Downtown Campus Connection Sidewalk construction and the sidewalk art have been completed. The project has been closed out. 2. Fancher Street from High Street to Michigan Street The contract was approved by the City Commission on May 23, 2011, and construction has begun. The project is expected to be completed by mid- August. 3. Chippewa Street from Russell Street to Brown Street Construction work began on May 30 th, and except for the final paving, all of the work has been completed. 4. Preston Street Plaza from Washington Street to Franklin Street This is a major street reconstruction project headed by CMU and its consulting engineering team. CMU informed the City that the project has been postponed for an indefinite period of time. City staff reviewed the street condition, and determined the street surface needs immediate repair to carry it through until the reconstruction project moves ahead. Refer to the Streets section of this report for further details on the temporary repair. 5. Storm Manhole Rehabilitation This project is currently being advertised with July 26, 2011, as the final date to receive bids. The City Commission may expect to act on the contract at its August 8, 2011, meeting. The current work schedule is from mid-august through mid-september. 6. Sidewalk Replacement Sidewalk replacement by the contractor will take place in coordination with the construction projects. Complaint locations will be replaced by the Street Department as they are identified. 7. Michigan Street from Fancher Street to Washington Street This is a proposed street reconstruction project for The project will be designed and coordinated through MDOT. City engineering staff is meeting with stakeholders to assist in developing conceptual plans. Preliminary and final plans will be designed during the upcoming fall and winter seasons. The tentative construction schedule is June through August A combination of Federal-Aid Urban and City funds will pay for this project.

2 Capital Improvement Projects Status Report-June 30, 2011/Pg. 2 AIRPORT 1. Airport Crosswind Runway Construction of a 4,000 foot, paved runway is included in the Airport Master plan. The property is appraised and the City is in negotiations for purchase of a 40-acre parcel of privately owned property. Purchase of this property is necessary to proceed with construction of the runway. 2. Crack Sealing The City recently signed an agreement with MDOT to perform crack sealing on various areas of the airport s tarmac Projects City administration is preparing a Request For Qualifications proposal for selecting a qualified consulting engineering firm to perform design and oversight of the airport s 2010 list of projects. These projects will be performed and funded in cooperation with MDOT. SANITARY SEWER 1. Orchard Street Lift Station Standby Generator The Orchard Street Lift Station standby generator was installed. DTE promised to install the gas line within a five week time span. 2. Control Panel Upgrade South Isabella Road Lift Station A request to purchase the South Isabella Road lift station control panel will go to the City Commission on June 27 th. 3. Watson Street Lift Station Replacement Pump The pump was delivered; it will be installed when the pipe fittings arrive. 4. Skid Steer Loader The skid steer loader is to be shipped on June 27 th. STREETS 1. Asphalt Overlays Contract bids were received and, after City Commission award, work should begin about mid-july for a one-inch (1 ) ultra thin asphalt overlay to be applied on the following streets:

DPW Drive and Parking Lots Contract bids were received and, after City Commission award, work should begin sometime in August, Preston Street Overlay Preston Street from Washington Street east 400 feet was evaluated by City Street and Engineering staffs. The street is in need of immediate repair. This project has been added to the citywide street resurfacing program. Bids were received and, after City Commission award, work will be done sometime before classes resume at CMU. City staff will coordinate work with CMU. WATER 1. Chemical Feed Pump Replacement This project replaced the original chemical feed pumps with new units. The new pumps are a more robust design, and will provide more reliable service than in the past. Because these pumps are the same units installed in the Wastewater Treatment Plant, staff will be able to share parts and expertise. In addition, the related piping was replaced to provide a safer and more usable configuration. In 2010, the Sodium Hypochlorite (NaOCl) pumps were replaced. The Sodium Hydroxide (NaOH) pumps and the Ferric Chloride (FeCl3) replacements were completed in the spring of 2011.

4 Capital Improvement Projects Status Report-June 30, 2011/Pg MG Reservoir Roof Replacement In 2008, part of the reservoir roof failed; repairs were done to the roof beams but the roof overlay was not replaced at that time. The roof overlay has deteriorated and needs to be replaced to prevent additional deterioration of the roof structure and potential contamination of the water supply. Bids were taken to furnish and install a vinyl roof system that will replace the old tar and gravel material. The project was awarded to Universal Roofing, who is waiting for favorable weather to do the work. Included in the bid was pricing for several walkways around the hatches. Pricing was also obtained for additional walkway material. The walkways provide a non-slip access that will also protect the roof material. Universal Roofing, Inc., of Linwood, was low bidder at $38, Well 17 Rehabilitation Well 17 was scheduled for rehabilitation this year as part of the normal equipment maintenance program. On March 8, 2011, bids were received for this work. Peerless-Midwest quoted the lowest price of $14, This price included most of the work normally performed during well rehabilitation. During the rehabilitation work, various parts, including the pump bowl, often need to be repaired or replaced. The well rehabilitation has been completed, and we are waiting for the final invoice to be calculated. 4. Chippewa St Water Main Replacement The 12 AC water main on Chippewa Street was replaced from Brown Street to Russell Street. This project was not originally scheduled for 2011, but a sewer construction project occurring this year would damage the existing water main and require its replacement. This water main work has been completed. 5. Ranney well Rehabilitation This project involved installing three new laterals, abandoning two existing laterals, and cleaning two existing laterals. Two of the three pumps were also rehabilitated. The work was completed in mid-january of 2011, and the well is back on-line. The control system components at the well are being upgraded, and should be complete by August. Please review and forward to the City Commission upon your acceptance.
