1 Highway Construction Program Monthly Delivery Progress Report Watch List November 2018 This report focuses on Capital Highway Program projects, which have, or may have significant changes in scope, schedule, or budget. These projects are reported monthly by CPDM to identify when and how these delivery issues are resolved. The Monthly Delivery Progress Report Watch List replaces the quarterly delivery progress report previously known as The Gray Notebook Watch List. A monthly report allows for timely reporting and improves transparency on delivery progress. This report sorts projects into three categories: new projects being reported on, changes from last month, and projects previously reported that have no changes and are not yet resolved. o New projects this month. These projects have been added to the watch list due to potential changes or issues in scope, schedule, or budget. This category also includes projects with changes that occurred and were resolved within the current month. o Changes from a Prior Month. Changes discussed in this section were on a previous month s watch list and have other issues that have happened; or they may have been resolved. o No Changes from Prior Month. These projects were on the previous month s watch list and are being followed while an issue is in the process of being resolved. o Projects are Removed when delivery has been delayed out of the Project Delivery Plan horizon, when delivery has been attained, or when a significant issue has been mitigated and/or approved by WSDOT. 5 New in November 2018 I-5/NB I-90 to SR Active Traffic Management (King) W Issue: The project's estimated total cost has increased by $2.6 million. This project will improve mobility by installing metering on the Cherry Street to northbound I-5 ramp and the northbound I-5 collector-distributor ramp, and extend the Active Traffic Management System on northbound I-5 to SR 520 in Seattle. This project's estimated total cost has increased by $2.6 million, from $13.9 million to $16.5 million. The increase is mainly due to an updated engineer's estimate adjusted for current bid item costs. The main contributors to this increase are higher costs for Traffic Data Accumulation and Ramp Metering System, Advanced Traffic Management System, Vehicle Management System, Illumination System, and Sign Bridge. I-5/NB Seneca St to Olive Way - Mobility Improvements (King) X Issue: The project's estimated total cost has increased by $1.4 million. This project will improve mobility by providing an additional northbound lane between Seneca Street and the Olive Way off ramp on I-5 in Seattle. Following the results of the hydraulic analysis, bridge drain modifications were required. This has increased the project's estimated total cost by $1.4 million, from $6.6 million to $8 million. I-5/164th St SW Interchange - Ramp Paving (Snohomish) R Issue: The project's estimated total cost has increased by $660,000. This project will rehabilitate the existing pavement on the ramps of the I-5 and 164th Street SW interchange in the City of Lynwood. The project's estimated total cost has increased by $660,000, from $1.9 million to $2.5 million, mainly due to an updated engineer's estimate adjusted for current bid item costs. 6 Issue: The project's location has changed and adds a traffic enforcement area for the Washington State Patrol s use. This change has increased the project s estimated total cost by $2.6 million and delayed the advertisement by nine months. This project will construct a vehicle weigh-in-motion (VWIM) facility on SR 9. This will enable WSP to better police freight traffic from Acme Vicinity to Mount Baker Highway Vicinity, just south of Deming in Whatcom County. During design, WSDOT worked collaboratively with the WSP to locate the VWIM equipment in a location that best met their needs. The VWIM equipment will move approximately 15 miles north on SR 9 to be located near the unincorporated community of Van Zandt. The need for a traffic enforcement area was also identified and added to the project. The enforcement area will require a 20-foot wide shoulder and additional right-of-way to be acquired. The engineer s estimate was updated to reflect these changes, which has increased the project's estimated total cost by $3.2 million, from $500,000 to $3.7 million, and delayed the project's advertisement date by nine months, to spring US 97/Swauk Creek Campground - Fish Passage Retrofit (Kittitas) M Issue: The project s estimated total cost has increased by $703,000. This project is being reported and removed from this list. The old culvert on US 97 that crosses Swauk Creek was a barrier to salmon and resident trout due to its size and orientation. The culverts on the north side of Blewett Pass needed to be replaced because they were undersized and had a history of clogging due to debris during storms, which led to washouts along the highway. This project s estimated total cost increased by $703,000, from $6.5 million to $7.2 million at award. The increase is mainly due to the project s remote location that increased unit bid prices for the preparation of mobilization, structural shoring, extra excavation, asphalt paving and temporary traffic control. SR 107/Chehalis River Bridge - Bridge Painting (Grays Harbor) B Issue: The project's estimated total cost has increased by $596,000. The SR 107 Chehalis River Bridge is located south of Montesano in Grays Harbor County. This project will clean and paint the steel structure on the bridge as well as raise the portals, which are the blocks of concrete on either side of the entrance to the bridge. 6 November 2018

