To accept the Director s Report and place it on file. 2. To accept the Ordinance Amendment in Section 9.02 for 15 miles per hour speed limit and Section 9.05 for No Parking. 3. To award the bid for Contract A for the Zenoff Park Synthetic Turf Infield Improvements Project for the General Site Construction to H&H Civil Construction, LLC in the amount not to exceed $291, To award the bid for Contract B for the Zenoff Park Synthetic Turf Infield Improvements Project for the Synthetic Turf Installation to Astro Turf in an amount not to exceed $247, To award the 2019 Tree Removal Services to Tree Fella Company in the amount of $41, Adjournment. Engineering Division Sidewalk project filling the gaps o The Engineering Department continues to work on the 2019 Sidewalk Continuation project which will be in the vicinity of Amber Avenue and Windy Way. o A public informational meeting is being scheduled for January 23, o The Engineering Department is also looking into a 2020 sidewalk project within District 8 in the area of Washington School. Business 51 (Division Street) and North Point Drive Roundabout o All work elements excluding pavement markings have been completed. Due to the colder than normal weather this fall, pavement temperatures were not conducive to applying the markings which will be completed in the spring. o The Police Department has been providing crash reports to Engineering Staff for review and monitoring in the hopes that opportunities can be found to reduce the number of accidents. o Through the end of 2018 a total of 21 accidents have been reported within the roundabout. This is not unexpected. More frequent, but less severe crashes are the expectation. o There are however, two reoccurring themes when reviewing the crash reports. The first is a failure to yield to both lanes of traffic before entering the roundabout. The second is attempting to complete a maneuver that is not consistent with the lane of travel. (i.e. turning left from the right lane.) o Engineering Staff will continue to review and monitor the crash reports and work with the Police Department to see if there may be opportunities for improvement, either through education, signage, pavement markings or other means. Stanley Street Improvements: o Engineering staff will be reviewing the project this winter with Streets Department staff to create a traffic control plan, order materials and evaluate project limits. 2 stevenspoint.com

3 TAP Grant o SEH continues to work on environmental documentation and design elements of the project. After the environmental documentation is completed a second public informational meeting will be held to present the findings to the public. Design elements will also be shared at that time. The meeting is anticipated to take place in the late winter or early spring. East Park Commerce Center o Ruekert Mielke is working on revising elements of the existing storm water system before finalizing a bid package for the infrastructure improvement project. The project is currently being planned for an early 2020 construction start. Full Depth Joint Repair o The Engineering Department is currently evaluating potential future projects in the downtown area. The implementation of any additional projects will, however, be dependent upon the recommendations of the Redevelopment Authority s downtown master planning effort Roadway Improvements o The Engineering Department continues to prepare for 2019 and 2020 reconstruction and resurfacing projects projects currently include: o Fifth Avenue and Pulaski Place (Second Avenue to Franklin Street) Gremmer & Associates are providing design assistance for this project. A PIM is being planned for January 16, o Whiting Avenue (Water Street to Riverview Avenue) A PIM is being planned for late January o Reserve Street (Ellis Street to Dixon Street) A PIM for Reserve Street was held December 19, The meeting was well attended with roughly one-third of properties represented. Additional Ongoing Director\City Engineer\City Surveyor Projects: o The Engineering Department continues to work on improving the decision making and planning for future capital projects. Staff is working to create prioritization tools for pavement rehabilitation activities. o The City Surveyor continues to work on several Certified Survey Maps for proposed and potential developments. o Engineering and Streets staff continue to look for other city infrastructure and service improvements, many to address alder and constituent questions and concerns. Some of the improvements staff is looking into include: Pavement repair and installation of curbs along the radii of select rural crosssection roadways. Shoulder repairs and shaping to preserve pavement and improve drainage. Evaluate the potential need for additional pavement markings and signage at intersections to better delineate travel lanes to avoid confusion and reduce conflicts for all travelers. o Engineering Staff will be working with a