check on any deterioration in condition. 13 Recommendations Building R3 MATERIAL S For each sample / inspection, a Material Assessment is compiled. A points score is allocated on the basis of the examination of a number of parameters. The scoring algorithm is described in the HSE document referenced MDHS. This scoring, and the associated banding helps rank the hazards in order of their seriousness. The parameters which go to make up the score are as follows: PRODUCT TYPE Different ACM's have different propensities for releasing asbestos fibres. This parameter provides different scores related to how likely they are to release fibres. TYPE - point Asbestos reinforced composites (Plastics, resins, mastics, roofing felts, vinyl floor tiles, semi-rigid paints or decorative finishes, asbestos cement etc). TYPE - points Asbestos insulating board, mill boards, other low density insulation boards, asbestos textiles, gaskets, ropes and woven textiles, asbestos paper and felt. TYPE 3-3 points Thermal insulation (eg pipe and boiler lagging), sprayed asbestos, loose asbestos, asbestos mattresses and packing. EXTENT OF DAMAGE GOOD CONDITION - points No visible damage. LOW DAMAGE - point A few scratches or surface marks; broken edges on boards, tiles etc. MEDIUM DAMAGE - points Significant breakage of materials or several small areas where material has been damaged revealing loose asbestos fibres. HIGH DAMAGE - 3 points High damage or delamination of materials, sprays and thermal insulation. Visible asbestos debris. 14 Recommendations Building R3 SURFACE TREATMENT: If an ACM is sealed inside a non asbestos layer its ability to release fibres is considerably, if not totally, inhibited. This parameter makes a judgement on the effectiveness of the seal which is often in the form of a thick paint like layer or proprietary encapsulation sealant. 15 Recommendations Building R3 STAGE - PRIORITY Once the hazards have been identified the HSE guidance indicates how to apply a numbering system which will help prioritise the ACMs for any treatment they require. The information the prioritising algorithm requires falls into groups, both of which are aimed at calculating the level of risk that people near the hazard are exposed to. GROUP - ACM RELATED DATA (DISTURBANCE AND MAINTENANCE ) The first group records more information regarding the ACM itself and is divided into sub groups as follows: A. LIKELIHOOD OF DISTURBANCE This section estimates how likely the ACM is to be disturbed and influences the overall score accordingly. 19 Recommendations Building R3 TOTAL Adding the Material and Priority Assessment scores together produces the Total Assessment. These three scores help decide the priority to apply in dealing with each ACM. Two reports follow which are designed to rank the data firstly by Hazard Band, which identifies any urgent actions. The second report gives all three assessment scores ranked by Total Assessment Band or risk bands. These bands are grouped as follows: Although recommendations which are issued will vary according to each individual situation, it is desirable that some standardisation of action is achieved to allow Property and Engineering Managers to identify areas that require immediate attention, and to instigate planned preventive maintenance and management of asbestos containing materials. RISK BAND A 8 POINTS OR MORE HIGH RISK MATERIAL REQUIRING URGENT ATTENTION: The potential hazard arising from this category warrants urgent action. Immediate plans should be made for the removal/containment of the asbestos containing material. If delay in remedial action is likely to occur the affected area should initially be sealed-off and appropriate warning signs posted. Where the asbestos material is badly damaged and beyond repair, or could be subject to further disturbance, then the ACM should be removed. Where the risk of disturbance can be minimised, then the repair/encapsulation, application of appropriate warning labels and annual visual re-inspection should be considered as part of the Asbestos Management process. RISK BAND B 4-7 POINTS MEDIUM RISK MATERIAL REQUIRING NEAR TERM ATTENTION: This category indicates that deterioration in any of the contributory factors may result in fibre release. Therefore all asbestos should be contained/sealed/encapsulated on a programmed basis within a specified time scale - normally within 3 to 6 months. 20 Recommendations Building R3 The condition of the asbestos material should be regularly monitored and, where necessary, sealed/re-encapsulated. Approved warning labels (where agreed in the Asbestos Management Plan) should be applied in an appropriate position to minimise the risk of accidental damage to the material. Following such remedial works visual inspection of the ACM should be carried out on a monthly basis. RISK BAND C 9-3 POINTS LOW RISK MATERIAL REQUIRING REGULAR INSPECTION: This category indicates the need for regular monitoring. Although the current risk of fibre release is low, this material may suffer deterioration through age/local accidental damage. Approved warning labels (where agreed in the Asbestos Management Plan) should be applied in an appropriate position to minimise the risk of accidental damage to the material. Visual inspection on a monthly basis to ascertain any change in condition is recommended. RISK BAND D -8 POINTS MINOR RISK MATERIAL REQUIRING ANNUAL INSPECTION: This category indicates Priority. Approved warning labels (where agreed in the Asbestos Management Plan) should be applied in an appropriate position to minimise the risk of accidental damage to the material. Visual inspections should be made on a monthly basis to ascertain any change in condition.