7 The project's estimated total cost has increased by $596,000, from $3.4 million to $4 million due to an updated estimate prior to advertisement. The increase is mainly due to an updated engineer's estimate adjusted for current bid item costs as well as higher costs for the portal raising. I-405/Renton to Bellevue - Corridor Widening & ETL (Stage 2) (King) N (CW Revenue Package) Issue: The Request for Proposal (RFP)* date has been delayed by four months. This project continues the widening of the I-405 corridor between Renton and Bellevue, including the implementation of Express Toll Lanes (ETL) and rebuilding impacted interchanges. It also builds the first segment of the I-405/SR 167 interchange master plan by constructing a direct connector on northbound and southbound lanes between SR 167 HOT and I-405 ETLs. This project will complete a 40-mile corridor-wide express toll facility. The original RFP date for this Design-Build project was delayed by four months to winter The delay has allowed WSDOT to repackage the environmental documents to meet Federal Highway Administration requirements, as well as allowed more time for contractors to complete the statement of qualification and avoid competing Design-Build project schedules. *For Design-Build projects, the RFP date is reported as the advertisement date. I-405/SR 522 to SR Widening & Express Toll Lane (King, Snohomish) Z Issue: The project's estimated total cost has increased by $20 million. This project will widen I-405 to add a new lane in both directions to create a dual express toll lane system from SR 522 to SR 527, an extension of the existing express toll lane system from Bellevue to Lynnwood in King County. This project will also make improvements to the SR 522 and SR 527 interchanges. The project's estimated total cost has increased by $20 million, to $40 million. This increase will add a right-of-way phase so the project could be advanced to start construction in 2021 (if funded for construction) on this critical bottleneck stretch of the corridor. Funding approval is pending 2019 Legislative action. SR 518/SR 509 to SR 99 Paving (King) E Issue: The project's estimated total cost has increased by $735,000. This project will grind and repave SR 509 in both directions of SR 509 at 1st Avenue South in Normandy Park, and both directions of SR 518 extending from SR 509 to SR 99 in SeaTac. 7 November 2018

8 The project's estimated total cost has increased by $735,000, from $3.7 million to $4.4 million, due mainly to an updated engineer's estimate adjusted for current bid item costs. The largest contributors to this increase are higher costs for pavement and traffic control items. SR 536/Skagit River to I-5 Paving (Skagit) A Issue: The project's estimated total cost has increased by $561,000. This project will repave SR 536 from the Skagit River to Kincaid Street/I-5 in the city of Mount Vernon. The project's estimated total cost has increased by $561,000, from $1.3 million to $1.8 million, due mainly to an updated engineer's estimate adjusted for current bid items costs. The largest contributors to this increase are higher costs for upgrades to comply with the Americans with Disabilities Act (ADA), pavement repair items, and the addition of minor I-5 ramp work. SR 542/Britton Rd Vic to Coal Creek Vic BST (Whatcom) B Issue: The project's estimated total cost has increased by $2.1 million. This resurfacing project will rehabilitate the existing pavement on SR 542 Mount Baker Highway in both directions between Britton Road in Bellingham and St. Peter's Catholic Church/Market Road west of the town of Kendall. This project is part of a larger project that will preserve more than 35 miles of roadway, on four different highways (US 2, SR 542, SR 547, and SR 548) in Snohomish and Whatcom counties. The larger project, which involves repairing pavement, sealing cracks, and putting down a new thin surface over the highway, will help prevent damage that could lead to costly emergency repairs and provide a smoother ride for the traveling public. A recent inspection of the project's pavement condition revealed that the pavement has further deteriorated, which has increased the bridge deck and pavement repairs that are required for this project. The updated engineer's estimate has increased the project's estimated total cost by $2.1 million, from $2.6 million to $4.7 million. 8 November 2018