consultant to modify the traffic signal timings at approximately 15 signalized intersections predominately located on the south and east side of the city. Streets Division Street work o Continued Garbage and Recycling operations. o Sign work continued. o Street lamp maintenance continued. o Building maintenance and repair. o Patching Continued. o Repairs of Snow Equipment Continued. o Snow and Ice Control Operations Commenced. Equipment maintenance/garage o There were a total of 114 repair orders completed in the month of December. When broken down by department there were; Water 2 Engineering 4 Inspection 0 Police 8 Parks 11 Fire 3 Streets 86 Signs, posts, barricades, and flags o 63 signs were replaced or added, 1 because of an accident, 6 for usual maintenance, 1 because of an ordinance changes, 1 because of vandalism, 9 new signs were installed, 5 signs were replaced and 40 were updated. o 13 poles were replaced or added, 4 because of accidents, 6 for usual maintenance, 1 because of ordinance change, 1because of vandalism and 1 pole was replaced. Garbage/recycling/yard waste/drop-off o Garbage and recycling carts repaired/replaced/distributed as needed. o Regular and Holiday solid waste collection completed. o Regular and Holiday recycling collection completed. o City drop-off operations were completed. Leave o 23 days 6.5 hours sick, 44 days 1 hour of vacation and 1 day.5 hours of work comp. were utilized. 4 stevenspoint.com

5 City of Stevens Point 1515 Strongs Avenue Stevens Point, WI Public Works Engineering Department: Phone: Fax: Streets Department: Phone: Fax: January 9, 2019 To: From: Re: Board of Public Works Scott Beduhn, Director of Public Works Ordinance Amendments The creation of Ordinances in Section 9.02(b)2 are to address complaints regarding speeding along Mead Park. Incidents of speeding were confirmed by the Police Department. This ordinance will reduce the speed from 25 mph to 15 mph along West Whitney Way and West Cornell Avenue adjacent to Mead Park. The Ordinance Amendment of Section 9.05(g) is intended to create a no parking zone adjacent to the existing driveway at the JusticeWorks building and across from the existing residential driveways along Brawley Street to eliminate conflicts reported to the district alder and the engineering office. The Ordinance Amendments of Section 9.05(j) are intended to create a no parking here to corner area at various intersections near the University where metered parking was recently implemented to provide better visibility for traffic and pedestrians entering the intersections. 6 ORDINANCE AMENDING THE REVISED MUNICIPAL CODE OF THE CITY OF STEVENS POINT, WISCONSIN The Common Council of the City of Stevens Point do ordain as follows: SECTION I: That subsection g of Section 9.02(b)2, 15 miles per hour in of the Revised Municipal Code, Speed Limits is hereby created to read as follows: 9.02(b)2 g. West Whitney Street from West Cornell Avenue to West Clark Street. SECTION II: That subsection h of Section 9.02(b)2, 15 miles per hour in of the Revised Municipal Code, Speed Limits is hereby created to read as follows: 9.02(b)2 h. West Cornell Avenue from West River Drive to West Whitney Street. SECTION III: That subsection 323 of Section 9.05(g) of the Revised Municipal Code, No Parking is hereby created to read as follows: 9.05(g) 323. On the north side of Brawley Street from a point 66 feet east of Water Street to a point 86 feet east of Water Street. SECTION IV: That subsection 162 of Section 9.05(j) of the Revised Municipal Code, No Parking Here to Corner is hereby created to read as follows: 9.05(j) SECTION V: 162. On the west side of Reserve Street from Briggs Street to a point 60 feet north. That subsection 163 of Section 9.05(j) of the Revised Municipal Code, No Parking Here to Corner is hereby created to read as follows: 9.05(j) 163. On the west side of Reserve Street from Briggs Street to a point 60 feet south. SECTION VI: That subsection 164 of Section 9.05(j) of the Revised Municipal Code, No Parking Here to Corner is hereby created to read as follows: 9.05(j) 164. Bids were received from H&H Civil Construction, LLC, J.H. Findorff & Son, Inc., Pember Companies Inc., Faulks Brothers Construction Inc. and Haas Sons Inc. Qualifying Bids, General Site Construction, for Contract A Base Bid are as follows: H&H Civil Construction, LLC.: Base Bid $265, J.H. Findorff & Son Inc.: Base Bid $339, Pember Companies Inc.: Base Bid $381, Faulks Brothers Construction, Inc.: Base Bid $448, Haas Sons, Inc.: Base Bid $467, We recommend awarding the contract Base Bid to H&H Civil Construction, LLC in the amount of $265, plus $26, contingency for a total cost of $291, The award should be contingent on the Contractor executing the agreement and providing the required bonds and insurance certificates in conformance with the contract documents Please contact us if you have questions concerning the bid results and accompanying recommendations.