9 Seattle Terminal Preservation (King) L (CW Revenue Package) Issue: This project requires an additional $95.6 million to complete construction. This project will replace the main terminal building, north timber trestle, Slip 3 overhead loading and transfer span, preserve the security video monitoring systems, and replace passenger-only facilities. The requested increase of $95.6 million brings the total funding needed to $468.5 million. The increase is due primarily to the following items: Addition of previously deferred scope elements: $60 million. Additional risk reserve need identified in the July 2018 Cost Estimate Validation Process (CEVP ) workshop: $13 million. Final pricing of the 100% design of the contracted scope reflecting final design development; permit conditions; and the most up-to-date cost estimates on the subcontracted work, triggered risks, and change orders: $22 million. The department is working with the Office of Financial Management (OFM) and the Legislature on options to provide additional funding and/or reduce costs to move the project forward. Mukilteo Terminal Improvement (Snohomish) P (CW Revenue Package) Issue: This project s estimated total cost has increased by $28.5 million. This project relocates the aging deficient terminal to a new site with improved efficiency and capacity, new overhead loading, dedicated bicycle and HOV lanes, and bus transit center, and improves connections to the adjacent commuter rail station. Additionally, this project demolishes existing structures on the site, and the old terminal once the new terminal construction is complete. The project s estimated total cost has increased by $28.5 million, to $195.5 million due to the following items: An increase to the terminal Uplands contract based on award to the low bidder: $11.1 million. Addition of risk reserve: $8.2 million. An updated estimate for the in-water work, taking into account current materials prices: $7.4 million. Other completed contract overruns: $1.8 million. 9 November 2018

10 The department is working with the Office of Financial Management (OFM) and the Legislature on options to provide additional funding and/or reduce costs to move the project forward. Changes from a Prior Month I-90/Lacey V Murrow Bridge - Replace Anchor Cables (King) M Changes from a Prior Month: The project's estimated total cost has increased by $3.4 million. Previously reported: This project will replace 21 steel anchor cables on the I-90 Lacey V Murrow floating bridge on Lake Washington, between Seattle and Mercer Island. The cables stabilize the bridges and help keep them in place. The cables must be replaced every years to maintain the safety and integrity of the bridges. The cables are subject to years of pressure and stress from wind, waves, currents, and changing traffic loads. Over time, the cables corrode, rust and fray. The original scope of work included replacing 16 steel anchor cables at an estimated cost of $4 million. After further evaluation, five additional steel anchor cables were determined to have reached their service life and needed to be replaced. This increased the estimated cost by $1.2 million, to $5.3 million. Update to the July 2017 report*: The project's estimated total cost has increased by $3.4 million, from $5.2 million to $8.6 million. The increase is mainly due to realized construction risk, approved change orders, and pending high risks to the contract. *On the July 2017 Watch List, this project: M, and project N, were combined into one write-up. On the November 2018 Watch List, the two projects have been separated out for clarity. I-90/Homer M Hadley Bridge - Replace Anchor Cables (King) N Changes from a Prior Month: The project's estimated total cost has increased by $1.8 million. Previously reported: This project will replace 11 steel anchor cables on the I-90 Lacey V Murrow floating bridge on Lake Washington, between Seattle and Mercer Island. The cables stabilize the bridges and help keep them in place. The cables must be replaced every years to maintain the safety and integrity of the bridges. The cables are 10 November 2018

11 subject to years of pressure and stress from wind, waves, currents, and changing traffic loads. Over time, the cables corrode, rust and fray. The project's estimated total cost increased by $1.1 million, to $2.8 million. The increase is mainly due to an updated engineer's estimate, which reflects higher costs for the anchor cable replacements items. Update to the July 2017 report*: The project's estimated total cost has increased by $1.8 million, from $2.8 million to $4.6 million. The increase is mainly due to realized construction risk, approved change orders, and pending high risks to the contract. *On the July 2017 Watch List, this project: N, and project M, were combined into one write-up. On the November 2018 Watch List, the two projects have been separated out for clarity. SR 107/Chehalis River Bridge - Structural Rehabilitation (Grays Harbor) B (CW Revenue Package) Changes from a Prior Month: The project budget is at risk of increasing. Previously reported: This project will replace the deteriorated timber structure portion of the bridge on the south approach of the bridge as well as fully replace an outdated bridge railing. The vertical height of the steel trusses, which vehicles pass through on the bridge, is below the minimum 16'- 6" requirement. The project will remove and replace the existing portal beams to raise the vertical clearance to the 16'-6" requirement. This work will extend the service life of the bridge. The advertisement was delayed by seven months from June 2017 to January 2018 due to needing additional analysis because the site is in a seismically vulnerable location with poor soil conditions. Additionally, the design of the bridge railing is required to be commensurate with the bridge s historical status. The advertisement date has been further delayed an additional nine months from January 2018 to October 2018 to mitigate the risk of missing the fish window, which would extend the work into a second construction season, thereby increasing the cost of the project. Due to the poor soils and additional work on the bridge railing, the project estimate has increased by $4 million, to $16.5 million. Update to the February 2018 report: Currently, there is a change in the cost for the contracting that WSDOT manages on this project. More information on this cost risk will be available at bid opening in January Additional time was needed to finalize the contract documents, which has further delayed the advertisement date by two months to December November 2018

12 No Changes from Prior Month US 2/West of Leavenworth - Slope Stabilization (Chelan) N Previously reported: This project remains at risk due to design and environmental challenges. This project's advertisement date has been delayed by two years to fall of 2020, which has delayed the construction season by two years to Additional research is needed to perform a modeling analysis to protect the fish and wildlife on the Wenatchee River during the project s construction, and obtain a permit for the project. Update to the June 2018 report: The delay is due to the Department of Fish and Wildlife requesting additional research including a preliminary reach analysis of the Wenatchee River in order to permit the project. Aerial surveying of the Wenatchee River section in the project area is completed. The River Reach Analysis is scheduled to begin this winter and be completed early next spring. Environmental discussions are on hold pending the study results. SR 6/Two Tributaries to Chehalis River - Fish Passage (Lewis) J Previously reported: The advertisement has been delayed by seven months to fall 2019, which has delayed the construction season by one year to 2020 and the operationally complete date by one year to fall The schedule delay is because a waterline needs to be relocated. The Boistfort Valley Water District is responsible for this relocation and they need additional time to procure the funding needed to pay for the work. SR 18/EB Soosette Creek to Jenkins Creek Paving (King) C Previously reported: This project will resurface the mainline and three ramps to rehabilitate the existing pavement and preserve the roadway surface on SR 18 eastbound, from Soosette Creek to Jenkins Creek in Covington. The project's estimated cost has increased by $900,000, from $2.4 million to $3.3 million, due mainly to an updated engineer's estimate adjusted for current bid item costs. The largest contributors to this increase are higher costs for pavement and traffic control items. 12 November 2018

13 I-90/Sprague Ave I/C to Argonne Rd I/C - PCCP Rehabilitation Grinding (Spokane) O Previously reported: The pavement on a 3.5-mile section of I-90, between N Havana St and N Argonne Rd in Spokane, is rutted and in need of repair. This project will rehabilitate the concrete pavement surface by grinding it to a sufficient depth to remove the wheel rutting caused by studded tires. Repairing this section of I-90 will provide a smoother driving surface and preserve the roadway. This project s grinding work was originally intended to address the pavement leading up to the four bridges, and excluded any bridge deck work. During the preliminary engineering phase, severe rutting was identified on the bridges. WSDOT determined that the recommended solution would be to modify the expansion joints and repair the bridge deck and the approach slab rutting. The repair work is being done on two bridges: where I-90 spans Sprague Ave., and where I-90 spans a railroad crossing located four miles east of Junction US 2. The cost estimate has increased by $1 million on the construction phase, which has increased the total project cost to $7.6 million. SR 150/No-See-Um Road - Intersection Improvements and Realignment (Chelan) K (CW Revenue Package) Previously reported: The current cost estimate increased by $1.2 million, to $7.7 million. Initially, the project was increased by $878,000 to install water and sewer infrastructure and miscellaneous items associated with the pedestrian facilities on a roundabout for the City of Chelan. The project also increased by an additional $280,000 due to high bids. The additional funding was provided by the City of Chelan. There are two budget risks (right-of-way and construction) that are being managed by WSDOT on this project. This project has one outstanding right-of-way acquisition that is currently in condemnation with the Attorney General s Office. In addition, there are contractor claims that are in negotiations. Update to the August 2017 report: The right-of-way acquisition has been completed. The one outstanding right-of-way parcel has been acquired and the project remains on budget. There remains only one outstanding budget risk on this project for contractor claims. These contractor claims are currently in negotiations. 14 Previously reported: Correcting fish barriers is a priority for WSDOT. Agency policy is to review and assess all transportation projects for fish barriers within the vicinity of project limits, and apply criteria to determine if the fish barrier will be included in the project. As a result, the existing fish barrier that is located under all lanes of SR 167 was assessed and added to the project. The additional work increased the project's cost estimate by $9.2 million to $29,198,814. This work can be accomplished within the project's original preliminary engineering schedule and is on track to be advertised in winter However, this work will extend the construction duration by one year and will be operationally complete fall SR 181/SR 516 to W James St Paving (King) E Previously reported: This preservation project* will resurface SR 181 and will grind and inlay in both directions from SR 516 to James Street in Kent. The project's estimated cost has increased by $763,000, from $1 million to $1.8 million, due to an updated engineer's estimate. The increase is mainly due to including additional items that were not in the original estimate as the pavement condition has deteriorated more than originally anticipated; as well as higher bid item costs for pavement and traffic control items. *On the October 2018 Watch List, this project: E, and project F, were combined into one write-up. On the November 2018 Watch List, the two projects have been separated out for clarity. SR 181/SR 516 to W Sam St - ADA Compliance (King) F Previously reported: This preservation project* will resurface SR 181 and will grind and inlay in both directions from SR 516 to James Street in Kent. The project's estimated cost has increased by $507,000, from $440,000 to $946,000, due to an updated engineer's estimate. The increase is mainly due to including additional items that were not in the original estimate as the pavement condition has deteriorated more than originally anticipated; as well as higher bid item costs for pavement and traffic control items. 14 November 2018

SR 202/Two Tributaries to Patterson Creek - Fish Passage (King) C Previously reported: This Design-Build project will remove the existing fish passage barriers located on SR 202 at Two Tributaries to Patterson Creek, near Fall City. These culverts will be replaced with two fish passable structures. The project s total cost estimate has increased by $2.2 million, from $2.9 million to $5.1 million, mainly due to a design solution change. Originally, the design solution replaced the culverts with precast concrete structures, paving the roadway over the top. During design, it was determined that the roadway could not be paved over the precast structures without additional roadway bed preparation, also called sub-surfacing work. The department analyzed the following two options: 1) install eight inches of roadway sub-surfacing over the precast structures, then pave the roadway; or 2) install a cast-inplace concrete deck, and then pave the roadway. Option One would raise the roadway by one foot, which would require a wall to be constructed and cause significant wetland impacts. Option Two would require a lengthy highway closure due to the required curing time for the concrete deck. I-205 and I-5 Pavement Rehabilitation (Clark) C Previously reported: This project was combined for construction efficiencies with the I- 5/I-205 Urban Ramp Meter project, and was advertised in February The department only received one bidder. The bid item costs for the urban ramp meter work were double the engineer's estimate and significantly exceeded the funding for that project. WSDOT decided to re-advertise the panel rehabilitation project as a standalone project in winter 2019, which will delay the construction season by one year to 2019 and the operationally complete date by one year to fall SR 290/Spokane River E Trent Br - Replace Bridge (Spokane) D Previously reported: This section of SR 290 has changed, based on recent development and transportation improvements within the City of Spokane in this area. During the design process and through practical design, it was determined that the need was for a 15 November 2018

16 two-lane structure with bike lanes and a widened sidewalk on the south side, to connect with trails and still fit within the same footprint. The project s [estimated 1 ] cost increase[d by] $964,000 is mainly due to the addition of new design elements that include a westbound, double left-turn lane at the intersection of SR 290 and Hamilton Street, instead of at the bridge. This change also incorporates a shared use path and bicycle lanes across the SR 290 East Trent River Bridge, which will create more space and opportunity for other modes. The new work on the double left-turn lane includes associated signal modification, pavement replacement, striping modifications at this intersection, and additional striping to the west to tie into existing bike lanes. SR 433/Lewis and Clark Bridge - Replace Navigation Lights (Cowlitz) N Previously reported: This project will replace the navigation lights, channel lights, and the associated electrical systems on the SR 433 Lewis and Clark Bridge that spans the Columbia River between Longview, WA and Rainier, OR. Ownership of this bridge is a shared partnership between Washington and Oregon, with WSDOT acting as the lead agency for delivery of the project. The design was delayed by several months because it took longer than anticipated to complete the agreement with the Oregon Department of Transportation. This has delayed the environmental process and will delay the advertisement date by nine months, to summer 2019, and the operationally complete date by one year, to winter I-405/NE 132nd Street Interchange - New Interchange (King) B (CW Revenue Package) Previously reported: This Design-Build project will construct a new on-ramp to northbound I-405, and a new off-ramp from southbound I-405 at Northeast 132nd Street in Kirkland. Correcting fish barriers is a priority for WSDOT. The agency s policy is to review and assess all transportation projects for fish barriers within the vicinity of project limits, and apply criteria to determine if the fish barrier will be included in the project. 17 The additional work increased the project's cost estimate by $8 million, from $75 million to $83 million. This work can be accomplished within the project's current schedule. SR 501/I-5 to Port of Vancouver - Intersection and Profile Improvements (Clark) A (CW Revenue Package) Previously reported: Oversized freight traffic from the Port of Vancouver must divert from this section of SR 501 onto local streets due to curves in the roadway and limited overhead clearances. This project will remove high points in the roadway, reconstruct traffic signals to improve mobility for large freight vehicles, and increase safety for all modes of transportation along the corridor of SR 501 and I-5 to the Port of Vancouver. The advertisement has been delayed by one year to winter 2020, which has delayed the construction season by one year to 2020, and the operationally complete date by one year to fall The delay will allow WSDOT more time to work with local stakeholders to further define and agree upon the project s needs in order to finalize the scope of work for the project. SR 507/N of Rainier to Jct SR 7 Paving (Pierce, Thurston) B Previously reported: The existing pavement on SR 507 between Rainier and Spanaway is deteriorating due to normal wear and tear. The pavement condition rating is projected to drop below the adopted standard. This project will overlay the existing roadway with hot mix asphalt as recommended in the materials report. The overlay will extend the life of the roadway and increase the existing pavement condition rating to within adopted standards. The project's estimated cost has increased by $1.4 million, to $4.3 million. The increase is due to an updated engineer s estimate adjusted for current bid item costs, as well as additional bid items identified during the development of the design. SR 518/42nd Ave S and I-5/I-405 Bridges - Seismic Retrofit (King) G Previously reported: Originally, the project included seismic retrofit measures, including the installation of steel column jackets on all columns, crossbeam bolsters on all cross beams, and reinforcement at the bridge abutment. After receiving a seismic vulnerability bridge assessment, WSDOT updated the seismic retrofit recommendations for the bridge on I-405. As a result, the engineer's estimate has increased the project cost estimate by $2.6 million, to $5.9 million. 17 November 2018
